ALAC Statement on Arabic Script Root Zone? Label Generation Rules (LGR)

You may recall that the ALAC had decided to ask Mohamed El Bashir (as a member of the IDN Policy WG) and Wael Nasr (as the ALAC representative on the IDN Implementation Guidelines Experts Group) to advise as to whether a statement was required and if so, what should it say. Wael submitted an extensive set of notes which expressed a desire to see a quite different outcome from that outlined in the LGR that were put out for comment. Mohamed felt that a statement was not absolutely needed, but suggested that we could mke a short one because in his mind, the LGR group had done a particularly effective job given the difficulty in addressing the Arabic variations across languages and countries. I felt that Wael's statement was one that he could present personally, but that we had no grounds to believe that it would be widely supported within our Arabic community. Mohamed's statement was more in line with what the ALT believed to be a widely held position and recommended that we proceed with it. I asked Ariel to draft the statement in line with Mohamed's comments, and to pass it by him. She did this and he approved. Due to our focus on the accountability CCWG, we missed the end of the comment period, but have been given permission to submit it late. Christopher, during the last At-Large Review, one of the recommendations was that the ALAC Chair serve for 2-year periods instead of one. When the ALAC Rules of Procedure (RoP) were re-written, we looked at several ways of doing this. Simply saying that the term was two years was problematic, because all ALAC Members are appointed for 2-year terms, and at any time, half of them (and potentially a good Chair candidate) would only have one more guaranteed year to serve (even though in many cases, the person might be eligible for re-appointment). The solution chosen by the group re-writing the RoP and ratified by the ALAC was the procedure outlined. Specifically: ALAC RoP 8.2 If the Chair is still a member of the ALAC in the year following his or her selection, is willing to continue in that role and subject to the eligibility rules in Paragraph 5, the Chair's term is deemed to be automatically renewed for a second year without any explicit action of the ALAC. Nominations are now open for individuals to serve as the two Vice-Chairs of the ALAC and the two non-titled ALT positions. Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming Dublin ICANN Meeting. According to the ALAC Rules of Procedure, my first term as ALAC Chair which expires at the end of the Dublin meeting is renewable if I am still an ALAC Member and still am willing to continue in the position. As I will be starting a term as a NARALO-selected ALAC Member, I hereby announce that I am willing to continue in this role for another year. I ask that ALAC staff open nominations for candidates for the rest of the ALAC Leadership Team. This webpage will be the source of all current information related to any requests for termination of a gTLD Registry Agreement. Under the gTLD Registry Agreement, a Registry Operator or ICANN may terminate pursuant to certain requirements. In the event of termination by either party and after consultation with Registry Operator, ICANN shall determine whether or not to transition operation of the Registry to a sucessor registry operator in conformance with the Registry Transition Process<https://www.icann.org/resources/pages/transition-processes-2013-04-22-en>. Building on ICANN's Africa Strategy, which was launched three years ago, and with the support of ICANN's IDN program, this new workshop will focus on IDNs in the context of African languages and scripts. It will introduce the IDN Program at ICANN and the work being done by the script based Generation Panels. The objective of this workshop is to galvanize the African community's support and encourage them to participate in the necessary script-based work that is already underway. By contributing to this ongoing effort, participants will help promote IDNs in indigenous African scripts (e.g. Ethiopic) and the use of Latin script for African languages. Participants are expected to actively contribute to the discussions during the workshop, and are expected to volunteer for script-based panels - Latin or other scripts - that may be set up to support African scripts. Language experts, ccTLD managers, computer specialists and other community members interested in lDNs are invited to attend. The launch of the L-Root server node is a joint operation between ICANN and Vocus Communications which supplied the equipment necessary for the installation of the new L-Root node. Vocus also provided the colocation in their datacenter and the bandwidth needed for the node's operation. "We are delighted to support the installation of the L-root server, boosting stability and security in the network. Last year saw a massive 121 per cent increase in infrastructure based DDoS attacks, which means security is more important than ever. Creating greater redundancy in the DNS is great news for Australian businesses which increasingly require the reliability of a fast and secure network," said Vocus Chief Technology Officer, Luke Mackinnon. "I am very pleased with our partnership with Vocus. There are 13 "root" DNS servers, identified by the letters A through M - the "L" root server operated by ICANN being one. Computers typically communicate with each other using numeric addresses, while humans find it easier to use and remember names (for instance, users typically remember the domain name "ICANN.ORG" more easily than the Internet Protocol address, 2620:0:2d0:200::7). The DNS translates domain names into addresses and the root servers provide the pointers to the servers for top-level domains (the last part of domain names, for example, "ORG" in "ICANN.ORG"). Spreading the service that provides these pointers out geographically by duplicating the root servers leads to a more resilient, dispersed system that reduces the risk of users being taken offline by a problem or attack and reduces the time it takes to look up names on the Internet.
