A review of my engagement of late has made me realize that due to work committments it will be challenge for me to focus the time, attention and energy required to actively participate in discussions on the ALAC. As such, I would like to put forward my notice of resignation as the North American RALO rep on the ALAC. While a short notice might be the most preferred option, I thought it appropiate to share my reasons with all of you so you can understand the context as well as the reasons behind my departure. The fact that issues related to freedom of expression, censorship and bottom-up user engagement are being ignored at both regional and global levels at both ALAC and ICANN is greatly disappointing. This disspointment - and great fustration at times - has made led me to shift my activity from an active role to a more passive one. While active at the physical meetings, my engagement of late in the conference calls has been minimal and quite passive. My silience on the lists has led some to believe that I'm not engaged at all. Well, I would beg to differ as my full-time position does focus on issues of user engagement, internet freedom and internet governance. Engagement is many different thing to different people. But, one thing is clear, my change in level of engagement, divergent views and different style has lead to an ongoing private agenda by some to attempt to force me out . Since the Cairo meeting, efforts have entensified. The choice of words in private email exchanges, have been surprising. So, I prefer to recognize that there is a significant difference of opinion and pass on the opportunity to others .There are far too many other issues of importance that the group should - and must - focus on. At this moment I don't know if I will be able to attend the upcoming Mexico meeting make it due to work commitments. I hope I can make it, but in the case I can not attend - let me make at least take this opportunity to wish you all success for a engaging meeting - one where I hope constructive discussion, dialogue, agenda setting and strategic planning can take place. May bottom-up issues be the main focus. En estos moments no estoy seguro si podré asistir a la reunion de Mexico el mes que viene. Por tanto, quisiera compartir lo siguiente con vosotros - Ojala salga exitosa, donde se pueda avanzar temas de agenda, metas, estrategia . FOLKS: I cannot help it! WHY do we even HAVE to do this? So much effort to do a very simple thing! If you follow the thread, you would notice this is not an isolated case. Staff needs to intervene now. The email I sent DID NOT bounce. I checked the address so many times I'm getting cross-eyed! I'm trying to live a long and useful life here. And this is screwing up my lifeline. Maybe...just maybe, there are "unknown unknowns".....................Hell, I have done what was requested of me. I'm not calling Paris just to get somebody to do what they are HIRED to do. *So be it.* I am going to watch Obama get inaugurated as POTUS. Dear All: We are pleased to provide below the listing of subjects which the five working groups of the At-Large Summit will address. As you may know, the At-Large Summit has as a core element five working groups that will deliberate upon and agree final statements on areas of policy of importance to the At-Large community and the ICANN community as a whole. In order to determine what the five subjects should be, At-Large Structures were surveyed in late December 2008 to early January 2009 and provided with 13 topics to choose from; they were also able to write-in additional subjects, which could then be ranked by those respondents who filled in the survey subsequently. Those Summit attendees who have yet to respond will be invited to choose from amongst the above topics so that they may be assigned to the working group most of interest to them whilst retaining a balance of participants across working groups and regions. * Of its three council votes, the NCUC voted 2-1 against approving the RAA "package." * Of the forthcoming list of WHOIS studies, the NCUC says its overall response will be that no further studies of WHOIS are recommended. * I incorporated the NCUC's stance on the ICC serving as one of the evaluators of new gTLDs, which is that such an organization, which is a business interest group, is not recommended. * No comment at the moment about the "rumor" of controversy between ALAC and NCUC on NCSG issues. WHOIS background

In 's advance of tomorrow's call, I have found this document from the WHOIS working group from earlier in the summer. It does describe a number of the topics discussed for study, but is probably not as good as reading Liz Gasster's memo previously referenced. The NCUC, by the way, seems to be wholly in favor of no further studies of WHOIS. As you know, that's not my perspective, and in fact we have done some of our own research on the issue, as you know from my brief presentation in Paris. However, the studies that I think need doing have already been proposed by the GAC. So perhaps, since the GAC is doing them anyway, perhaps we could simply say that we support the GAC's efforts to study topics of concern to the user community. Hi, Could staff tell us where we are with these ALS applications: Mediterranean Federation of Internet Associations Internauta Venezuela CETIC AJB Also understand NARALO asked for Knujon's application to be voted on at tomorrow's meeting, and noted the RALO's "explicit support". Doesn't seem to be reflected in the Google doc. I find the Google docs ALS application status page really hard to use. No way to keep the info on the same screen, no way to print. The vote has not yet concluded, as there is the option for some e-mail votes. However, based on the vote so far (12 yes, 7 no, 4 abstain out of a total of 27 votes if I got it correct), the motion cannot achieve the 66% vote required. It is unclear what the next steps are. There were some other interesting twists during the discussion that I will present in my GNSO Liaison report. Alan
