Tijani, my main concern is the one I mentioned on the call. Whether it is deemed within scope to talk about issues OTHER than the 11 listed IANA functions. The charted explicitly says that accountability IS within scope. I therefore presume that issues such as charging, or languages spoken by IANA, or other issues that will impact the operational effectiveness or viability WILL similarly be within scope. If that is your understanding, then I can accept the charter as written. If that is not your understanding, a statement to that effect needs to be added. Such a statement could be (added at the end of Section II): Issues related to ensuring IANA's viabbility and effectiveness, are also within scope of the CWG. Such issues could include, but are not limited to: Charging structure or the lack thereof and languages that IANA can function in. As we consider this change, I would urge that we look at this in conjunction with the Board Working Group on Nominating Committee Report (BGC-NomCoM) that deals with a reformulation of the NomCom. See it here: https://www.icann.org/en/system/files/files/bwg-nomcom-21aug14-en.pdf In agreeing generally to expand the size of the NomCom, the BGC-NomCom has, among other developments, proposed aligning voting rights to SO/ASO and expanding regional diversity thru added voting rights for the ASO and ccNSO, the Board is proposing as well as increase the voting membership. In context, I think three (3) matters are compelling; 1) the GAC is to have at least (3) voting representatives to NomCom 2) NomCom voting to be organised by delegation or factions 3) Appointments affirmed only with support of at least three (3) delegations or factions. We are at the place where all ACs are not equal. At the moment, GAC advice is the only one for which the Board has a bye-law mandated duty to respond. All others can throw as much as they want over the fence. But there is no duty on the Board to respond, nay, even acknowledge receipt of advice. Much less, if it is even considered. The strategic imperative is not to disqualify but to contain; by making that privilege harder to exercise in transparent practice. On the balance of all these developments, maybe it is appropriate that a higher bar be in place for the Board to heed GAC advice. Conversely, maybe it would also be useful for a higher bar to compel explanation for not heeding GAC advice. Dear All, The At-Large Advisory Committee (ALAC) Rules of Procedure (RoP - http://tinyurl.com/ALAC-RoP-2013-04) call for the ALAC Chair to be elected for one year, but subject to certain conditions, may automatically renewed for one additional year. As Olivier Crépin-Leblond was elected to serve as Chair for 2012-13, and was automatically renewed for 2013-14, this year there must be a new election. Nominations are now open for individuals to serve as the Chair of the ALAC. Nominations may be made by any ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming Los Angeles ICANN Meeting. Report of Board Working Group on Nominating Committee

The report of the Board Working Group on Nominating Committee has finally been released. https://www.icann.org/en/system/files/files/bwg-nomcom-21aug14-en.pdf Short and pretty concise, and makes interesting reading. No explicit changes for ALAC - still 5 members on NomCom and still recommends appointing 5 ALAC Members. Far more changes for rest of AC/SOs though. Also recommends 2-year terms for those on the NomCom including Chair (with a number of escape hatches). I have concerns with some aspects, but overall looks like a thoughtful piece of work. And far better than the external reviews we tend to get. Alan

To be clear, the RoP call for the official selection process for the ALT to begin once the Chair is selected. That order was required because if there are multiple Chair candidates from different regions, it is not until the Chair is selected that we know what regions are still missing from the incoming ALT (which must have one member, including the Chair, from each region). There is no requirement that the past Chair take on the role of a Vice-Chair/ In fact, if the former Chair were no longer an ALAC Member, or were from the same region as the new Chair, such a role would be impossible. Cheryl did act as VC for Olivier's first year. The same was not the case when Cheryl took on the role. All of that notwithstanding, if a Chair has done a good job, is from a different region than the incoming Chair, is still on the ALAC, and is willing to serve as a Vice-Chair, I think that an ALAC would be wise to take him or her up on it. And as a possible incoming Chair, I would have far larger trepidations if Olivier was not willing to take on that role! What an impressive piece of work! It’s quite obvious there was extensive organization and preparation ahead of time and that everyone worked diligently throughout the Summit. The Recommendations and Observations cover a lot of ground. We understand the Declaration is now going through its public comment period, and I am sure there will be plenty of discussion. I expect this will be an important part of the interactions with the ICANN Board during the meeting in October. On behalf of the ICANN Board I congratulate everyone who took part in the Summit.
