Follow-Up on OFB Meeting – CIP Comment Timeline Review

Dear ALAC Colleagues, I hope this message finds you well. As agreed during the OFB meeting last Thursday, I am sending you a formal, detailed review of the CIP comment drafting timeline, which has been prepared by the drafting team: Maureen Hilyard, Marita Moll, and myself (Joanna Kulesza, undersigned below, currently serving as the ALAC Liaison to the GAC) attached to this message. In response to the request made, we have provided a comprehensive recap of the events surrounding the development of this document. You can find the original document, as submitted by the drafting team for the ALAC vote, also attached for your review. This document includes all the recommendations that resulted from the inclusive and open process, which has been the standard for developing consensus within the At-Large community. We would like to express once again our continuing disappointment with the processes that have accompanied the drafting of this document, in particular the lack of transparency and accountability that has been identified. We hope that this difficult situation will serve as a catalyst for improving internal procedures to promote greater transparency and clearer accountability mechanisms for all those involved in the preparation of At-Large documents. Ultimately, we seek real progress — not just 'continuous' effort - in improving the multi-stakeholder model for decision making within the ICANN community and, in particular, for the benefit of the unique end-user community whose interests we aspire to represent. Regulatory Briefing Series Kick Off: WSIS+20 Discussion held on 2025/01/13 The first session of the ALAC-GAC Regulatory Developments Briefing Series focused on WSIS+20 outcomes and implications for the ICANN community. Agenda Highlights: Welcome and Opening Remarks: By Jonathan Zuck (ALAC Chair), Zeina Bou Harb (GAC Vice Chair), and Joanna Kulesza (ALAC Liaison to the GAC). Introductory Context: Remarks by Veni Markovski (Interim Head of Government and IGO Engagement, ICANN). WSIS+20 Report: Presented by Elena Plexida (VP, Government and IGO Engagement) and Chris Disspain (Senior Advisor, Identity Digital). Overview of WSIS+20 developments and recommendations for community action. Open Discussion: Moderated by Joanna Kulesza, ALAC Liaison to the GAC, focusing on reactions, community action plans, and next steps. Takeaways: Strong emphasis on collaboration and alignment of WSIS+20 priorities with ICANN’s multistakeholder model. With the inaugural MAG meeting set for the second week of February, we will maintain close communication with MAG representatives to monitor the IGF agenda and identify opportunities for community input. Feedback and suggestions for future topics are encouraged as planning progresses. Item 2: ICANN 82: ALAC-GAC Bilateral Session Planning The ALAC-GAC Bilateral Session is scheduled for Tuesday, 11 March 2025, from 09:00–10:00 UTC. Proposed Theme: The GAC has proposed WSIS+20 as the theme for the session, with the following draft agenda: Overview and Implications: Introductory remarks and WSIS+20 outcomes. Priorities: Collaborative opportunities for multistakeholder governance, bridging the digital divide, and capacity building. Open Discussion: Interactive Q&A on action steps. Alternative Themes Under Consideration: Applicant Support in the Next Round: Enhancing equitable participation. DNS Abuse and the INFERMAL Report: Insights and community engagement. Continuous Improvement Programme: Strengthening ICANN’s multistakeholder processes. The WSIS+20 theme remains a priority but was extensively discussed in prior sessions. ccNSO DNS Abuse Standing Committee - DASC

Dear All: I would like to bring to your attention the latest news regarding the ccNSO DNS Abuse Standing Committee – DASC. During the last Council’s meeting that took place last Thursday 16th., January, the review requested by the Council was approved. Since its establishment in *2022*, the ccNSO DNS Abuse Standing Committee (DASC) has provided a platform for ccTLD managers to exchange knowledge, share experiences, and discuss strategies to address DNS abuse. The committee focuses on fostering awareness, encouraging discussions, and highlighting best practices. Two years after it started, the ccNSO Council launched a review to assess the DASC's effectiveness and efficiency as part of the ccNSO’s ongoing improvement efforts. The review was conducted by a team of ccNSO Council members which were not members of the DASC. Their process included fact-finding and interviews with DASC members and other stakeholders during ICANN81 in Istanbul. The findings revealed strong support for continuing the DASC’s work. The team also proposed exploring opportunities to strengthen dialogue with other stakeholders and broadening the scope of DNS abuse to identify additional objectives and areas of focus for the committee. Additionally, the ccNSO Council requested the DASC review team to document their methodology, creating a framework for evaluating the performance and efficiency of other committees in the future. The review includes the results of the survey that was also presented by the DASC to ALAC during ICANN81 in Istanbul. The group concluded that the definition of DNS Abuse remains overly broad, a point also highlighted during the latest CPWG meeting last Wednesday. Compared to gTLDs, the incidence of DNS Abuse among ccTLDs is significantly lower, resulting in a reduced overall impact.
