Unfortunately, it is news that could severely impact our community as it attends the meeting here on Monday and Tuesday. Officials at the KICC informed us for the first time Wednesday, that the InterGovernmental Authority on Development (IGAD) will be conducting a major meeting in the KICC on Monday and Tuesday (March 8 & 9) at the same time the 37th ICANN meeting kicks off. The IGAD is made up of six member nations; Djibouti, Ethiopia, Kenya, Somalia, Sudan and Uganda. The group shares the common admirable goal of trying to improve general economic conditions in East Africa. KICC informed us that IGAD Ministers will begin meeting at the KICC on Monday. We are told that with their staffs and security personnel, there will be about 200 people in attendance, and while that is a concern to us in terms of how the ministers and their security teams will impact our meeting, our far greater concern is how the IGAD gathering will affect our meeting on Tuesday. On March 9, we are told that the heads of state of all the IGAD member nations will be at the KICC from 09:00 to 17:00, along with their respective entourages and full security details, which will be substantial. With that many national leaders and scores of security personnel arriving at our meeting venue at one time, we expect it to cause severe inconveniences and at times possibly major disruptions for our community members as they attempt to enter and move around the KICC. While I registered my displeasure that the KICC decided to host the IGAD conference at the same time as ours and asked that they consider moving it to another location, it was readily apparent that no change would be made. The ICANN meetings team is currently working round the clock with the KICC, our hosts, and the Kenyan government to see what we can do to minimize the impact on our community members. In the meantime, in accordance with our philosophy of full transparency, we wanted to let you know about these potential problems as soon as possible. We will keep you advised of any room changes or possible modifications to the schedule as we continue to seek solutions or workarounds to this problem. Welcome Seth Greene to At-Large Team

Dear All, I am pleased to announce that Seth Greene has joined ICANN's At-Large team on a consultancy basis as the Project Manager for At-Large Improvements. Seth will be responsible for managing the implementation of the At-Large Improvements project, through working with the chairs and members of the At-Large Working Groups, members of the ALAC, and the wider At-Large community, in order to ensure that the aims and objectives are met. In particular, Seth will monitor the implementation of various tasks, including allocation of tasks and task development, as set out in the At-Large Improvements project. Seth will be participating remotely in several At-Large meetings on the topic of the At-Large Improvements during the meeting in Nairobi. Seth has an extensive background as an editor and project manager in the financial and nonprofit sectors. At J.P. Morgan, he served as Senior Editor of Emerging Markets Research, focusing on Latin America, Eastern Europe and Africa. Later, as Morgan's Head of Communications and Marketing for Global Markets Research, he managed a variety of projects, including an overhaul of the bank's fixed-income research publications and the development of its first bankwide client Web site. On the nonprofit side, Seth has worked for The World Bank, the Microfinance Centre for Central and Eastern Europe, and the Open Society Institute. In this capacity, he worked closely with a diverse global community, including microfinance institutions and policy makers, as well as microfinance clients lacking access to traditional financial services. Seth is the coauthor of The State of Microfinance in Central and Eastern Europe and the New Independent States, published by The World Bank. In addition, as an arts editor early in his career, he wrote numerous articles on the art market and related topics. Whether you plan to participate in the upcoming Nairobi meeting remotely or in person, you’re invited to a quick reminder of the background and current status of each major policy issue currently under discussion in ICANN. The ICANN Policy Staff will provide a briefing on Thursday, 25 February at 13.00 and 19.00 UTC, summarizing policy issues across the different ICANN Supporting Organizations, namely the Generic Names Supporting Organization (GNSO), Country Code Names Supporting Organization (ccNSO) and Address Supporting Organization (ASO). The Guide was produced by ICANN staff in response to a 1 October 2009 request<http://www.atlarge.icann.org/correspondence/correspondence-01oct09-en.htm> by the Chair of the At-Large Advisory Committee, Cheryl Langdon-Orr, to the Chairman of the ICANN Board of Directors, Peter Dengate Thrush, for the production of a non-lawyers' guide to the ICANN's Registrar Accreditation Agreement (RAA). This Guide is also available at: http://www.icann.org/en/announcements/announcement-15feb10-en.htm. This document will be available in the five UN languages and Portuguese shortly. This document is intended to facilitate the ability of the At-Large community to engage effectively in discussions relating to the RAA, as well as to assist all members of the ICANN community in gaining a better understanding of the RAA. The Guide is an evolving document. ICANN staff welcomes comments and suggestions on how the Guide could be improved to be more useful to the At-Large community. Dear All, Please see below a Nairobi update being forwarded on behalf of Doug Brent, ICANN Chief Operating Officer: ** 12 Feb. 10 Nairobi Update ICANN continues to actively monitor and respond to the possible security threat information posted on the ICANN site yesterday. We continue to actively work with our Kenyan hosts and security providers in the region. As stated in Mr. Sammy Buruchara’s message yesterday, and confirmed in further calls with Kenyans today, the meeting hosts are committed to the security of this meeting, and are offering even higher levels of direct coordination among the different agencies providing security. ICANN staff have also reached out to on-the-ground security experts to better interpret the information provided. As has been explained to us, general threats of this kind are common; what made this particular communication worthy of mention is that it has identified a specific venue that has not generally been the target of previous threats. After over-night outreach to various governments and agencies in the region, we have received no information from other sources confirming or denying the threat to the specific venue. Members of the ICANN community have already started to register views as to what should happen next. We are listening, and there are clearly a wide variety of views already expressed. Staff is evaluating a full range of options for handling the meeting. At the same time, work continues at a fever-pitch to prepare a final Nairobi agenda for posting Monday, along with about 15 new gTLD documents, a draft Fiscal Year 11 Budget and much more. An internal staff group, which I lead, is meeting at least daily on this topic, and will continue to do so over the weekend and through the U.S. holiday on Monday. I will make sure the community gets any new relevant information when we do, and that we stay on top of any possible adjustments to the Nairobi meeting plans.
