sorry I can't be there tonight, but... after consultation with Avri, Alex Gakuru and I sent this note to the NCSG mailing lists today. I also sent it to the ALAC internal list. ------------------------------------------- Hello, colleagues. Alex Gakuru and I have been having some offline chats since Nairobi, when we had that meeting in the upstairs room of the KCC and the atmosphere was charged with the emotions of people wanting to make a difference. Alex is not here in Cartagena but after consultation with Avri, we chose this approach -- my hope is Alex will follow on with a message of his own...meantime, I am excerpting the following from an exchange Alex and I had recently: --------------------------------------------------- "{To Avri...}Beau and I have been having a private conversation around advancing consumer interests in ICANN. Where, given our organisational backgrounds, we are both deeply concerned at its slow pace, or lack thereof. Meanwhile, we both strongly believe that consumers interests continue to suffer. Necessitating a fresh approach, re-look and strategic realignments in order to achieve that which is in consumers best interests. Therefore: - a) we have agreed to combine our efforts, b) to work closely to strengthen consumer protections, c) combine our efforts through NCSG, d) Beau and I drive the consumers agenda e) Beg you announce this to the community ---------------------------------------------------- Given the many staff departures at ICANN, personally, I have found it hard to get consumer-focused activities off the ground, despite the new rhetoric in the ICANN strategic plans. I also think ICANN was anxious to portray itself as interested in consumer issues, prior to the end of the JPA. Since then, I don't think it cares a whole lot, and the "consumer choice" buzzword that keeps popping up in ICANN documents just doesn't connect with me. My hope is that a combined effort will force ICANN to deal with consumer issues and assure the community that we are not prepared to stand by and watch ICANN continue to morph into a registrar's trade association. NCSG/ALAC Dinner Tonight

Hello, A few of us have been digging around trying to find a place for the dinner tonight. Given that food quality doesn't seem to vary too much we thought atmosphere for hanging out was the key variable, and after speaking with Angela, our handler at the Hilton, Wolf and I took her advice that San Pedro is the best in that regard and booked it for 19:30. People who attended the GNSO Council-board dinner Saturday have already been there, sorry, but it seemed the best choice, centrally located on San Pedro square, big roof top dining with great view etc. It's an easy stroll there directly from the conference center, and they serve drinks right on the square if anyone gets there early. When we did the Doodle poll http://doodle.com/zd2vhg97tuayyhr5 18 people said they were available tonight, but I know of at least three on that list who won't be coming due to travel problems etc. So we booked for around 15. Presumably they'll be able to accommodate however many show if additional folks want to come. The details are in Wolf's message below. If anyone who Doodled yes knows they're not coming, maybe let one of us know so we can adjust the reservation if necessary...? No Cartagena for me ...

Dear colleagues, Murphy strikes again, hopefully the last time this year for me ... Due to the strike in Spain my flights were cancelled. I've been "captured" for almost the whole Saturday at the gate of the flight Brussels - Madrid (departure foreseen 8am) and a few minutes before 16pm Iberia decided to cancel the flight. Result of this action an enormous queue at the ticket desk and no seat available before Sunday evening. My return flight is scheduled on Wednesday noon (due to professional engagements), it has no sense to try to get a flight arriving on Monday evening or Tuesday morning in Cartagena. So, my travel was cancelled. I will try to participate remotely as much as possible. I hope (I'm sure) you will have fruitful meetings and take the right decisions in favor for the Internet user and community. ALAC Officer Nominations

In the absence of any other nominations to date, and given that nominations close tomorrow, I would like to take this opportunity to make the following officer nominations. Chair: Olivier Crepin-Leblond Vice-Chair: Cheryl Langdon-Orr Vice-Chair: Evan Leibovitch Rapporteur: Carlton Samuels My rationale is as follows: Chair: It is Cheryl's last year on the ALAC and she has indicated that she plans to step down as Chair, but would be happy to stay on in an executive position to provide for a smooth transition. For Chair, we need someone who has a long track record, good contacts and the ability to command the respect of the community and the ALAC. I think that Olivier has all of these characteristics. Although relatively new to ICANN and At-Large, he has a long history in the overall Internet area. Note that although Olivier has not yet been appointed to the ALAC, it is expected that he will replace Patrick after the Cartagena meeting, and our rules explicitly allow him to be nominated in such a situation. Vice-Chair: As Vice-Chair, Cheryl will be able to work closely with the Chair, and due to the relationships that she has established over the last three years as ALAC Chair and prior to that, she will be in a good position to ease Olivier into similar positions. This is particularly important with the emerging and growing SO/AC relationships. Vice-Chair: Although I have not checked the records in detail, I think that Evan has the longest record of involvement with ALAC/At-Large other than me, Sebastien and Cheryl. Moreover, he has proved to be a tireless worker who has been involved in both administrative issues as well as policy issues. Although some other names come to mind for this position (and Tijani is one in particular), I think that Evan is the right person this year. Rapporteur: We are finally starting to get some level of control over responding to ICANN comment periods and other policy issues in a timely manner, and I think it important to continue this. The work that Carlton has done, with the support of Dev, has been key to this happening, and I think it would be good for him to continue in this role for another year. Nominations do not need to be seconded, but it is an ALAC tradition to second them to show support for the nominees. Nominations must be accepted via a post to this list no later than December 3rd. Thank You Alan I accept that nomination with great pleasure, and of course if endorsed / elected in this bylaw mandated role, I will perform to the best of my ability on behalf of At-Large and the ALAC... and YES we can't have me getting bored now, can we ;-) While the ALAC is considering their bylaw mandated Liaisons to the Support Organisations, I would very much like to ask *if you would accept a nomination from me to continue in your role as GNSO Liaison*, even though you are no longer a serving member of the ALAC after next weeks ICANN AGM; Your experience and the respect you hold in the GNSO Council resulting from you undertaking this role for several years now, is in my less than humble view, far to valuable to our community and the ALAC to loose, especially at this time, so I am* formally nominating you to continue on the role of GNSO Liaison, *and ask you consider accepting it very seriously indeed*;* I do realize that at this time, there is no guaranteeing of any travel support to attend ICANN Meetings if you are not on the ALAC or a supported RALO Leader, but this is a matter that the next ALAC ExCom and the Bidget and Finance Sub-Committee, will be raising in our future budget planning and requests for consideration in the coming fiscal year, (I personally believe the argument that the bylaw mandated SO Liaisons being supported by constituency travel {even of shared cost centers are the ALAC and the receiving SO} is a strong one) based on aspects of the ALAC Review Recommendations and our current Review Implementation processes, and of course does fit within the current ICANN Strategic Planning primary objectives... So if you are willing to risk the role requiring in the short term some remote participation if we fail to get such full funding this coming year then I would not see that as in any way an impediment. Actually participating in the crafting of some proposal (or some similar involvement) *might* be. This is the same reason that Directors do not participate in the policy development process (and you may have noticed that the two Directors who signed up for the VI WG did so as "observers", and even then did not tend to participate. In any case, this was an alert that I was given during the Director selection process, and I passed it on in this forum as a *possible* consideration. Alan

Availability is not the only issue. If Sebastien participates to too great an extent on a particular issue, he may be seen to be in a conflict position and would have to recuse himself if that issue comes to the Board for discussion or decision. Then At-Large would lose both their liaison and voting Board member on just the issue that is of importance to them.
