This draft Final Report is the culmination of several years of deliberations and numerous public consultations, in support of the large number of topics captured in the working group charter. The working group has worked extremely hard to reach this point and is looking forward to considering feedback received as it seeks to complete its Final Report and deliver it to the GNSO Council. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. To facilitate participation during the remote Public Meeting, the pilot program offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth during ICANN69. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. ELIGIBILITY REQUIREMENTS To qualify for Internet service reimbursement: 1. Applicants must be active members of an ICANN community Supporting Organization or Advisory Committee and have been an ICANN funded traveler within 18 months prior to ICANN69 or must be selected to participate in the current ICANN69 Fellowship or the NextGen programs. 2. Applicants must be registered to attend, and participate in ICANN69. Participation will be validated by the support staff of the primary membership group of applicants. 3. Applicants must require additional bandwidth at home to facilitate their active participation in ICANN69. 4. Applicants must have a valid personal bank account for ICANN org to wire the reimbursement funds. 5. Applicants must apply for this program in advance of the meeting. As Maureen Hilyard was elected to serve as Chair for 2018-19, and was automatically renewed for 2019-20, this year there must be a new election for ALAC Chair for the 2020-2021 ICANN year. The requirements and responsibilities of the Chair are listed in Section 5 of the RoP. The Chair must make a major time commitment in the order of 20-40 hours per week, and at times significantly more. Recent Chairs have regularly participated in all ALAC meetings, most ALAC Working Groups and Sub-Committee meetings, many RALO meetings, as well as participated actively in ICANN policy Working Groups. ICANN F2F meetings for Chairs are typically at least one day longer than for other ALAC Members. Nominations are now open for individuals to serve as the Chair of the ALAC. Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nomination, but must have a reasonable expectation of being an ALAC Member after the completion of the upcoming ICANN69 Meeting. Self-nominations are also allowed. Nominations will close on 21 September 2020 at 23:59 UTC. There is no requirement for nominations to be seconded. Nominations other than self-nominations must be accepted within seven days after the close of nominations. Maureen has begun to organize important reforms in the structure and operation of the At-Large Community which includes presiding over the At-Large Review Implementation, formalizing the 3 primary workgroups and building a strong report with ICANN ORG. Her work as already borne fruit, despite the distraction of a global pandemic. I’d love to see her intentions come to fruition. Hi Claudio, Thanks for your detailed response. I note with agreement your indication of ICANN's clear conflict of interest in this issue. Were domaining to be eliminated (by regulating or eliminating secondary-market price markup), the amount of revenue coming to ICANN (for acquisition and renewals of squatted domains) could be severely diminished. It is in ICANN's interest to maximize the number of Internet domains in circulation whether or not they are actually used. ICANN makes the same money whether a domain is used actively by a registrant, squatted or purely defensive. So if domain investors can be fooled into buying large portfolios of domains in the hopes that a few will strike it rich, that serves ICANN's interest and it has no incentive to do anything to reduce the revenue from speculation. If ICANN is disincentivized from reducing speculative domain purchase, its contracted parties (registrars and registries) are outright hostile to the idea because (a) their financial hit from action would be greater than ICANN's and (b) unlike ICANN they don't have to even pretend to care about the public interest beyond contractual obligation. Personally I would love it if ALAC (or even a third party such as Citizen Lab) could be resourced to do research in the consequences of domaining: - The size of the problem - Its negative added-value - Elimination of "memorable domains" as a primary identification for Internet-based businesses - The numbers of domains that should be useful to both consumers and providers of Internet services that are needlessly locked away - Reduction of trust (assuming there ever was any) in domains That last one on trust has been attempted by ICANN (Hi Jonathan!) but IMO its whole emphasis was trust on issues that domain sellers and domainers care about, such as level of competition among resellers. Broader questions that I wanted addressed -- which address the original topic which is why QR codes are preferred over domain names -- were IMO glossed over and deemed out of scope by the conflicted, er contracted, parties. ICANN doesn't want real, independent research done because it knows the results won't reflect well on its stewardship. OTOH, if research demonstrates this is a non-issue I will happily drop it. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. In preparation for our meetings, the Board has chosen the following topic to have an open discussion with you: - Enhancing the effectiveness of the multistakeholder model - key issues and opportunities for acceleration. In your preparation, you may want to consider the results of the most recent public consultation and the work that has progressed with dependencies to enhancing the effectiveness of the multistakeholder model, such as the Accountability and Transparency Review Team (ATRT3) Final Report and work on prioritization and budgeting). We would be very grateful if you could send to Board Operations, board-ops-team(a)icann.org, your single topic or list of questions, in order of priority, no later than Monday 5 October 2020 or sooner. REMINDER: Webinar on the Draft Final Report of the GNSO New gTLD Subsequent Procedures PDP Working Group From: Cheryl Langdon-Orr and Jeffrey Neuman, Co-Chairs The Generic Names Supporting Organization (GNSO) New gTLD Subsequent Procedures Policy Development Process Working Group published its draft Final Report for Public Comment on 20 August 2020. This draft Final Report is the culmination of several years of deliberations and numerous public consultations, in support of the large number of topics captured in the working group charter. The working group has worked extremely hard to reach this point and is looking forward to considering feedback received as it seeks to complete its Final Report and deliver it to the GNSO Council. Call for Nominations for ALAC Chair

Dear All, The At-Large Advisory Committee (ALAC) Rules of Procedure Section 17 (RoP - Short URL http://tinyurl.com/ALAC-RoP-2018-10 [tinyurl.com]<https://urldefense.com/v3/__http:/tinyurl.com/ALAC-RoP-2018-10__;!!PtGJab4!…>) call for the ALAC Chair to be elected for one year, but subject to certain conditions, may automatically be renewed for one additional year. As Maureen Hilyard was elected to serve as Chair for 2018-19, and was automatically renewed for 2019-20, this year there must be a new election for ALAC Chair for the 2020-2021 ICANN year. The requirements and responsibilities of the Chair are listed in Section 5 of the RoP. The Chair must make a major time commitment in the order of 20-40 hours per week, and at times significantly more. Recent Chairs have regularly participated in all ALAC meetings, most ALAC Working Groups and Sub-Committee meetings, many RALO meetings, as well as participated actively in ICANN policy Working Groups. ICANN F2F meetings for Chairs are typically at least one day longer than for other ALAC Members. Nominations are now open for individuals to serve as the Chair of the ALAC. Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nomination, but must have a reasonable expectation of being an ALAC Member after the completion of the upcoming ICANN69 Meeting. Self-nominations are also allowed. Nominations will close on 21 September 2020 at 23:59 UTC. There is no requirement for nominations to be seconded. Nominations other than self-nominations must be accepted within seven days after the close of nominations. Acceptance (or refusals) should be sent to the alac(a)atlarge-lists.icann.org<mailto:alac@atlarge-lists.icann.org>. Nominees without access to that list should send their acceptance to staff(a)atlarge.icann.org<mailto:staff@atlarge.icann.org>. In accordance with the ALAC RoP, following the nomination/acceptance period, a Selection Summary will be posted detailing all valid nominations and the process to be followed to complete the selection. The selection of the four other ALAC Leadership Team members will be initiated once the selection of the Chair is completed.
