Hi all I believe we need to think a little about the Enhancing ICANN Transparency and accountability process. Transparency and accountability processes can be as deeper as we can but a balance is needed. First question on any accountability process we shall ask ourselves is if the disclosed information that always had a cost to be extracted is of any interest for the community the organisation is serving. Without such question we risk to go too far and transform the organisation in a huge bureaucratic and inefficient body with no real service to its community. Worse, at a huge waste of money that otherwise could be used in favor of the community itself. Thinking about it, one colleague from LACRALO has suggested one sentence to be added to the charter procedures that I believe resume the thoughts above and deserves consideration by the members of the chapter. URGENT: Next ALAC meeting and future schedule

Sorry to have been so silent since the LA meeting. It is time to schedule the first ALAC teleconference of the new season. The first meeting will be on Tuesday, November 25th. IF some other day of the week is MUCH better for some people, we can look at alternatives for later meetings. For the last years, we have been holding the ALAC meeting at 1500 UTC during the Northern winter months and at 1400 for Norther summer months. That resulted in all calls being after midnight in Australia (2-4 am during their summer!), Maureen starting at 4 or 5 am, and quite delightful times for moat of those in North America, Europe and Africa. I had hoped to rotate times to "spread the pain", but many options result in far more people having to meet in the middle of their nights. Due to the way we are currently spread around the world, it IS possible to have a time where no one need to meet between in the middle of the night, and I would lile to suggest that we see if this fits. The scheduled meeting starting time would be 2000 UTC in Northern summer, and between 1900 and 2100 in norther winter (now). I am requesting that a Doodle be sent out showing the current time as well as the options where no one has to be up in the middle of the night. I am also attaching a spreadsheet so that you all can understand the implications of meeting at any given time. The Excel file has 2 worksheets. They are both the same, but one is set up for out current meeting schedule, and the second for a proposed meeting at 2000 UTC. You can play with them by changing the time of the meeting in UTC (spreadsheet line 27) and seeing who has to suffer most! PLEASE FILL OUT THE DOODLE AS SOON AS POSSIBLE. If we cannot QUICKLY come to closure on a new time, the meeting on November 25 will be at 1500 UTC, which I feel will be unfair to some. If there is anyone who has a REAL problem with ALAC meetings on Tuesdays, please communicate with me privately. Alan

CONSENSUS CALL: Accountability CCWG Member selection

This is a Consensus Call for ALAC Members. As you know, the Charter for the Accountability CCWG is under review and is expected to be ratified (with or without modification) by most ACs and SOs in the coming few weeks (see https://community.icann.org/x/JjDxAg) Accordingly we will need to select Members for this CCWG as representatives of the ALAC. Following a discussion with the ALT, I would like to suggest the following that I hope you will all agree with. - We are allowed five Members on the CCWG and as per our standard practice, we will attempt to select one per region. - Members of the Accountability CCWG will need to be familiar with ICANN and its various current accountability mechanisms (all well documented) or as per the CCWG Charter, must otherwise have expertise in related areas (https://www.icann.org/resources/pages/enhancing-accountability-faqs-2014-08…) - Also according to the Charter, Members must be willing "Commit to actively participate in the activities of the CCWG-Accountability on an ongoing and longterm basis". - To ensure that the ALAC representatives meet these criteria, there will be a call for Expressions of Interest (EoI) issued which will then be evaluated. - Olivier has agreed to lead the selection process as he has for several other recent selections. He will convene a group based on the one that made the previous selections, but in consultation with the RALOs, may replace those members who: - are no longer willing to serve; - previously volunteered but did not meet their commitments - plan to submit an EoI to be a Member in the Accountability CCWG NOTE that participation in the CCWG is open to all, and the only difference between Members and other Participants is that Members may take part in polls (if any) to guide the CCWG and Members may need to interact with the ALAC or other At-Large groups and potentially take direction from them. To start, the CCWG will be populated with Participants who indicated an interest in the defunct Accountability Cross Community group (https://community.icann.org/x/TwHxAg) Do we have agreement that this process should be followed to select the Accountability CCWG Members representing the ALAC?
