Dear ALAC members, The ATLAS II Implementation Task Force is actively following up on the ATLAS II Recommendations contained in the At-Large Declaration drafted during the second At-Large Summit that took place in London in June 2014. I would like to draw your attention to Recommendation 41: Ref. https://community.icann.org/x/dpZCAw The ALAC should work with the ICANN Board in seeking additional sources of funding for At-Large activities. The ATLAS II IT fleshed this recommendation out to mean that the ALAC would work with the Global Stakeholder Engagement Team on sponsorship issues. The ALAC will be meeting with the Global Stakeholder Engagement (GSE) Team in Hyderabad. A. Should the ALAC discuss with the GSE about raising external funds and getting sponsors? Y/N B. Should an At-Large taskforce be established to tackle sponsorship issues, including the development of the sponsor database? This taskforce would bring all RALO leaderships together to give them tools to help them with raising sponsorship for F2F GAs, showcases, etc. Y/N Looking forward to your kind responses. Dear ALAC members, The ATLAS II Implementation Task Force is actively following up on the ATLAS II Recommendations contained in the At-Large Declaration drafted during the second At-Large Summit that took place in London in June 2014. I would like to draw your attention to Recommendation 40: Ref. https://community.icann.org/x/dJZCAw ICANN should offer a process similar to the Community Regional Outreach Pilot Program (CROPP), but applicable to short lead-time budget requests not related to travel. The ATLAS II IT, and Outreach & Engagement working group and the ALAC Finance and Budget Sub-Committee expanded the recommendation and made requests. The current status is a follows: Starting from FY17, members of the Regional At-Large Organizations (RALOs) have access to a discretionary fund of $10,000 USD <https://community.icann.org/download/attachments/54696459/Access-by-RALOs-f…>-- managed by the regional teams of ICANN’s Global Stakeholder Engagement (GSE) Department -- to organize local outreach and engagement activities about ICANN policy issues. Those activities include presentations and brown bag lunches held by professional speakers at a minimum cost. Each RALO can receive up to $2,000USD from the GSE and use it to cover travel, meals, promotions, and other expenses related to the events. For complete transparency and proper oversight, the regional GSE teams review RALOs’ budget requests through a defined process. My suggestion is that the ALAC brings this topic up to the F2F meeting with the GSE Team in Hyderabad. Any objections? Kindest regards, Olivier

Dear ALAC members, The ATLAS II Implementation Task Force is actively following up on the ATLAS II Recommendations contained in the At-Large Declaration drafted during the second At-Large Summit that took place in London in June 2014. I would like to draw your attention to Recommendation 6: Ref. https://community.icann.org/x/LpZCAw ICANN’s MSM should serve as the reference in encouraging all participants (individuals or parties) to declare and update existing or potential conflicts-of-interest, each time a vote takes place or consensus is sought. The ALT has discussed this point last night. The proposal is: A - that the ALAC follows the GNSO's example in requiring ALAC members and liaisons to state any changes to their SOI at the beginning of every monthly teleconference or B - The alternative is to mention at the beginning of every ALAC and ALT meeting (and hopefully RALO meetings too, although I am aware no vote takes place there) that members should keep their SOI updated. My feeling is that it would be also helpful to have a link to the SOI page included each time in this agenda item, should anyone wish to update their SOI on the spot. FYI - SOI pages are on: https://community.icann.org/display/atlarge/At-Large+New+SOIs+Workspace We could go further and encourage any members of a working group to have an SOI --- but this would go further than the recommendation since no votes usually take place in working groups. ATLAS II Recommendations Implementation

