Dear All, Attached please find a document entitled 'Non-Lawyers' Guide to the May 2009 Registrar Accreditation Agreement.' The Guide was produced by ICANN staff in response to a 1 October 2009 request<http://www.atlarge.icann.org/correspondence/correspondence-01oct09-en.htm> by the Chair of the At-Large Advisory Committee, Cheryl Langdon-Orr, to the Chairman of the ICANN Board of Directors, Peter Dengate Thrush, for the production of a non-lawyers' guide to the ICANN's Registrar Accreditation Agreement (RAA). This Guide is also available at: http://www.icann.org/en/announcements/announcement-15feb10-en.htm. This document will be available in the five UN languages and Portuguese shortly. This document is intended to facilitate the ability of the At-Large community to engage effectively in discussions relating to the RAA, as well as to assist all members of the ICANN community in gaining a better understanding of the RAA. The Guide is an evolving document. ICANN staff welcomes comments and suggestions on how the Guide could be improved to be more useful to the At-Large community. Dear All, Please see below a Nairobi update being forwarded on behalf of Doug Brent, ICANN Chief Operating Officer: ** 12 Feb. 10 Nairobi Update ICANN continues to actively monitor and respond to the possible security threat information posted on the ICANN site yesterday. We continue to actively work with our Kenyan hosts and security providers in the region. As stated in Mr. Sammy Buruchara’s message yesterday, and confirmed in further calls with Kenyans today, the meeting hosts are committed to the security of this meeting, and are offering even higher levels of direct coordination among the different agencies providing security. ICANN staff have also reached out to on-the-ground security experts to better interpret the information provided. As has been explained to us, general threats of this kind are common; what made this particular communication worthy of mention is that it has identified a specific venue that has not generally been the target of previous threats. After over-night outreach to various governments and agencies in the region, we have received no information from other sources confirming or denying the threat to the specific venue. Members of the ICANN community have already started to register views as to what should happen next. We are listening, and there are clearly a wide variety of views already expressed. Staff is evaluating a full range of options for handling the meeting. At the same time, work continues at a fever-pitch to prepare a final Nairobi agenda for posting Monday, along with about 15 new gTLD documents, a draft Fiscal Year 11 Budget and much more. An internal staff group, which I lead, is meeting at least daily on this topic, and will continue to do so over the weekend and through the U.S. holiday on Monday. I will make sure the community gets any new relevant information when we do, and that we stay on top of any possible adjustments to the Nairobi meeting plans. Dear All, Please see below a message being forwarded on behalf of Doug Brent, ICANN Chief Operating Officer: ** Dear ICANN Community, Within the last 24 hours, we received an unclassified report from the United States Department of State related to the Kenyatta International Conference Center, the venue for our upcoming meeting (attached below). The types of threats outlined in that communication are difficult to assess. ICANN is now reaching out to different parties in Kenya and elsewhere to see if it is possible to better assess the situation, and of course will share any further information with you. Sammy Buruchara, Chairman of the ICANN 2010 Local Steering Committee in Nairobi has already provided the following information: In relation with the Security threat by Al Shabaab to US Embassy and KICC, I wish to on behalf of ICANN 2010 Local Organizing committee and on behalf of the relevant Kenya Government Security Agencies state the following: The Kenya Government is aware of the Security Threat by Al Shabaab on KICC and on the United States Embassy in Nairobi. Our security organs that include National Security Intelligence Service (NSIS) and Kenya Anti-Terrorism Police have been alerted and will make appropriate security responses to deal with this threat. Through their network of security agents, they have made contingency plans to thwart any possible terrorist plot that will target Nairobi City, including KICC and all the Hotels in which delegates will be hosted, and the US Embassy. I wish to assure ICANN Community that the Kenya Government is committed to ensure your safety during the ICANN event and will take necessary security measures to guarantee the safety of all participants during the Conference. In the most transparent manner possible, ICANN will continue to share information as it becomes available. Just like you, were processing this information, and seeing how and if we need to update procedures and plans for the upcoming meeting. Sincerely, Doug Brent Information from U.S. State Department As of early February 2010, individuals affiliated with al-Shabaab al-Islamiya were planning suicide bombing attacks on the US Embassy and Kenyan International Conference Center in Nairobi, Kenya. The individuals were targeting the KICC because it was deemed the largest and oldest building associated with the Kenyan