CONSENSUS CALL: Reconstitution of the ALAC Subcommittee on Outreach

Having had no comments in the last 9 days, wth this message, I am requesting a CONSENSUS CALL of the ALAC to approve the transformation of the ALAC Outreach Subcommittee into the ALAC Outreach and Engagement Subcommittee and the population of this SC according to the outlined process. Any negative comments by ALAC Members shuld be made no later than March 16th. For clarity, in a CONSENSUS CALL, you may choose to explicitly voice your support, but silence will be taken as agreement. Proposed modification to mailing list subscription rules

Cheryl is no longer technically on the list of people who should be subscribed to both the ALAC-Internal and ALT lists (any past ALAC Member may choose to stay on the ALAC list). I believe that Cheryl is a valuable person to have on both lists and would like to propose that she be kept on both lists. As we go forward, I would also suggest that we consider extending a similar courtesy to past ALAC Chairs when they would otherwise leave the lists (on a case-by-case basis). The current rules allow for membership of "Others by the explicit decision of the ALAC", so we do have the ability to take such action. Unless I hear significant opposition in the next few days, I will formally propose this to the ALAC. Comments? Alan

CONSENSUS CALL: Change in ALAC representation at the CWG IANA Transition F2F meeting

For a number of reasons, Fatima has chosen to not attend the meeting in Istanbul. As I will already be in Istanbul for the CCWG Accountability and have been one of the more active ALAC Participants, Fatima has suggested that I attend in her place. Such a change must be a formal decision of the ALAC. However, it also had to be taken very quickly. Under Section 5.11 of the ALAC Rules of Procedure (http://tinyurl.com/ALAC-RoP-2013-04) such decisions can be made by the ALAC Chair, preferably in consultation with the ALT. Since this involved me personally, I did not feel comfortable in making the decision and deferred to the other members of the ALT. They unanimously supported taking this action. According to Section 5.11, this decision must now be ratified by the ALAC. Note that Fatima has not resigned from the CWG and will be participating in the meeting remotely. This only affects her in-person attendance at the meeting. I want to personally thank Fatima for her strong support of the ALAC and the CWG process, and I thank both Fatima and the other ALT Members for their faith in me personally. I am humbled. With this message, I am requesting a CONSENSUS CALL of the ALAC to ratify the decision to name Alan Greenberg as an Alternate to Fatima Cambronero for attendance at the CWG IANA F2F meeting in Istanbul on 26-27 March. If you have any issue with this decision, I would suggest you first consult with the ALT member from your region and then, if neccesary, please let your feelings be known no later than 12 March 2015. CONSENSUS CALL: Reconstitution of CROPP Review Team

The CROPP Review Team is currently composed of two people per Region, one from the FBSC and one from the Outreach Subcommittee. Based on deliberations of the ALAC in Singapore, the recommendation is that: - CROPP RT for the FY16 will consist of ten people, two per region. - One person from each region, representing the FBSC, from among FBSC regional Members and Participants, will be selected by the FBSC Members and Chair. This selection must be ratified by regional leadership. - One person from each region, representing the Outreach and Engagement SC, from among the Members or Participants of the Outreach and Engagement SC, will be selected by regional leadership. With this message, I am requesting a CONSENSUS CALL of the ALAC to approve the above CROPP Review Team composition. If you oppose this, please let your feelings be known no later than 12 March 2015. This subject was extensively discussed at the Thursday Wrap-up meeting in Singapore and my recollection is that everyone present agreed on the outcome (or at least no one objected). Clearly however, based on the discussion here, we have not reached closure. Moreover, the current CROPP-RT Chair, Dev Anand Teelucksingh could not join us remotely during that session, and I should have had the insight to consult with him prior to issuing the Consensus Call. I am therefore cancelling the Consensus Call and the discussion will be restarted once I return from vacation. Alan

CONSENSUS CALL: Revision of ALS Criteria and Expectations

During the discussions of the ALAC at ICANN52 in Singapore, the ALAC recommended that we constitute a Task Force (TF) to make recommendations to the ALAC regarding the criteria and expectations for ALSes and how those expectations related to the work of the RALOs (and therefore formally defining what we expect from RALO - something we have never done before). The recommendation was that this TF will include at least one ALAC member per region (to be selected by the ALAC members from each region) plus two people selected by the regional leadership (according to the RALO practices). Other may participate if they wish. The TF will be chaired by the ALAC Chair who will not formally represent his region. At-Large Staff will be full members of this TF as their input and opinions need to be considered. Decision will be made by consensus among the entire group or if necessary, by the regionally balanced group of 15 members plus Chair. The Mission of the TF will be: - Identify the qualities and characteristics of an organization to enable it to be eligible to be accredited as an ALS, and to continue to be an ALS. This may include affirmations or commitments that the ALS should make as part of the application or accreditation process. - Identify a list of expectations for ALSes - what must an ALS do to be classed as contributing to the RALO and At-Large. Consider to what extent this should be audited, self-reported or spot-checked. - Develop a Statement of what we expect a RALO to do within At-Large and have clarity as to how this related to ALS expectations Meetings: The intent is to have weekly meetings All Recommendations of the TF will go to the ALAC for ratification. Resignation of the ALAC Liaison to the GNSO

It is with great regret that I must announce that Cheryl Langdon-Orr has resigned as the ALAC Liaison to the GNSO Council. We have recently been made aware that her selection as Liaison by the ALAC, which was finalized on 04 October 2014, was in violation of ICANN Bylaws, Article VII, Section 8 (https://www.icann.org/resources/pages/governance/bylaws-en#VII-8) because she was still serving on the 2014 Nominating Committee at that time - the 2014 NomCom would not be dissolved until 16 October. It is clear that we need to name a replacement without any delay. Following significant consultation and discussion, with the full support of the ALT, I am recommending that we name Olivier Crepin-Leblond to replace Cheryl for the remainder of this term. Olivier is one of the few people who has actively participated in multiple GNSO activities, and based on his position as former Chair of the ALAC, has developed a good rapport which many of the people which whom the GNSO Liaison needs to work. I truly thank Olivier for his willingness to take this on. With this message, I request that At-Large Staff initiate a secret ballot vote of the ALAC to formalize this appointment. Alan
