Note that the ALAC RoP 16.3 calls for unopposed accepted nominations to be acclaimed without any additional action of the ALAC (this applies to all ALAC selections, not just the ALT). On the substance of this thread, I do have a few comments based on my experience both on the ALT before I was Chair and for my time as Chair. Identifying ALT members is an interesting challenge. The positions do require a significant commitment over that of a regular ALAC Member, the Vice-Chairs even more. Experience can be valuable, as is a fresh perspective. Moreover, optimally, you want a set of people with complimentary skills, and a group that will work well together (that does not necessarily mean agree with each other!) Sometimes there are three great candidates from a region - all willing to take on the load. Other times, none of the people from a region really feel comfortable taking it on. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. I am writing to follow up on one of ICANN org’s action items from that call, which was for me to finalize and circulate to you a proposal for a new Operational Design Phase relating to the implementation of approved gTLD policies. As we discussed, the objective for an additional design phase is to allow the Board to obtain relevant information about any operational and resourcing issues associated with certain policy implementation efforts. Accordingly, the Operational Design Phase is envisioned to take place prior to Board action on GNSO-approved policy recommendations, initiated through a Board request to ICANN org. Our expectation is that an Operational Design Phase will likely only be needed for complex, costly or other large-scale implementation efforts. I appreciate the thoughtful and substantive discussion we had on this topic during our call. While gTLD policy development work is managed by the GNSO, the other Supporting Organizations and the Advisory Committees play important roles in ensuring that ICANN consensus policies are developed through community consensus and are appropriately resourced. Thank you for the comments and suggestions you made on the call, which we have tried to address as much as possible in this initial draft paper. Please circulate the paper to your community groups for their review and further discussion. As I mentioned on our call, ICANN org will continue to refine the paper and welcome your feedback as part of this iterative process. After ICANN69, we plan to conduct a fuller community consultation on the gTLD policy lifecycle, to include an updated version of this paper and to gather community feedback on any updates we can make to improve the efficacy and efficiency of the policy making process. To facilitate participation during the remote Public Meeting, the pilot program offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth during ICANN69. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. ELIGIBILITY REQUIREMENTS To qualify for Internet service reimbursement: 1. Applicants must be active members of an ICANN community Supporting Organization or Advisory Committee and have been an ICANN funded traveler within 18 months prior to ICANN69 or must be selected to participate in the current ICANN69 Fellowship or the NextGen programs. 2. Applicants must be registered to attend, and participate in ICANN69. Participation will be validated by the support staff of the primary membership group of applicants. 3. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. As of the closure date, more than 50 comments were received. ICANN org policy support staff is in the process of compiling the comments to be displayed in a transparent and usable manner. Comments will also be made available for download by anyone interested in reviewing them. On 14 September, the Working Group Co-Chairs held a webinar for the community in which they presented on a selection of the topics within the draft report, answered questions, and provided context where it was needed. NEXT STEPS With the closure of the public comment period, the Working Group will begin reviewing and analyzing the input received through public comment with the objective of finalizing its recommendations and Final Report. The Working Group will hold two working sessions as part of the ICANN69 agenda. These sessions will take place on Wednesday 14 October from 12:00-13:30 UTC and 14:00-15:00 UTC. The working group will use the sessions at ICANN69 to begin reviewing public comments received on the draft Final Report and determining whether changes may be needed for the Final Report. Following ICANN69, the Working Group will resume a biweekly meeting schedule. WHAT IS THIS ABOUT? In June 2014, the GNSO Council established a Discussion Group that was intended to evaluate the experiences of the 2012 round gTLD Program and to identify possible areas for future GNSO policy development.
