This might not resolve the fundamental issue of different issues of two -conflicting policy processes. I do not believe gNSO PDP is what suits here. So let’s list the flaws that did not allow this CWG to achieve its goals and propose to form a new and better one. Heather Support for Carlos his view Group is not able to produce a harmonised framework, that is what set the direction. PDP hold-off work. Reserved working group. 2007 and 2008 work GNSO does not see what has changed since, they will have discussion again. Progress report Not going forward without work of this group. Annebeth Agree with Heather, do what could be do to try feasibility. Does not solve the issue around the different decisions. Heather Draft wording: Keep recommendation as generic as possible. Helpful to focus on recommendation 1 and 3? Put recommendation 2 below the line and summarize Concern are raised Individual Version of recommendation Recommendation 1 and 3 are agreed 3. Discussion Draft Interim Report 3.1. overview by staff merged the strawman and the straw woman. goes back to the background use country & territory names in the DNS. most substantive thing done until now. Executive summary will be updated once the group agrees on progress report recommendations. gives instructions on how to read the document as well. chapter 1 : background information on formative years. RFC1591 was included. Everything since then described as well. Functioning of maintenance agency. ISO-3166 and what is included? lots of myth around this, different interpretations and what people refer to. You can see this in the work of ccNSO and GNSO dealing with country and terioty names. E.g. Fast track process. Lot of education needed to make sure it is understood what iso3166 is all about. 2001-2003: first new gTLD round. why were country and territory names excluded already at that time? Annex B: recorded work of reserved names WG. Has been expanded a lot. Included here now: the GAC principles regarding use of country & territory names. Dates back to 2007. Recording history. use of country and territory names in the AGB, and how this evolved over time. It alluded to meaningful representations of country and territory names. Comments from community, discussions in ICANN Board .... The way country and territory names were represented in AGB is recorded here : it changed over time. As discussed with co-chairs: surveys are a nice way of expanding work of the WG. Go back to the community, to inform the discussions. Not as heavy-handed as a public comment, but at the same time seek as much input as possible. Some elements to be still completed. Staff to finalise it as much as possible, WG members to comment on this. Easiest way to progress this. The interim report will then be ready before Hyderabad. This report is intended to seek comments from the community, via public comment round. Inputs will then be taken into account, and that is called the Draft Final Report, which will be sent to the chartering organisations. Once they take a decision, the final report is adopted. We should finalize this after ICANN57. Carlos: look at what we achieved, and forget who can take advantage of this. Heather: we need to recognise that this info is not new, but newly combined. the strawman paper set up format for this paper. And the straw woman on 3 letter codes was simply added into this. This is not a rush job, 2,5 years of work in this document. Sincere thanks to staff. Co-chairs saw this document a few days before you did. Just to make sure the integrity of the documents was maintained. The format has worked. Carlos hopes it is clear what the difference is between interim report and the progress report. 3.2. next steps comments? please send them to the list or to staff directly, so we can include them. Bart will be working on an update of this. Will be shared well ahead of time of the next call. Direction of travel and what the WG will be underpinned. 1 or 2 next calls prior to ICANN57 1: finalise progress report 2. take a deeper step on the interim report and come up with real progress 4. Face-to-face meeting Hyderabad given expectations in community. co-chairs and staff discusses need of a face-to-face meeting in Hyderabad. Based on what we have seen, tentatively looking at F2F meeting late afternoon on Saturday 5 November. Final slot on that Saturday. 5. AOB 6. Closure Thank you. next meeting in 2 weeks’ time.

