News from the GAC meeting

Dear all, At the GAC session at ICANN61 today, the representative of Brazil reported on the moves to solve the .amazon issue after Amazon presented its compromise proposal at ICANN60. Soon after, the Amazon Cooperation Treaty Organization (OCTA) decided to consider Amazon's proposal. An OCTA working group asked Amazon additional questions, and the replies were received on 5 March. They are now being analyzed by the working group, which hopes to to present its report to OCTA before mid-April. OCTA consists of Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela. The Board had inquired whether the GAC wanted to give it any additional information on the .amazon matter. In view of the ongoing contacts between OCTA goverments and Amazon, the GAC decided to reply that at this time it has none. So there seems to be light at the end of the tunnel. Best, Yrjö

SSAC Liaison

I was informed this weekend that the SSAC has accepted Andrei Kolesnikov as a full Member of the SSAC. In December 2017, the ALAC decided by consensus to ratify Andrei Kolesnikov as the candidate for position of ALAC Liaison to the SSAC and, if he is accepted by the SSAC, to be appointed as the ALAC Liaison to the SSAC. Accordingly, it is with great pleasure that I can announce that Andrei is now the ALAC's new Liaison to the SSAC! I'm sure you will all join me in offering our congratulations. Technically Andrei still needs to be formally appointed to the SSAC by the Board, but he is already welcome to attend SSAC meetings. As Liaison, his SSAC responsibilities take precedence over his ALAC Member duties, but I am sure we will see him regularly throughout the week. It also with some regret that I note that Julie will no longer be acting as our Liaison. Given her new role as Vice-Chair of the SSAC, I suspect we may hear a sigh of relief if only because of time conflicts. I do not have the words to fully express my gratitude for how she has fulfilled the role of our SSAC Liaison. Visually considering Andrei and Julie, it is amusing that I say that Andrei has some very large shoes to fill! I note that with this message, in accordance with section 3.5.5 of our Rules of Procedure, I am inviting Julie to continue to participate in the ALT as an advisor, to the extent that she wishes and has the time to do so. As an aside, that also gives her an invitation to all of our social events. :-) Alan

RALO liaisons to the WT5 on Geonames as TLDs

This has taken FAR longer than expected, but I can now announce the selection of RALO liaisons to the GNSO New gTLD Subsequent Procedures WT5 on Geonames as TLDs. AFRALO: Ali Hussein <ali(a)hussein.me.ke> APRALO: Maureen Hilyard <maureen.hilyard(a)gmail.com> EURALO: Yrjö Lansipuro <yrjo_lansipuro(a)hotmail.com> LACRALO: Carlos Aquirre <carlosaguirre62(a)hotmail.com> NARALO: Marita Moll <mmoll(a)ca.inter.net> Since it has been some time since this was first discussed, it may be worth while reviewing what these new positions are for. Notice that "liaison" is equivalent to how we use Liaison (with an upper case L) as the FORMAL representative of the ALAC to other AC/SOs. These RALO liaisons are using the term in the dictionary definition sense: communication or cooperation that facilitates a close working relationship between people or organizations. These RALO liaison will ensure that there is good communications to and from their RALOs, making sure that the RALO membership is kep up to date on where the WT5 is going, and making sure that opinions of the RALO are presented in WTs discussions. Just how that is done will be up to each RALO, but I would assume that brief updates at the monthly RALO meetings may be a good start. We will also be periodically holding At-Large wide discussions or webinars, and I would expect the RALO liaisons to play and take active part in those as well. URGENT: ALAC endorsements for Study on Root Zone Label Generation Rules

Although many people were silent during the discussion at Tuesday's ALAC meeting, the tone of those who spoke was that we should not be expected to endorse people who we do not know and who have no affiliation with us. Specifically, if the group needs experts, they should be able to name them. Period. I note that apparently, such a rule was not included in the specification of the group - https://www.icann.org/news/announcement-2018-02-08-en. Unless I hear disagreement soon, I will reply saying that the ALAC is not willing to endorse people who we do not know and who have no affiliation with us, and suggest that the Board be approached asking for permission to name independent experts.
