The names portion of the proposal is conditioned on ICANN-level accountability mechanisms currently under development in the Cross Community Working Group on Enhancing ICANN Accountability (CCWG). Before sending this proposal to the NTIA via the ICANN Board, the ICG will secure confirmation from the CWG that its accountability requirements have been met. The ICG would like to thank all those who submitted public comments during the ICG's public comment period. The ICG discussed this input and incorporated it into the current proposal as appropriate. As a result, matters relating to the dependency between the CWG and the CCWG, the Post-Transition IANA, the Root Zone Maintainer, the jurisdiction of ICANN, intellectual property related to IANA, and conformance with the NTIA criteria, among other matters, have been clarified. The numbers and protocol parameters portions of the proposal are complete, ready for implementation, and have no dependencies on the work of the CCWG or other remaining processes. Preparation for implementation of the numbers and protocol parameters proposals is underway and can continue without waiting for the CCWG to complete its work.

In accordance with Article XVI of ICANN's Bylaws, the audited financial statements are to be posted within 120 days following the close of the fiscal year, or by 31 October 2015. The Internet Corporation for Assigned Names and Numbers (ICANN) and the General Secretariat of the Organization of American States (OAS), a public international organization, through the Executive Secretariat of the Inter-American Committee Against Terrorism of the Secretariat for Multidimensional Security (CICTE), have agreed to work cooperatively on bolstering regional cyber-security. Both organizations expressed mutual recognition for the significant work each of them does within their remit, including the implementation of the OAS "Adoption of Comprehensive Inter-American Strategy to Combat Threats to Cyber-Security: A multi-dimensional approach to creating a culture of cyber security," and the significant work done by ICANN in enhancing the operational stability, reliability, resiliency, security and global interoperability of the Domain Name System (DNS). Further, the two organizations underscored the recent signing of a Memorandum of Understanding (MoU) to join efforts in several areas of common interest related to cyber security issues. Fadi Chehadé, ICANN President and CEO, highlighted the significance of this MoU signed with OAS, which seeks to increase cooperation and collaboration between both organizations in cyber security issues. "A secure and stable coordination of the Internet's Identifier Systems is a priority for ICANN and we certainly understand the need to continue to strengthen cooperation among all cyber security stakeholders," Said Chehadé. "I see this MoU as a step in the right direction." The agreement aims to further common objectives between ICANN and EuroDIG, including for the planning and organization of the annual EuroDIG event, as well as to strengthen active participation in ICANN's policy-making processes, and to strengthen the support for the multi-stakeholder participation and governance model of the Internet. The Parties will, in particular, collaborate on the following activities: * Formalize ICANN's involvement in the joint planning and organization of the annual EuroDIG event; * ICANN to participate, in particular, in the consultation and decision making process for the annual event organized by EuroDIG, including: drafting of the programme and messages, selection of the host countries and dates, outreach to key participants; * EuroDIG to include ICANN into the outreach activities to all stakeholder groups in Europe and beyond; and * ICANN to contribute its expertise in technical and logistical matters such as remote participation and capacity building, as appropriate. The MoU was officially signed on 21 October 2015, during a signing ceremony that took place during ICANN's 54th Public Meeting in Dublin, Ireland. ICANN signed a Memorandum of Understanding (MoU) with the Electronic Transactions Development Agency (ETDA) of Thailand today to forge an alliance fostering collaboration on translation. Under the cooperative agreement, ICANN and ETDA will coordinate and collaborate to identify and translate ICANN materials into Thai for the local community. This will ensure that relevant content is accessible to the Thai community. "This MoU is another step forward in ICANN's globalization efforts, as we work with local communities to help address the language needs of markets where English is not the main language. Together, we can help to overcome any language barriers and ensure that this is not an impediment to participation in ICANN and our policy development processes," said Fadi Chehadé, ICANN President and Chief Executive Officer. The MoU was formalized and signed at ICANN's 54th Public Meeting in Dublin, Ireland, between Fadi Chehadé and ETDA Chief Executive Officer Surangkana Wayuparb. "This collaboration aligns with our national strategy to be a digital economy society by 2017. It reduces the digital divide of our Thai community due to the language barrier. It also enhances our community's capacity, enabling us to participate in global discussions more effectively once the language barrier is broken down. We believe this will be one of the game changers for the future of local Thai community engagement," said Surangkana. Kuek Yu-Chuang, Vice President and Managing Director for ICANN Asia Pacific also commented, "ETDA is a close partner with the ICANN Asia Pacific Hub.
