In our pre-ICANN discussion with ICANN's President and CEO, Göran Marby, Maureen and I raised the issue of ATLAS III and the need to both begin our detailed planning and for a commitment from ICANN to allow the Meetings Team to make commitments for both meeting and hotel space. As some of you may have seen, he replied earlier this week. His letter is attached here and is posted to the ICANN Correspondence page (https://www.icann.org/resources/pages/correspondence) His reply was very supportive. I have now responded to his letter and a copy is attached. Our challenge is to now to organize and run a fantastic ATLAS that will meet the expectations we have set and for which we have received such a strong vote of confidence. Alan

IANA Naming Function Review ("IFR")

The ALAC, along with other groups in ICANN, have been asked to appoint a representative to take part in the IANA Naming Function Review ("IFR") as per the attached letter. After due consideration, the ALAC has appointed Jean-Jacques Subrenat as its representative. Jean-Jacques is a former ALAC Member, former ICANN Board Member and was one of the two ALAC representatives on the IANA Stewardship Transition Coordination Group (ICG), the group that oversaw the IANA Stewardship transition from the US Department of Commerce to ICANN. Here is the REVISED Criteria to be contributed by the ALAC for the new Fellowship Program. This version has been refined based on the comments submitted to the last version. With this message, I am initiating a SHORT Consensus Call of the ALAC to ratify the criteria document. This Consensus Call will end at 12:00 UTC on Friday, 14 September 2018. If there are any questions of comments, please direct them to either this list or to me directly. Although messages indicating support are welcome, they are not necessary. Along with the need to select a Fellowship Selection Committee Member representing the ALAC, we have been asked to make suggestions on the criteria for selection and places to publicize the program. The SC on Outreach and Engagement was given the task of working on the latter document. the result (with a minor change to include regional IGF meetings) is attached. With this message, I am initiating a SHORT Consensus Call of the ALAC to ratify the criteria document. This Consensus Call will end at 23:59 UTC on Sunday, 9 September 2018. If there are any questions of comments, please direct them to either this list or to me directly. Although messages indicating support are welcome, they are not necessary. Did an update to the ICANN Stakeholder Analysis Tool which allows for the ability to search by country: - At-Large Representation - ccNSO membership - GAC Membership - NCUC membership (persons and organisations) - Fellowships - Nextgen - Accredited Registrars and also do a regional or worldwide analysis on At-Large, ccNSO, GAC, NCUC and accredited registrars. The key change is that the tool is now able to pull the information about At-Large members directly from the At-Large website so that the tool will always be up to date without manual updating. This was achieved after noting an issue with the lack of consistent HTML used to display ALSes information on the At-Large website (https://atlarge.icann.org/alses/ ) which hampered retrieval of information into the Stakeholder tool. This was documented fully in February 2018 in the Technology Taskforce (https://community.icann.org/display/atlarge/At-Large+Technology+Issues) along with a proposed solution. See the PDF https://community.icann.org/download/attachments/56144363/Lack%20of%20consi… ICANN IT staff deployed the fix in late July/early August and At-Large Staff then updated the ALS information to correct some missing information from a few ALSes (they were listed without the country they were registered in). The official deadline is already past for us to appoint a representative to the IANA Naming Function Review (IFR), a review mandated under the Bylaws associated with the IANA Stewardship Transition, but I am told that if we act quickly, we can still fill our position. So we need a quick decision on whether to call for volunteers for this. I am not at all sure there is a particular user -oriented position here that is not already likely to be presented by others, but if there is a will to participate, we can. PLEASE respond ASAP on whether you think that we should participate or not. If you believe you know of a good candidate, please let me know that privately. Alan

I write this message with some frustration! Knowing that we were on a tight timeline, I delegated the formulation of this to the SC on O&E and explicitly asked ALAC Members who had an interest to work with their O@E Co-Chairs and regional O&E members. Apparently that has not happened. I have asked for and received an extension for submitting this document. Therefore: 1. I am terminating this Consensus Call. 2. I have asked Maureen to work with the SC on O&E *AND* others who have expressed an interest to provide a new version of the document by no later than 23:59 UTC on Wednesday, 12 September 2018. 3. I will then initiate a VERY SHORT Consensus Call to allow us to submit the final document on Friday, 14 September 2018. If more time is wanted for the consensus call, please ensure that the final document is delivered earlier.
