[ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2014-10-10-en ________________________________ WHOIS Accuracy Study Preliminary Findings Reflect Improvements in Accuracy 10 October 2014 In the pilot introduction of the WHOIS Accuracy Reporting System (ARS), ICANN has collaborated with inter-governmental and private sector specialists to deliver the most recent assessment of WHOIS accuracy. For the first time, ICANN has brought together experts in the fields of study design and validation services to produce an accuracy study that uses the latest technology available. The Preliminary Findings paper<http://whois.icann.org/sites/default/files/files/accuracy-reporting-pilot-p…> [PDF, 668 KB] published today describes the result of this unique collaboration. This paper is being released by ICANN in advance of its October Los Angeles Meetings to illustrate the features of the ARS under development, as well as to solicit feedback on the approach, methodology and reporting formats. This feedback will help shape the final design of the ARS. After the Los Angeles Meeting, ICANN will publish the full Pilot Report, which provides detailed findings and explanations of the methodology deployed in the Study. When fully developed, the ARS will produce ongoing reports capable of tracking trends in accuracy rates, and reporting on the specific factors that affect accuracy. This data may be useful to assess the effectiveness of recent efforts at improving accuracy rates, and to support ongoing policy development activities related to WHOIS. Preliminary Findings The Pilot study examined accuracy rates from multiple perspectives to give a realistic picture of today's WHOIS. While the study results are still being confirmed, the preliminary findings reveal that: * Operationally, Registrars under the 2013 RAA have more accuracy for email addresses than Registrars under the 2009 RAA; * New gTLDs have slightly better operational email accuracy rates than prior gTLDs; * Prior gTLDs have more operational accuracy on telephone numbers, but the two groups are equal on operational postal address accuracy. These preliminary findings are being published to facilitate discussion on the methodology sample sizes, and approach at the Los Angeles Meeting<http://la51.icann.org/en/schedule/mon-whois>. The statistics published today are subject to further analysis and confirmation, to be included in the Full Pilot Study to be published after the Los Angeles Meeting for Public Comment. Global Expertise The findings in the Paper are the product of an in-depth examination of postal addresses, email addresses and telephone numbers. Postal address statistics were developed with guidance from the Universal Postal Union (Switzerland), a specialized agency of the UN that coordinates postal policies worldwide for its member countries. Other validation expertise was provided by leading commercial firms, including StrikeIron (USA), utilizing its proprietary email validation systems, DigiCert (USA), a provider of digital certificates and telephone validation services, and aided by a unique data parsing service by Whibse (USA). Study Design ICANN turned to NORC to design, work with validation providers, and conduct the analysis necessary to produce and deliver this analysis. NORC's past accuracy studies influenced the WHOIS Review Team. The Review Team's Final Report<http://whois.icann.org/en/link/whois-policy-review-team-final-report> called for ICANN to publish ongoing statistics on WHOIS accuracy. The Pilot study examines accuracy levels by applying syntactic validation and operation validation tests to a Registrant's postal address, email, and telephone numbers listed in a WHOIS record. Although the study did not attempt to apply identity validation techniques, ICANN is exploring the feasibility of including identity validation in subsequent development phases of the ARS. Engagement with Registrars and Others A key function of the ARS will be to forward records identified as potentially inaccurate to registrars for follow-up to confirm their accuracy. The ARS is being designed to track and report on the progress of these records. Engagement with registrars and other interested stakeholders is necessary to define an efficient process for transmitting, reviewing, and updating, as appropriate, the identified WHOIS records. ICANN plans to work with registrars and the broader Community in the months ahead in order to develop this process. Next Steps The purpose of the Pilot Study is to test assumptions using real data. The methodology can be adjusted based upon the public comments received on the Pilot Report. The consultations in Los Angeles provide an opportunity to highlight areas where the methodology can be improved. ICANN invites feedback on any aspect of the Preliminary Findings paper, Pilot Study, the methodology deployed, reporting perspectives, as well as the next steps for developing the ARS. A full study report will be posted for public comment after the Los Angeles Meeting, to gather feedback on the Pilot Study and the findings. ICANN has kicked off the implementation work, following methodology rooted in project management industry standards. Updates will be provided each trimester through multiple communication channels and at ICANN meetings, beginning with ICANN51 in Los Angeles. As background, the review was conducted by "16 ATRT2 members, who were drawn from the ICANN community via a public notice as well as recommendations from ICANN's SOs and ACs, and selected by the chairs of the ICANN Board and its Governmental Advisory Committee. An implementation methodology<https://community.icann.org/display/prgrmatrt2impl/Implementation+Program> was designed based on the global standards of The Project Management Institute - rules, guidelines, and characteristics for the project and development of a management portfolio. The PMI standards are widely accepted with a goal towards achieving professional excellence. Benefits include a clear scope