government. The US Embassy was targeted for its support of the Kenyan government. As of early February, the individuals planning to carry out the attacks were living in Somali communities in Kenya. We have no additional information regarding the possible individuals involved in the plot, timing, or method of the attack. This is all the information we have at this time, and we will continue to keep you updated if there are any potential updates. This public comment is not only a tremendous step forward in the process to select an At-Large voting Board Member, but also is the first public comment posted on behalf of ALAC. Dear Marco, The At-Large staff has the honour to transmit to you the ALAC Statement on Affirmation Reviews Requirements and Implementation Processes on behalf of the At-Large Advisory Committee. The Statement on the Affirmation Reviews Requirements and Implementation Processes was drafted by the Executive Committee of the At-Large Advisory Committee (ALAC) and published for community review on January 21st, 2010. The document was further discussed during the monthly ALAC teleconference on January 26th. The Chair of the ALAC asked Staff to start a five-day online vote on the document on January 27th, which resulted in the ALAC endorsing the Statement with a 14-1 vote. Organization Announcement - Congratulations Denise Michel and welcome David Olive

Dear ICANN Community Members, I am pleased to announce that our VP of Policy, Denise Michel, has accepted the new position of Advisor to the CEO and we have recruited David Olive to serve as ICANN’s Vice President of Policy Development. Denise's new responsibility will draw on her outstanding work at ICANN over the last decade, which included helping to create what is now our global At-Large community, building an excellent ICANN Policy Staff, launching ICANN's independent reviews and restructuring initiatives, and personally shepherding some of ICANN's most important policy initiatives. Denise will help lay the ground work for ICANN's new accountability and transparency initiatives and provide Rod with strategic advice. She will be working, in part, out of ICANN's Palo Alto office. I am really excited to be adding David Olive to our team. He adds both significant strength to ICANN’s management team and senior presence in Washington DC. David joins ICANN from Fujitsu, where he had a successful twenty year career, and was General Manager and Chief Corporate Representative of Fujitsu’s D.C. Office. He advised Fujitsu on business planning, corporate and business development, and public policy issues affecting information technology, the Internet, electronic commerce, electronic government, telecommunications, and science and technology. In addition to his strong track record at Fujitsu, David has been an active participant in various technology-centric organizations, including as a member of the Commercial Board of Directors of TechAmerica, and as a member on the Board of Directors of the Computer and Communications Industry Association (CCIA) in Washington, D.C. He has also worked with many global business groups, including the Global Information Infrastructure Commission (GIIC), the U.S.-Japan Business Council, and the International Chamber of Commerce. David has been the Public Policy Chairman for WITSA, a consortium of over 70 information technology industry associations from economies around the world. David served as a Fujitsu representative to an OECD group and to the U.S. State Department‘s Advisory Committee on International Communications and Information Policy. David attended undergraduate studies at Georgetown University's School of Foreign Service and graduate studies at Johns Hopkins University's School of Advanced International Studies and Princeton University. David will report directly to me and join effective 15 February. I am sure you all will join me in congratulating Denise on her new role, and welcoming David to the ICANN team! Members will be asked to raise their hands in the Adobe Connect room (or ask in Adobe Connect chat to be placed into the queue) wherever possible. Nick Ashton-Hart will call on questioners on a first-come, first-served basis. There is no hard close for the call; the presenters are happy to remain online until all questions have been answered; if for some reason a participant drops or must drop and a question arrives for them, this will be passed along so it can be answered. ALAC Statement on Expression of Interest Proposal

Dear Kurt, The At-Large staff has the honour to transmit to you the Statement on Expression of Interest Proposal on behalf of the At-Large Advisory Committee. Patrick Vande Walle produced the original draft of this document and published it for community feedback on January 6th 2010. A first revision of this document was published by Patrick on January 17th and further updated on January 26th in accordance with feedback received on the first revision. The ALAC held a vote on the Statement during their monthly teleconference on January 26th, 2010. The result of said vote was that the ALAC decided to endorse the Statement and submit it to the relevant public consultation process with a 11-0 vote. As this is a formal Statement of an Advisory Committee to the Board, we provide it by copy hereby to the Secretary of ICANN for distribution to the Board with our compliments.
