[ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2014-10-23-en ________________________________ ICANN CEO Congratulates Newly Elected ITU Secretary-General Houlin Zhao 23 October 2014 Fadi Chehadé, The President and Chief Executive Officer of the Internet Corporation for Assigned Names and Numbers (ICANN) has extended his congratulations and best wishes to the newly elected Secretary-General of the International Telecommunications Union (ITU). "We extend our heartfelt congratulations to Houlin Zhao on his election as the ITU Secretary-General," said Chehadé. "His global support was punctuated by the fact that he obtained 152 votes of the 156 countries that were present and voting in the election." Zhao will succeed current ITU Secretary-General Dr. Hamadoun Toure in January and Chehadé made a point of underscoring Dr. Toure's contributions to enhancing lines of communication with ICANN. "We are grateful to Dr. Toure for the bridges he helped build between the ITU and ICANN," said Chehadé. "Our interactions have been built on a foundation of mutual respect and a shared belief that the Internet has an increasingly important role in global socioeconomic development. We are enthused at the prospect of continuing those efforts with Houlin Zhao."

Reminder: Monthly GNSO WG Newcomer Open House Session These ongoing monthly sessions are for new GNSO WG participants to come together and discuss any questions they may have about GNSO Working Groups, procedures and/or processes. We know there is a lot of information to digest when you join a GNSO Working Group and these monthly meetings are an opportunity for newcomers and more experienced participants to meet in an informal setting without the pressure of "real work" that needs be done. The agenda is flexible. The presenters will be ready with a standard set of materials if people would like to discuss them. Feel free to submit questions, either in advance or at the beginning of the meeting, if there is a topic that you would like to explore in more depth . "I have truly enjoyed working with Olga over the years," said ICANN Board Chair Dr. Stephen D. Crocker. "We wish her the best in her new pursuits." Madruga-Forti's term as an ICANN Director began in October 2012 after she was selected by the Nominating Committee to serve a term that would run through the Annual General Meeting in 2015. As an ICANN Nominating Committee appointee to the ICANN Board her replacement for the remainder of the term will be selected by that committee.

[ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2-2014-10-16-en ________________________________ Summary of Public Experts Group Meeting October 14, 2014 16 October 2014 [Audio of the full meeting is available online here<https://community.icann.org/x/8ibxAg>.] On October 14, 2014, the Public Experts Group (PEG) met to discuss evaluation criteria for the selection of Advisors to the Cross Community Working Group (CCWG) in the ICANN Accountability Process. The PEG members, Jeanette Hoffman, Janis Karklins, Larry Strickling and Brian Cute, discussed and agreed to the areas of expertise and evaluation criteria they would use in the selection process. The PEG agreed it was important to ensure that certain areas of expertise are brought into the work of the CCWG and that it should focus on areas of expertise that complement expertise brought by the Community participants in the CCWG. As such, the PEG identified the following areas of expertise: Board Governance and Corporate Management (for example operational, finance, risk management) Global Accountability and Transparency - theoretical, practical, tools and metrics Global Ethics Frameworks and Human Rights (for example consumer protection) Governmental Engagement and Relations and Multistakeholder Governance International Law/ Jurisprudence (for example choice of law) A broader list of areas of expertise had been made available to the PEG for consideration. There were certain areas of expertise that are readily available in the ICANN Community (for example, Internet Technical Operations). The PEG believes that it need not duplicate expertise such as this through the appointment of Advisors. After agreeing to these areas of expertise, the PEG began to review the list of candidates presented to conduct and initial screening. We note that some candidates were put forward or are well-connected to existing ICANN Community structures. Since the Advisors will play a purely advisory role in the process, and whereas these candidates may be able to participate more fully in the CCWG, the PEG recommends that these candidates avail themselves of the Community-based mechanism for participation in the CCWG. The PEG will also consider the need for diversity (for example, geographic, gender) in the Advisors when evaluating candidates. The PEG will review the biographic materials presented by candidates and will conduct its own research as well. The PEG anticipates that it will complete its work by the end of October.

The position became vacant following the recent resignation of Board member Ms. Olga Madruga-Forti, selected by the 2012 NomCom. Wolfgang Kleinwächter will take up Seat No. 2 on the ICANN Board of Directors immediately and will serve for the remainder of the term vacated by Ms. Madruga-Forti. He previously served on the Board in Seat No. 8 after Judith Vazquez resigned from the Board in 2013. ________________________________ Wolfgang Kleinwächter [Wolfgang Kleinwächter]<https://www.icann.org/sites/default/files/assets/kleinwachter-150x200-15nov…> Wolfgang Kleinwächter is a Professor for International Communication Policy and Regulation at the Department for Media and Information Sciences of the University of Aarhus in Denmark where he teaches "Internet Policy and Regulation" since 1998. He has studied Communication, International Law and International Relations at the University of Leipzig (B.A. 1971, M.A. 1974, Ph.D. 1981). His Academic Teaching Experiences includes courses and lectures on Internet Governance at numerous universities around the globe, including, inter alia die School of International Services at American University in Washington D.C. and the Faculty of Journalism at Lomonossow University in Moscow. He is involved in Internet Governance issues since 1997 and has participated - in various capacities - in 45 ICANN meetings. He served five years in the NomCom (2009/2010 as its chair) and was since 2011 a member of theGNSO Council, elected by the Non-Commercial Stakeholder Group (NCSG) where he is a member of the NCUC. In the WSIS process he was a member of the Civil Society Bureau, co-chaired the Internet Governance Caucus (IGC) and was appointed by UN Secretary General Kofi Annan as for the UN Working Group on Internet Governance (WGIG). In the Tunis Summit he was part of the governmental delegation of Denmark. Between 2006 and 2010 he served as Special Adviser to the Chair of the Internet Governance Forum (IGF), Nitin Desai. In 2011/2012 he was a member of the UNCSTD Working Group on IGF Improvement. In 2012 he joined the German governmental delegation to the World Conference on International Telecommunication (WCIT) and served in the Informal Expert Group of the World Telecommunication Policy Forum in 2013. He is a co-founder of the European Dialogue on Internet Governance (EURODIG), the Global Internet Governance Academic Network (GIGANET), the Summer School on Internet Governance (SSIG) and chair of the ICANNStudienkreis. He served in the Advisory Board of the dotmobi Registry and became in 2010 an International Adviser to CNNIC. In the EU, he was involved in the Safer Internet Action Plan (SIAP), the Task Force on the Internet of Things and the Inter-Regional Information Society Initiative (IRISI). In the Council of Europe he chaired the Expert Group on Cross Border Internet (2009 - 2011). For more than 20 years he was a member of the Council of the International Association for Media and Communication Research (IAMCR) and served as the president of the IAMCR Law Section between 1988 and 1998. He was a member of the Program Committee for INET 2002 in Washington D.C. and a Key-Note Speaker, Panelist, Moderator and Rapporteur of numerous international conferences. His research work includes more than 100 international publications, including 7 books. Since 2011 he is the editor of the publication series MIND (Multistakeholder Internet Dialogue). He also served as member of several advisory boards of scientific journals, including Transnational Data and Communication Report, Computer Law and Security Report, The Journal of Media Law and Practice, Gazette and the Journal for Virtual Reality. He testified in Hearings in the Deutsche Bundestag and the European Parliament. He is Chair of the Board of Medienstadt Leipzig e.V., a recognized At Large Structure under the ICANN Bylaws and got the "Internet Award" the highest Internet prize in Germany, by the German Internet Economy Association (eco) in 2012.
