Dear All, Maureen Hilyard, ALAC Chair, has requested that a call for nominations be issued for the other four members of the next year's ALAC Leadership Team (ALT) from the four remaining regions: - Africa - Europe - Latin America and Caribbean Islands - North America Maureen Hilyard, as ALAC Chair, will automatically take the APRALO ALT slot. The terms of the 2020-2021 ALT will begin at the end of the 2020 AGM until the end of the 2021 AGM. This selection is carried out in accordance with the ALAC Rules of Procedure Section 17.3 (RoPs - https://community.icann.org/display/atlarge/Rules+of+Procedure?preview=/226…) Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming virtual ICANN69 Meeting. Requirements for ALT members can be found in Section 6 of the ALAC RoPs. In short, ALT members are expected to attend all ALAC meetings, typically two ALT or ALT-related meetings per month, and be very responsive and thoughtful to e-mail requests and discussions. By mutual agreement, ALT members may take on additional roles. Vice-Chairs are expected to take on proportionally larger responsibilities. All ALT activities are carried out solely in English. The nomination period is now open and will close on Monday, 5 October 2020 at 23:59 UTC. Nominations need not be seconded. Nominations, other than self-nominations, must be accepted by Monday, 12 October 2020 at 23:59 UTC. [image: ICANN Announcement Alerts] *ICANN Root Server Cluster in Singapore Now Live <https://newsalerts.icann.org/V8RP000d420E200CP02glN0>* 08 October 2020 *SINGAPORE – 8 October 2020 –* The Internet Corporation for Assigned Names and Numbers (ICANN) today announced the successful activation of the ICANN Managed Root Server (IMRS) cluster in Singapore. This cluster, composed of dozens of servers with substantial Internet connectivity, will help to increase the root server capacity for the Asia Pacific region and bolster the resiliency of the entire Root Server System. Adding an IMRS Cluster in Singapore "The Singapore IMRS cluster will be our fourth cluster, in addition to two in North America and one in Europe," said David Conrad, ICANN SVP and Chief Technology Officer. "Our existing, smaller IMRS sites in the Asia Pacific region already receive twice as many queries as Europe, the next-busiest region. Adding an IMRS cluster in Singapore is both strategic and a good use of ICANN org resources." As documented in the OCTO-008 <https://newsalerts.icann.org/r00m0E240RQP8NC2g0020d0> paper, global Domain Name System (DNS) traffic increased by nearly 30 percent during the current COVID-19 pandemic lockdown. The IMRS cluster in Singapore will enable more of the queries originating in Asia Pacific to be answered regardless of the behaviour of networks or servers in other regions. In the event of an attack resulting in significant additional traffic globally, the extra capacity provided by the Singapore cluster will absorb the traffic and help to mitigate the attack. Queries in the region can then continue to be answered, thus reducing the risk of downtime caused by an inability to query the top of the DNS name hierarchy. Domain Name System queries and root servers Root servers respond to initial DNS lookup requests made by DNS resolvers generally operated by Internet service providers. For all other queries, the root server will respond with either a referral to the appropriate top-level domain (TLD) name server or an error response (e.g. to indicate a non-existent TLD). For example, a query sent to a root server by a DNS resolver for "company.example" will elicit a response that directs the DNS resolver to query one of the name servers for the ".example" TLD. The root name server system is comprised of over 1,000 instances operated by 12 independent organizations, including ICANN. Each root server is made up of a number of independent machines at multiple locations. The IMRS is made up of nearly 170 large and small sites across the world. The machines at the large sites are known as clusters, while the ones at small sites are known as instances. ICANN's Asia Pacific regional office is located in Singapore, where the Internet infrastructure is highly developed and robust, making it well-suited to support an IMRS cluster. Dear Abdulkarim If there is anyone who wishes to volunteer for the understudy positions, in response to or despite my recommendations, they are more than entitled to do so. However, because of the special nature of the liaison positions, and the particular character of the persons required by the other organisations, not everyone who volunteers might be considered suitable either by the ALAC or by the receiving organisation, even as an understudy. The current position holders already have the trust of the organisations to which they are assigned and therefore I have charged them to seek people that they feel would best represent the At-Large perspective within another ICANN organisation with integrity and respect. I think that they are the best fit to make a recommendation to me and to the ALAC. I was in such a position having been the At-Large Liaison to the ccNSO for 5 years, one before I was appointed to the ALAC, and I made the recommendation to the ALAC of my successor. And, Barrack has done a great job serving both At-Large and the ccNSO. The other Liaisons have also proved their worth in their assigned organisations. Nevertheless, at this particular point in time, it is up to the ALAC to make the final decision to accept my final recommendation or not. The vote will be out soon. I hope this helps. Note that the ALAC RoP 16.3 calls for unopposed accepted nominations to be acclaimed without any additional action of the ALAC (this applies to all ALAC selections, not just the ALT). On the substance of this thread, I do have a few comments based on my experience both on the ALT before I was Chair and for my time as Chair. Identifying ALT members is an interesting challenge. The positions do require a significant commitment over that of a regular ALAC Member, the Vice-Chairs even more. Experience can be valuable, as is a fresh perspective. Moreover, optimally, you want a set of people with complimentary skills, and a group that will work well together (that does not necessarily mean agree with each other!) Sometimes there are three great candidates from a region - all willing to take on the load. Other times, none of the people from a region really feel comfortable taking it on.