definition, company-wide resource planning, monitoring against timelines and consistent reporting. ICANN's commitment to accountability and transparency, in the interest of Internet users globally, was formalized and documented in 2009 in the Affirmation of Commitments (AoC)<https://www.icann.org/resources/pages/affirmation-of-commitments-2009-09-30…> agreement with the U.S. Government. It set a course for ongoing evolution and improvement in ICANN's accountability. ICANN views the implementation methodology it chose as the means of ensuring an organization-wide commitment to continuous improvement. The method of implementing the ATRT2's recommendations will serve as a pilot. A dedicated Project Manager is responsible for facilitating planning, monitoring progress, conducting risk assessments and providing ongoing reporting across multiple ICANN teams. Each recommendation is assigned a project sponsor and an owner responsible for planning and executing the necessary implementation steps, securing resources and tracking performance via Key Success Factors and Key Performance Indicators. An Advisory Committee consisting of several members of ICANN'S Executive Leadership team has been appointed to oversee the implementation work and ensure timely, clear and relevant reporting to ICANN Stakeholders. Progress Reporting With the experience of two previous Accountability and Transparency reviews, ICANN understands the importance of timely and effective communications. In fact, one of the ATRT2 recommendations specifically addresses implementation reporting. Updates on the progress of implementing the recommendations will be posted and reported each trimester through multiple communication channels and at ICANN meetings, beginning with ICANN51 in Los Angeles. Additionally, webinars on implementation progress will be offered periodically to provide ICANN stakeholders an opportunity to ask questions and offer feedback. With 51 distinct recommendation components to develop, the timeframe for implementation will vary depending on the complexity of the recommendation and its key dependencies. The primary goal of the CWG is to produce a consolidated transition proposal for the elements of the IANA Functions relating to the Domain Name System. Participating as observer Participation in the CWG is open to members and observers. In addition to members, who are appointed by the chartering organizations, anyone interested in the work of the CWG, can join as an observer. Observers are expected to actively participate and attend all meetings. The only difference between a member and an observer is that any consensus calls or formal decisions that may need to be made will be limited to CWG members appointed by the chartering organizations. However, this does not take away that it is the expectation that the CWG will operate as much as possible with the views and consensus support of all participants in mind as the importance of considering all input and views on this important topic is recognized. Observers may be from a chartering organization, from a stakeholder group or organization not represented in the CWG or currently active within ICANN, or self-appointed. To date, the At-Large Advisory Committee (ALAC), the Country Code Supporting Organization (ccNSO), the Generic Names Supporting Organization (GNSO) and the Security and Stability Advisory Committee (SSAC) have adopted the charter, and are in the process of appointing members. The CWG will have its first meeting<https://community.icann.org/x/6grxAg> (via teleconference) on 6 October at 13.00 UTC, followed by a F2F meeting in Los Angeles during the ICANN meeting<http://la51.icann.org/en/schedule/mon-iana-stewardship-naming> (scheduled for Monday 13 October from 12.15 - 13.45 local time (19.15 - 22.45 UTC), with remote participation). Both sessions will be recorded and transcribed. Background The National Telecommunications and Information Administration (NTIA) has requested that ICANN "convene a multistakeholder process to develop a plan to transition the U.S. government stewardship role" with regard to the IANA Functions and related root zone management. In making its announcement, the NTIA specified that the transition proposal must have broad community support and meet the following principles: * Support and enhance the multistakeholder model * Maintain the security, stability, and resiliency of the Internet DNS * Meet the needs and expectation of the global customers and partners of the IANA services * Maintain the openness of the Internet. NTIA also specified that it would not accept a proposal that replaces the NTIA role with a government-led or an intergovernmental organization solution. On June 6 ICANN proposed the creation of an IANA Stewardship Transition Coordination Group (ICG) "responsible for preparing a transition proposal reflecting the differing needs of the various affected parties of the IANA functions." It was determined that Stewardship Transition proposals for each of the IANA functions should be developed by the directly affected communities, the IETF and IAB for IANA functions related to Internet Protocol Parameters; the NRO, the ASO, and the RIRs for functions related the management and distribution of numbering resources; and the GNSO and ccNSO for functions related to the Domain Name System. These efforts will inform the work of the ICG, whose responsibility is to develop an overall integrated transition proposal from these autonomously developed components. Two of IANA's global directly affected communities, the addressing and Internet protocol parameter communities, have responded to the NTIA's announcement and the formation of the ICG, by establishing working groups to provide input on their specific needs and expectations with respect to the IANA Stewardship Transition. This CWG was formed as an integral part of this transition process, and to develop a proposal for the elements of the IANA Stewardship Transition that directly affect the naming community.
