The new deadline is 21 Aug 2017 at 11:59 PM PDT. The Internet Corporation for Assigned Names and Numbers (ICANN) is seeking a provider to conduct an independent assessment of the Security and Stability Advisory Committee (SSAC). The provider should have technical knowledge or experience with security matters with the Internet technical community and the operators and managers of critical DNS infrastructure services; demonstrate an understanding of the SSAC's charter and its Operational Procedures[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_en_syste…> [PDF, 420 KB]; demonstrate knowledge of the technical areas covered by the SSAC's charter, including security and integrity of the Internet's naming and address allocation systems. The objective of this Request for Proposal (RFP) is to identify an independent examiner that can conduct a comprehensive assessment of SSAC. This includes, but is not limited to: * An assessment of the implementation state of SSAC's prior review; * An assessment of whether SSAC has a continuing purpose within the ICANN structure; * An assessment of how effectively SSAC fulfills its purpose and whether any change in structure or operations is needed to improve effectiveness; and * An assessment of the extent to which SSAC as a whole is accountable to the wider ICANN community. Background According to the ICANN Bylaws[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>, the role of the Security and Stability Advisory Committee ("Security and Stability Advisory Committee" or "SSAC") is to advise the ICANN community and Board on matters relating to the security and integrity of the Internet's naming and address allocation systems. It shall have the following responsibilities: 1. To communicate on security matters with the Internet technical community and the operators and managers of critical DNS infrastructure services, to include the root name server operator community, the top-level domain registries and registrars, the operators of the reverse delegation trees such as in-addr.arpa and ip6.arpa, and others as events and developments dictate. The SSAC shall gather and articulate requirements to offer to those engaged in technical revision of the protocols related to DNS and address allocation and those engaged in operations planning. 2. To engage in ongoing threat assessment and risk analysis of the Internet naming and address allocation services to assess where the principal threats to stability and security lie, and to advise the ICANN community accordingly. The SSAC shall recommend any necessary audit activity to assess the current status of DNS and address allocation security in relation to identified risks and threats. 3. To communicate with those who have direct responsibility for Internet naming and address allocation security matters (IETF, RSSAC (as defined in Section 12.2(c)(i)), RIRs, name registries, etc.), to ensure that its advice on security risks, issues, and priorities is properly synchronized with existing standardization, deployment, operational, and coordination activities. The SSAC shall monitor these activities and inform the ICANN community and Board on their progress, as appropriate. 4. To report periodically to the Board on its activities. E. The travel slots will be allocated to At-Large participants who are ACTIVELY involved in some ICANN policy activity, or those with a strong history of such involvement in the past and an interest to restart. Call for Nominations for 2017-2018 ALT

Dear All, Now that it is confirmed that the ALAC Chair, Alan Greenberg, will continue for another term, Alan has requested that a call for nominations be issued for the other four members of the ALAC Leadership Team (ALT) from the four remaining regions: - Africa - Asia, Australasia and Pacific Islands - Europe - Latin America and Caribbean Islands The terms of the 2017-2018 ALT will begin at the 2017 AGM and end at the 2018 AGM. This selection is carried out in accordance with the ALAC Rules of Procedure Section 17.3 (RoPs - http://tinyurl.com/ALAC-RoP-2016-09[tinyurl.com]<https://urldefense.proofpoint.com/v2/url?u=http-3A__tinyurl.com_ALAC-2DRoP-…>). The RoPs call for up to two Vice-Chairs, at the discretion of the incoming ALAC Chair. Alan has indicated that he would prefer two Vice-Chairs as was the case during this past year. Regional diversity is ensured by the RoPs, but gender diversity would be an asset. Nominations are now open for individuals to serve as the two Vice-Chairs of the ALAC and the two non-titled ALT positions. Nominations need not specify which ALT position is sought. Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming Abu Dhabi ICANN Meeting. If a person is nominated as a Vice-Chair, their acceptance must explicitly state whether they are accepting just the ALT nomination or also that of Vice-Chair. Requirements for ALT members can be found in Section 6 of the ALAC RoPs. In short, ALT members are expected to attend all ALAC meetings, typically two ALT or ALT-related meetings per month, and be very responsive and thoughtful to e-mail requests and discussions. By mutual agreement, ALT members may take on additional roles. Vice-Chairs are expected to take on proportionally larger responsibilities. All ALT activities are carried out solely in English. Nominations will close on Tuesday, 08 August, 2017 at 23:59 UTC. Nominations need not be seconded. Nominations, other than self-nominations, must be accepted within seven days after the close of nominations (Tuesday, 15 August at 23:59 UTC). Acceptance should be sent to the alac(a)atlarge-lists.icann.org<mailto:alac@atlarge-lists.icann.org>. Staff will forward all acceptances to alac-announce(a)atlarge-lists.icann.org<mailto:alac-announce@atlarge-lists.icann.org>. In accordance with ALAC RoP 16.3, following the close of the nominations period and the acceptance or rejection of all nominations, candidates from regions where the position is not contested will be declared to have won by acclamation. If there are multiple candidates from any region, the candidates, in conjunction with the ALAC, will be given the opportunity to resolve the situation. Failing that, a secret vote of the ALAC will decide the winner. If the resultant ALT includes two members nominated to be Vice-Chairs, those two will serve in those positions. If there are less than two or more than two nominated as Vice-Chairs, the ALAC Chair will decide who will occupy the Vice-Chair positions. ICANN announced[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_news_ann…> the creation of the Global Indigenous Ambassador Program in June 2017. The program establishes two Indigenous Ambassadors, which will be selected from underrepresented indigenous communities. Through the inclusion of a broader and more diverse base of knowledgeable constituents, ICANN will be better equipped to support the next generation of the global Internet community. ICANN is now accepting applications for anyone interested in serving as a mentor for the two Global Indigenous Ambassadors. Mentors must be familiar with ICANN and At-Large, and have been active in one of the constituencies.
