Public Consultation on the Draft Community Travel Guidelines for FY2010: Volunteer Statement Drafter Needed

Dear Members: As you are no doubt aware, there is a public consultation open on a draft Travel Procedure for FY2010; of course, this affects At-Large travel. This consultation may be found at: http://www.icann.org/en/announcements/announcement-03jun09-en.htm At the ALAC Excom meeting yesterday this was clearly noted as a high priority. The consultation closes on 6th July, however, to allow time for community members to comment on a draft once written, and allow time for those coments to be reflected before voting, there is actually not a great deal of time to spare to get a draft written. Draft Security, Stability and Resiliency Report - development of an ALAC Statement

Dear DNS Security Issues Working Group leaders, cc: DNS Security Issues Working Group members and ALAC Members At its meeting yesterday, the ALAC Executive Committee reviewed the At-Large Policy Advice Development calendar (please see: www.atlarge.icann.org/policycalendar) to bring it up to date in advance of the Sydney meeting. The public comment period on the Draft Security, Stability and Resiliency Report is open until 19 June (see: http://www.icann.org/en/public-comment/#ssr) The ALAC Executive Committee is requesting that the DNS Security Issues Working Group develop the At-Large statement by 12 June. The ALAC will then have a five-day vote on this draft statement between 13-18 June. We were asked to contact you to ask if you and the other members of the DNS Security Issues Working Group will be able to develop this draft statement. Please note that Greg Rattray, ICANN's Chief Internet Security Advisor, will be holding a briefing on the Draft Security, Stability and Resiliency Report on Wednesday, 10 June UTC. Details of this briefing, including participation information and the link to the Adobe Connect chat room are available at: https://st.icann.org/alac/index.cgi/index.cgi?ssr_briefing_call. We understand that this drafting timeline is an extremely tight deadline. Given that the briefing on the report is on 10 June, we are asking Greg, who is the staff person responsible for this issue, whether the formal comments from ALAC can be delivered up to a week later to allow for a more complete At-Large contribution on this issue. Please let us know if we can provide any additional information or assistance on this issue. IRT Final Report - Development of an ALAC Statement

Dear Patrick: cc: Leadership of the New gTLD Working Group, ALAC Members At its meeting yesterday, the ALAC Executive Committee reviewed the At-Large Policy Advice Development calendar (www.atlarge.icann.org/policycalendar) to bring it up to date in advance of the Sydney meeting. They recalled that you had volunteered to draft a follow-on statement on the subject of the IRT Final Report as a follow-up to the statement on the Draft Report that you developed previously. In order to ensure that comments arrive within the public comment period, this draft report would be needed by the end of the day on the 12th June, which is just a couple of days away. We were asked to speak to you and see if you would be able to help out with this statement draft, and if the other members of the community interested in the IRT process, especially those with legal expertise in the field, might be able to help review the result? Analysis of the Impact of At-Large Submissions to the Budget and Ops Plan Framework Consultation

Dear Community: As requested, herewith an email from Kevin Wilson related to the above. We hope this is useful to you in considering the draft Budget currently posted for public comment. ----------------------------------- Dear At Large Community: I understand that there has been strong interest in knowing the impact on the FY10 Operating Plan and Budget from the feedback provided. The short answer is "a lot". The longer answer is we read and analyzed all feedback, and we worked hard to analyze and synthesize the information. To see some of the analyses performed, attached is the analysis of the ALAC comments which shows 21 of 39 comments have been included in the recently posted Travel Guidelines or FY10 Operating Plan and Budget. Also attached are the recently posted documents with highlights for impacts of At Large comments. The Board and Board Finance Committee also considers how to address the extensive, and often times conflicting, feedback received from the myriad of groups. Ultimately the Board decides on the best budget for ICANN. I look forward to more feedback on the recently posted draft FY10 Budget, in our upcoming conference calls, and in Sydney. So we're going back to just a few days' notice on these briefings? Has nothing been learned? It really does seem like ICANN wants the pretence of holding these briefings, but doing them in such a way to minimize participation. I just missed it.. again. Being out of Internet reach for a few days should not eliminate people from being able to participate. - Evan
