The report presents the finding of the independent Extended Process Similarity Review Panel (EPSRP) of the IDN ccTLD Fast Track Process. About the Internationalized Domain Name (IDN) country code Top Level Domain (ccTLD) Fast Track Process The IDN ccTLD Fast Track Process was launched on 16 November 2009. As of that date, eligible countries and territories were able to request their respective IDN ccTLD(s) through the process. Following extensive public consultations, the ccNSO Council adopted<http://ccnso.icann.org/node/38787> in April 2013 [PDF, 118 KB] the Final Report on the IDN ccNSO PDP<http://ccnso.icann.org/workinggroups/idn-ccpdp-final-29mar13-en.pdf> [PDF, 376 KB]. This work has taken into account the experiences and reviews of the IDN ccTLD Fast Track Process as well as the Governmental Advisory Committee's advice<https://gacweb.icann.org/display/gacweb/Meeting+44%3A+Prague%2C+Czech+Repub…> on the matter. On 27 June 2013, the ICANN Board approved an amendment<https://www.icann.org/resources/board-material/resolutions-2013-06-27-en#2.a> to the IDN ccTLD Fast Track Process Final Implementation Plan. The amendment implements a two-panel process for string similarity review in the IDN ccTLD Fast Track Process, and was proposed following the conclusion<http://ccnso.icann.org/announcements/announcement-14aug13-en.htm> of the IDN Country Code Names Supporting Organization (ccNSO) Policy Development Process (PDP). The ICANN Board also resolved<https://www.icann.org/resources/board-material/resolutions-2013-06-27-en#2.a> on 27 June 2013 that all pending and future IDN ccTLD Fast Track applicants have the option to request evaluation by the Extended Process Similarity Review Panel (EPSRP). [ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2014-10-12-en ________________________________ New ICANN Chief Contract Compliance Officer Appointed | Position of Consumer Safeguards Director is Created 12 October 2014 The Internet Corporation for Assigned Names and Numbers (ICANN) today announced the appointment of Allen Grogan as Chief Contract Compliance Officer, overseeing Contract Compliance and Safeguards. In his new position Grogan will report directly to President and Chief Executive Officer Fadi Chehadé, and he becomes a member of ICANN's Global Leadership Team. He has served as ICANN's Chief Contracting Counsel since May 2013. "Expanding the domain name space as we are doing through the New gTLD Program requires that we continue to align our operational capabilities with the demands imposed by 1300 new Registry Agreements," said ICANN President and CEO Fadi Chehadé. "Allen's expertise will add to the excellent operational capabilities of our current team a deeper level of legal experience and analysis." Allen Grogan has negotiated and implemented the new gTLD agreements, and has more than 30 years of experience as a lawyer specializing in technology and the Internet. His experience and knowledge of the contracts related to the New gTLD Program will serve the team well in grappling with compliance issues related to the safeguards and ICANN's Public Interest Commitments. The workload of ICANN's contractual compliance team has increased markedly. From August 2013 to August 2014, 36,732 informal complaints were filed against registrars, while 853 informal complaints were filed against registries. During the same period, 72 formal complaints were filed. Maguy Serad, ICANN's Vice President for Contractual Compliance since 2012, will remain in her role and will report to Grogan. During her tenure, Serad has successfully scaled and expanded the team, making it an effective global department. She has operationalized our compliance capabilities in a way that embraces growth. "Under Maguy's leadership, the Contractual Compliance team has done an outstanding job building a sustainable foundation for the future," said Grogan. "We now want to build on that foundation in the most efficient and comprehensive manner possible." Grogan will also be exploring ways that ICANN can work with others to help safeguard registrants and the global Internet community in ways that may go beyond pure contractual enforcement. A newly created position of Consumer Safeguards Director will also report to Grogan, and will focus specifically on implementation of those ICANN contract safeguards directed toward protecting consumers. "Today, we have 21 staff members, spread over three hub offices. We are now able to offer 24 hour support in nine languages," said Chehadé. "Our next step is to begin building a broader compliance vision that will serve us well in our mission of providing public benefit." ICANN News Alert ICANN <http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2-2014-10-10-en ------------------------------------------------------------------------ Revised Enhancing ICANN Accountability: Process and Next Steps 10 October 2014 ICANN today published Revised Enhancing ICANN Accountability: Process and Next Steps <https://www.icann.org/resources/pages/process-next-steps-2014-10-10-en>, a document that describes the process to examine how, from an organizational perspective, ICANN's accountability mechanisms should be strengthened to address the absence of its historical relationship with the U.S. Government. This revision incorporates comments from a further 21-day comment period <https://www.icann.org/public-comments/enhancing-accountability-2014-09-05-en> from 6-27 September 2014. We appreciate and apologize that this is being posted so close to the ICANN meeting. However, we wanted to provide the revised process to the community so it is available for the ICANN 51 meeting. On 14 March 2014 the National Telecommunications and Information Administration (NTIA) announced <http://www.ntia.doc.gov/press-release/2014/ntia-announces-intent-transition…> its intent to transition its stewardship of the Internet Assigned Numbers Authority (IANA) functions to the global multistakeholder community. NTIA asked ICANN, as the IANA functions contractor and global coordinator for the Domain Name System (DNS), to convene a multistakeholder process to develop a proposal for the transition, which would end ICANN's contractual relationship with the U.S. Government that has existed since 1998. That historical relationship has been perceived as a backstop with regard to ICANN's organization-wide accountability. ICANN received 17 comments <http://forum.icann.org/lists/comments-enhancing-accountability-06sep14/> during the 21-day further comment period. Based on the input received, ICANN proposes integrating the originally proposed two-group structure into a single Cross Community Working Group (CCWG), in reflection of the strong community support for the CCWG model. Additionally, given the input over the course of the discussions on this process, it's suggested that the CCWG has two work steams: one focused on accountability in light of ICANN's changing historical relationship with the U.S. Government; and the second, on the broader accountability issues the community would like to bring to the forefront.
