While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. In preparation for our meetings, the Board has chosen the following topic to have an open discussion with you: - Enhancing the effectiveness of the multistakeholder model - key issues and opportunities for acceleration. In your preparation, you may want to consider the results of the most recent public consultation and the work that has progressed with dependencies to enhancing the effectiveness of the multistakeholder model, such as the Accountability and Transparency Review Team (ATRT3) Final Report and work on prioritization and budgeting). REMINDER: Webinar on the Draft Final Report of the GNSO New gTLD Subsequent Procedures PDP Working Group From: Cheryl Langdon-Orr and Jeffrey Neuman, Co-Chairs The Generic Names Supporting Organization (GNSO) New gTLD Subsequent Procedures Policy Development Process Working Group published its draft Final Report for Public Comment on 20 August 2020. This draft Final Report is the culmination of several years of deliberations and numerous public consultations, in support of the large number of topics captured in the working group charter. The working group has worked extremely hard to reach this point and is looking forward to considering feedback received as it seeks to complete its Final Report and deliver it to the GNSO Council. Call for Nominations for ALAC Chair

Dear All, The At-Large Advisory Committee (ALAC) Rules of Procedure Section 17 (RoP - Short URL http://tinyurl.com/ALAC-RoP-2018-10 [tinyurl.com]<https://urldefense.com/v3/__http:/tinyurl.com/ALAC-RoP-2018-10__;!!PtGJab4!…>) call for the ALAC Chair to be elected for one year, but subject to certain conditions, may automatically be renewed for one additional year. As Maureen Hilyard was elected to serve as Chair for 2018-19, and was automatically renewed for 2019-20, this year there must be a new election for ALAC Chair for the 2020-2021 ICANN year. The requirements and responsibilities of the Chair are listed in Section 5 of the RoP. The Chair must make a major time commitment in the order of 20-40 hours per week, and at times significantly more. Recent Chairs have regularly participated in all ALAC meetings, most ALAC Working Groups and Sub-Committee meetings, many RALO meetings, as well as participated actively in ICANN policy Working Groups. ICANN F2F meetings for Chairs are typically at least one day longer than for other ALAC Members. Nominations are now open for individuals to serve as the Chair of the ALAC. Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nomination, but must have a reasonable expectation of being an ALAC Member after the completion of the upcoming ICANN69 Meeting. Self-nominations are also allowed. Nominations will close on 21 September 2020 at 23:59 UTC. There is no requirement for nominations to be seconded. Nominations other than self-nominations must be accepted within seven days after the close of nominations. Acceptance (or refusals) should be sent to the alac(a)atlarge-lists.icann.org<mailto:alac@atlarge-lists.icann.org>. Nominees without access to that list should send their acceptance to staff(a)atlarge.icann.org<mailto:staff@atlarge.icann.org>. In accordance with the ALAC RoP, following the nomination/acceptance period, a Selection Summary will be posted detailing all valid nominations and the process to be followed to complete the selection. To facilitate participation during the remote Public Meeting, the pilot program offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth during ICANN69. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. "It is important that we continue to find new, innovative ways of lowering the barriers to participation, so that community members have an opportunity to contribute and have their voices heard," said Maarten Botterman, Chair of the ICANN Board of Directors. "This pilot program is an important step towards that goal." Under COVID pressure, info providers choose QR codes over domain names

BTW, is anyone in ALAC -- or the broader community -- checking whether the average price of resale domains is going up or down? Hard to believe it's going up. With all the new gTLDs onboard, is domaining still seen as a worthwhile investment? Was it ever? Over the last few years I've been involved with numerous domain name acquisitions by companies and individuals. A number of patterns have emerged. In almost every case: - The dozen most logical names were taken by squatters and otherwise unused. - The would-be registrant did not buy any of the squatted names. - In some cases they enquired about the price, which was often more than an order of magnitude beyond what they were willing to pay, and they had a good laugh. - In some cases their choice to bypass the squatted name would ensure that the name would forever stay unsold. They had registrations and/or trademarks that would immediately have any subsequent buyer subject to a UDRP complaint. - Nobody even made an effort to negotiate the price down, determined to be not worth the bother - There's no fear anymore using hyphens within domain names. The introduction of hyphens always yields a usable registry-fresh domain. This discovery usually increases the entertainment value of the original squatter's price. I've always had the opinion that domain resale was a massive scam, and that the practise was long-term harmful to ICANN and broader use of domains as identification. Indeed the practise of one of the few that extracts value from (rather than add value to) the Internet. Furthermore, it has led to many of the most potentially-useful names being unused. As a result, "memorable" Internet domains have slipped from "need to have" to "nice to have" to "I'll take anything moderately close because it's not a primary source of identification".
