I call your attention to a comment I have just made on the proposed ALAC comment on the IRPT-B report. See https://community.icann.org/x/ZAFLAQ. Specifically, I note that this new comment is an effective reversal of a previous ALAC position. I have no problem with the ALAC doing that, but it if done, it should be with full awareness. Alan

All, a quick follow-up: this is a *3 DAY ONLY* Vote. Due to the need for a fast turn-around on this, because the JAS work is running under such tight schedules to the extent that every day matters, we will be advising the GAC to send the statement to the Board as soon as the ALAC vote has reached a quorum of "yes" answers. Hello everyone, the subject of mailing lists has come up during today's DSSA-OPS conference call (the conference call of Co-Chairs of the Joint DNS Security and Stability Analysis Working Group). There was consensus that the main DSSA-WG list should be supplemented by discussion lists in each of the SO/ACs. In At-Large, we've traditionally created lists when none were available to discuss specific issues. However, since the subject is of a technical nature, I suggest that we use the already established list: technical-issues(a)atlarge.icann.org Objections? Suggestions? Kind regards, Olivier

Board-GAC Joint Working group: it was decided that if we have the bandwidth, we should comment on this It was suggested during the ExCom call that this be taken up by Matt Ashtiani, based on what Cheryl listed on the ExCom call. 2. IRTP-B - the issue on whether to comment on this was undecided during the ALAC call. On the Executive Committee call, we remained equally as undecided, although Eric Brunner Williams said he would look at it, if we was asked to do so. Cintra said she'd be ready to support. However, I'd like to see some of our other ALAC members work on this. It really is not fair that it is always the same people who end up doing the hard work of reading reports and collecting opinion. The matter is made worse by the fact that both Eric and Cintra are already heavily involved in work on the JAS wG and the end of the comment period is only a few days away. Volunteers please! 3. Revisions to Ch3 & 4 of GNSO Council Proc - it was decided *not* to comment on this 4. IRTP-C: it was decided to comment on this during the ALAC call. On the Executive Committee call, it was proposed to bundle this with the response on IRTB-B -- with a short response addressing specific points. Call for volunteers applies. The next 2 items were not up for consideration when the ALAC call took place. 5. Olivier further to our discussion (my) last night following on from both the ALAC Meeting and ExCom AI's earlier this week, please find attached a PDF set for attachment to an email to Fiona at IANAFunctions(a)ntia.doc.gov with your cover note ( I assume it should come from you as you sent the earlier one to the original NOI) which of course MUST be done before COB (Washington US) 29th July.... so ASAP... The edits from EURALO proposed have been made as we discussed and I note are still not reflected on the Wiki page (also no other comments were received) which I have otherwise updated etc., and attached file copy of transmission docs to etc., etc., PDF attachment to your email should be both the Comments Doc and the At-Large V11 diagram referred to as 'attached' in the doc... Note I will also send an open text doc to you and staff so that the (when ratified as a Statement via Vote ? next week??) the usual completed formatted file documents with Staff Intro etc., can be more easily prepared... During that meeting, we informed you of the proposal by both the Latin American and Caribbean Regional At-Large Organization (LACRALO) and the European Regional At-Large Organization (EURALO) to pool their FY12 project resource allocations, along with that of the African Regional At-Large Organization (AFRALO), to enable AFRALO to hold a General Assembly (GA) in Dakar. We are now formally making this proposal to you via the attached proposal. The proposal was initially drafted in Spanish by Sergio Salinas Porto, an ALAC member from LACRALO. Sergio included input from all five At-Large regions, after the topic was discussed during a recent Regional Secretariats Meeting. The draft was next translated into English by ICANN’s Language Services Department, and both the Spanish and English pages were posted on a dedicated Confluence wiki page (https://community.icann.org/x/XYQKAQ) Finally, the proposal was reviewed and commented on by all five Regional At-Large Organizations (RALOs), and its principles were approved. I would like to applaud the RALOs for the solidarity and foresight demonstrated by this proposal. At-Large believes that all ICANN communities need to begin looking beyond their own immediate needs and circumstances, and the enclosed proposal exemplifies exactly this type of consensus-based leadership.