Dear co-chairs and working group members, Based on the latest version commented on by Rosalía Morales (.cr), please find included in attachment a consolidated version of the Progress Report, which will be further discussed during the next WG-meeting on Monday 19 September at 21 UTC. In this consolidated version, language improvements and modifications to the lay-out have been accepted. Furthermore: - The language regarding the scope of the CWG was copied from the charter - ISO-list was replaced by ISO-standard - discussed plans within the GAC on the subject of 2-letter country/territory codes at the second level: removed from the main body, and included in a footnote (footnote 10) - removal duplicated paragraph. Last bullet, with examples that illustrate the outcome of inconsistencies in the framework Section D, covering the recommendations, will be finalized after the discussion within the CWG during its call next Monday. Next call 4. AOB Apologies Laura Watkins, Paul Szyndler, Carlos Raul Gutierrez, Sanna Sahlman, Ron Sherwood Notes Chair: Heather Forrest. Role call First meeting since F2F in Helsinki. draft strawman paper was sent out. Comments by Heather Forrest, Annebeth Lange, Susan Payne. This WG has 4 co-chairs, but unfortunately there is an overlap with another call, so only 2 co-chairs are present at the meeting today. Helsinki: cross-community forum on topic of geographic names Strawman paper was commented by the co-chairs and some participants Any comments? Susan Payne: No substantive comments, but those included relate to the final part with the recommendations. If this group decides it cannot develop a harmonized framework, in the recommendations we should include who should do it. Suggestion is to go to PDP on Subsequent Procedures Heather: we should clarify the rationale for the recommendations. Concern about setting up as CCWG: CCWG has an uncertain form but uncertain as to PDP But not PDP body by itself Annebeth: Difficult to find to a way forward. Agree that output needs to included in PDP's Most logical that it will be PDP Be mindful that others may need to have a say on par Agree on way forward that there is a result Cheryl: As particpant in Subsequent procedure. A specific need for balanced input Not necessary bias to specific part or interests Equal participation needs to be warranted. Heather: sensitive to concern about representation Certain groups in the community might need to be able to participate for various reasons, for example competing efforts However not a structural problem. PDP charter Flaws this group limited charter. Because dealing with harmonised framework should be broader. Annebeth: Difficult for other stakeholders to participate in PDP by the GNSO. it feels like foreign territory. How can we work even better together? Bart: 2 observations: 1. limited framework is first and foremost an issue for participants in this WG from the GNSO side. The ccNSO does not have issues with other geographic names. But to move this fwd, it needs the support of all groups. it is really a GNSO issue, not a ccNSO 2. staff support on PDP for selection of IDN ccTLDs. moving forward, there might be some overlap between the subsequent round, and the work of this WG. Overlap and definitions. Heather: Cheryl’s comment regarding motivation. PDP’s meet weekly. there is pressure to do things in a timely way. Monthly webinars for newcomers. How to participate in WGs, and in the work of the GNSO? Annebeth: webinars are useful. groups such as ccNSO and GAC are interested in a few of the total aspects that are of interest of the GNSO. too overwhelming to follow it all. Heather: Reference to our talk with Jeff Neumann in Helsinki. their charter covers the issues related to geographic names more broadly. ability to deal with things in more substantive ways. Work Stream 2 deals with this issue. We could go back to the leadership of the workstream and the PDP working group, whether it could be consolidated into a substream. Cheryl Langdon Orr: agrees this is a good idea. Definite and proactive approach, to look for opportunities to have specified outreach and engagement. We need to make sure we are as inclusive as possible. Bart: using the PDP on subsequent procedures does not resolve that in some areas (full names of countries), there will be an overlap with a policy remit of another SO (the ccNSO in this case). if something comes out that affects the ccNSO policy, that needs to be avoided. That is why this CWG was created: trying to avoid overlap between policy remits. However, it seems that a harmonized framework is not possible. So this was raised as a future concern. Heather: in the AGB are other areas of overlap probably. engage the SO's involved. Next steps: strawman paper: progress report to be finalised and to be sent out to the community. WG members are invited to take time to raise comments, or questions Everything that may impact the draft, should be sent to the list, as comments inside the document itself, not included in the body of an email. Deadline: in 2 weeks. Timeline: next F2F meeting in Hyderabad. process: desire to have some conclusion on where we are with this before Hyderabad. 2 weeks on the list to review the comments, and to respond to questions. I n the next call we will discuss the next version of the draft. that should allow us to make it to the deadline. Nigel Cassimire agrees with the proposal. We should agree on a way forward. perhaps include clearer articulations agreed upon Strawman background, contextual information would be helpful and should be included: footnotes should not just include the URL, but be more detailed.
