Dear All, On behalf of Jonathan Zuck, we would like to announce the timetable for the ALAC Chair selection process. The roster of 2024-2025 ALAC Members is now complete (see: the 2024 ALAC and RALO Elections, Selections, and Appointments workspace<https://community.icann.org/display/atlarge/2024+ALAC+and+RALO+Elections%2C…>). The ALAC Rules of Procedure<https://community.icann.org/display/atlarge/Rules+of+Procedure?preview=/226…> (RoP) Article 5.2 states "A person nominated to be Chair does not need to be an ALAC Member at the time of nomination but must have an expectation of being an ALAC Member after the next ALAC Annual General Meeting...". In accordance with the ALAC RoPs, this Call for Nominations will remain open for no less than 14 days and will end at 23:59 UTC on 22 September. ONLY CURRENT ALAC MEMBERS MAY MAKE NOMINATIONS. Nominations must be sent to the ALAC list. Messages accepting {or declining nominations] must be sent to the ALAC list no later than 7 days after the close of nominations by 23:59 UTC on 27 September. If there is more than one candidate, there will be an opportunity to talk to the candidates during a special ALAC Meeting and an election will be held starting 7 October 2024. The winner must receive votes from the majority of sitting ALAC Members. The ALAC RoPs Section 17.2 details the election procedure and how to proceed in the case of a variety of unusual conditions. Topics for discussion included, among others: - The letter proposing a deferral of the third CSC effectiveness review was adopted. The rationale for this decision is as follows: the second CSC effectiveness review was concluded in March 2023, and the ccNSO and GNSO Councils adopted the final report in April 2023. This included a recommendation to amend the ICANN bylaws to extend the interval between reviews. The current review cycle is scheduled to occur every three years, commencing from the review start date. This would suggest that the next review should commence in October 2024. The compressed timeframe between the conclusion of the previous review and the mandatory commencement of the next review raises concerns that the recommendations from the previous review may not be implemented. Furthermore, the next review would also coincide with the IANA Functions Review, resulting in a potential overlap in resources. - A sneak preview of the revised ccNSO Travel Fund Guideline. This ccNSO Guideline documents the application process, the eligibility criteria and the selection process for ccNSO funded travelers. - Discussion regarding written invitations to ccTLD managers to join the ccNSO as a member. - Update and next steps regarding the the proposed review mechanism policy for ccTLDs (ccPDP3-RM). The proposed policy is currently under Board consideration. The Board Caucus sent some questions to Council, to assess feasibility of implementation. Hi colleagues, the SSAC has published SAC126. ### DNSSEC Delegation Signer (DS) Record Automation (SAC126): The report focuses on the challenges associated with managing Delegation Signer (DS) records in the deployment of DNS Security Extensions (DNSSEC), particularly when a domain's DNS service is operated by a third-party DNS operator rather than the registrar. The report covers the following key points: · Complexity in DNSSEC Deployment: DNSSEC deployment is complicated, particularly in managing DS records, which are crucial for linking a child domain's DNSSEC information to its parent zone. · Responsibility for DS Maintenance: When a third-party DNS operator (not the registrar) manages the domain’s DNS, the registrant is responsible for coordinating the DS record maintenance. This involves obtaining DNSSEC key parameters from the DNS operator and passing them through the registrar to the registry. · Challenges of Manual Processes: The process often requires the registrant to engage with various idiosyncratic interfaces across different DNS operators and registrars, leading to potential errors due to complexity and a mismatch with the registrant's knowledge. · Need for Automation: Automating DS record management can alleviate these issues, allowing registries or registrars to update DS records without human involvement. Several approaches exist, such as having the parent zone (registry or registrar) pull information from the Child DNS operator. · Standardization and Best Practices: Although there are IETF standards for some approaches, gaps remain in efficiency and error handling. The SSAC recommends that the domain name industry work towards fully automating DS record management, establishing best practices and improving standards to make DNSSEC deployment smoother and more reliable. Arguments to defer the review are: The 2nd review closed in March 2023 and the ccNSO and GNSO Councils adopted the final report on April 23rd.. The Board was first informed about the outcome, including the recommended change to Bylaws to extend the period between reviews from every 3 years, starting in October, to 5 years after conclusion of the previous review. As a result of this short time between reviews, the recommendations from previous review will most likely not be implemented, and finally, that review is again overlapping with the IANA Function review, which is for a small part also looking at the CSC/PTI relation, and also overlaps in resources. Update and next steps re requests for clarification and confirmation Board Caucus ccPDP review mechanism The Board Caucus that oversees the assessment of the feasibility of implementation of the Review Mechanism policy asked the ccNSO in April 2024, to provide clarifications and/or confirmation about the policy. At the time ccNSO decided that a group of Councillors and members of the ccPDP3 WG would prepare a response to the questions, without changing the recommended policy and the Council would need to sign off on the responses. It was raised more than once whether the process the Board is using, is within the boundaries of section 15a of the Annex B of the Bylaws: a. The Board shall meet to discuss the ccNSO Recommendation as soon as feasible after receipt of the Board Report from the Issue Manager, taking into account procedures for Board consideration. The document with responses will be uploaded to our wikispace shortly. WSIS+20 exchange of letters: what’s next? Activities to date: An informal call with Sally and the drafting team was held on July 16th., Then another call with Elena Plexida and the drafting team on August 9th. The ccNSO plenary topic was not selected. ALAC’s topic was selected. Follow-up Discussion on ICANN’s “How we meet” initiative August 19th. - Informal call for brainstorming * How to make work more efficient: o Less redundant/repetitive. People feeling not heard vs. Not getting what they want. o Use project management techniques (time bound) o Best is enemy of the very good (good enough) o Do we need the space of ICANN offices? (something for the new CEO to finish) * Regarding meetings: * Improve travel flight costs (new partner ongoing). Timing (faster = cheaper) * Some suggestions on how to improve meetings costs: * Fixed locations * SO/AC Chairs & vice-chairs got a high-level summary of ICANN meeting costs. Results of the Selection of the ALAC/At-Large representatives to the PHR Team

Dear All, On behalf of ALAC Chair, Jonathan Zuck, this is to announce that the following 8 At-Large members have been selected to serve as the Primary representatives, as well as the candidate Secondary and Alternate representatives to the Pilot Holistic Review Team on behalf of the ALAC/At-Large: * Primary * Sebastien Bachollet * Eduardo Diaz * Vanda Scartezini * Secondary * Cheryl Langdon-Orr * Seun Ojedeji * Carlton Samuels * Bukola Oronti * Alternate * Harold Arcos Regarding the next steps, the SOAC Chairs will discuss and determine the final selection of the review team and its leadership taking into consideration any preferences in nominated candidates. Each SO/AC is able to nominate up to seven candidates for the review team. Each SO/AC is entitled to have up to three nominees selected as members to the review team, so long as the nominees meet the applicable criteria for service on the team. If any SO/AC has not nominated at least three prospective review team members, the SO/AC Chairs must determine whether all 21 SO/AC member seats need to be filled. If the Chairs decide additional seats need to be filled, they must determine how the seats should be allocated from among those nominated. Following the selection of the review team, the SO/AC Chairs will select two Co-Chairs to serve as the review team’s leadership. The SO/AC Chairs must present their selected review team and its leadership to ICANN org by 6 September. ICANN org will announce the composition of the review team through all appropriate communication channels on 13 September 2024.