Dear ALAC, as you know, the second At-Large Summit, aka ATLAS II, brought together 150 At-Large Structures to the ICANN meeting in London in June 2014. One of the outputs of that meeting was an ATLAS II Declaration, ratified by our community by acclamation and transmitted to the ICANN Board. But recommendations are one thing. Implementation of these recommendations are another. The ATLAS II Implementation Task Force picked up the Declaration, fleshed it out, coordinated action items with At-Large working groups, task forces, sub-committees, RALOs and individuals, as well as other ICANN departments, to expand the recommendations, file them and implement them. The results are very impressive: out of 43 recommendations, 34 (80%) have been addressed and implementation has taken place or is in the process of taking place. 9 (20%) are either unsuitable for implementation or require further clarification, consultation, and follow-up with relevant parties. This is all thanks to the amazing amount of work that has been furnished over the past two years by a few working groups and individuals, so kudos to them! We plan to be sending the final report on implementation of the recommendations to the Board very soon, possibly for ICANN 57 in Hyderabad. Hello Leon, Thanks for your comment, I don't think commenting on the budget alone will be enough. I will suggest that while we comment on the budget, we should also be explicitly clear on our position about jurisdiction. Apart from the fact that the current scope would actually contribute significantly to the legal fees later, going beyond the scope will not only increase the cost but also waste volunteers time. I have no idea why we need to discuss ICANN incorporation at this time; it's just a very wrong time to do such and could send very wrong signals. Overall we can't restrict/control freedom of speech, what is important is that it is clear to the sub-groups what outcome is expected from them. Dear All, The ALAC Appointee Selection Committee<https://community.icann.org/x/VwebAw> recommended for a full call for nominations for ALAC Liaisons for the 2016-2017 term. Thus, this is a call for nominations for the following ALAC Liaisons. The current Liaison is shown in brackets. - GNSO (Olivier Crepin-Leblond) - ccNSO (Maureen Hilyard) - SSAC (Julie Hammer) - GAC (Yrjö Länsipuro) -.MOBI (Murray McKercher) The one year terms will start at the close of ICANN 57 and end at the close of ICANN 60. The schedule for this call for Liaisons is: Call issued Friday, 23 September Call closes: Monday, 3 October at 23:59 UTC Acceptances due: Friday, 7 October at 23:59 UTC ALAC Appointee Selection Committee Teleconference: week of 10 October ALAC Vote (if multiple candidates from Selection Committee): As soon as practical after Selection Committee announces recommendations Please review the General Liaison requirements and responsibilities located in the revised RoP<http://tinyurl.com/ALAC-RoP-2016-09> Section 7. Of particular importance, please note the following: - (As per RoP 7.3) Liaisons to AC/SOs need not be ALAC Members, but they will normally be current or past ALAC Members, or otherwise familiar with the ALAC and At-Large and the TG to whom they will liaise. - (As per RoP 7.8) When representing the ALAC, Appointees have an obligation to solicit ALAC and At-Large views on the matter where practical and possible. Appointees should be selected knowing that in many instances such consultation may not be possible or practical and thus the ALAC needs to select people who understand the philosophies or guiding values and principles of the ALAC and At-Large. - Liaisons should be selected based on their familiarity with the group to which they are appointed. Having worked extensively with them before in some capacity (such as on multiple WGs) is a strong asset. - A level of trust between a Liaison and the group to which they are appointed is mandatory for success and must already exist or it should be demonstrable how or why it may exist in the future. - Liaisons to AC/SOs require a MAJOR time commitment over and above other At-Large responsibilities. - For the SSAC Liaison position, the ALAC only makes a recommendation. The Liaison is a full SSAC Member and must satisfy SSAC criteria and follow SSAC processes for admission to the AC. - For the GAC Liaison position, the potential candidate must be approved by GAC Leadership. - For .MOBI, the prime issue not as much mutual respect and trust, but ensuring that the Liaison understands the business of .MOBI and is well versed in mobile technologies. The Selection Committee may choose to forward one or more candidates to the ALAC for each position. Announcement on IANA Stewardship Transition

Dear Members of the At-Large Community, *The IANA Stewardship Transition is Complete* Today, on 1 October, the IANA functions contract between ICANN and NTIA expired. The expiration of the contract between ICANN and the United States National Telecommunications and Information Administration (NTIA), to perform the Internet Assigned Numbers Authority (IANA) functions, will have no impact on end users of the Internet; they will not see any changes or difference in their use of the Internet. This historic moment marks the transition of the coordination and management of the Internet’s unique identifiers to the private-sector, a process that has been committed to and underway since 1998. The ICANN Community, Board and staff as well as the larger Internet community took on this challenge, over two and a half years, and succeeded. Developing the transition proposals was unprecedented, and reflected the multistakeholder community at work. Because of the hard work by everyone, the ICANN organization is now a more accountable and transparent body. There will be some small changes to how ICANN operates, but its underlying goal is the same – to support the Community and ensure the continued stable and secure operation of the DNS.
