*Cherine Chalaby* *Chair ICANN Board of Directors* Following the submission of the Cross Community Working Group on Enhancing ICANN Accountability’s (CCWG-Accountability) Work Stream 2 Final Report to its Chartering Organizations on 9 July 2018, we are pleased to announce that it has been approved by all six organizations. Some GAC members support the recommendations. Other GAC members consider that they fall short of the objectives envisaged for Work Stream 2 and only partly mitigate the risks associated with ICANN’s subjection to US jurisdiction. The reasons why these members object to approving the recommendations are documented in the dissenting statement submitted to the CCWG by Brazil.*” Each of the 8 sets of recommendations were the subject of at least one public consultation which helped shape the final recommendations for each of these. Once all of the recommendations were finalized they were assembled into the WS2 Final Report which was the subject of a final public consultation which did not raise any issues which needed to be addressed by WS2. Prior to submitting to the Chartering Organizations for their approval, the Work Stream 2 Final Report, including Annex 9 - Implementation Guidance, received consensus support within the CCWG-Accountability, with two minority statements recorded in Appendices 4.2 and 8.2 of the Final Report. Overall, the CCWG-Accountability’s WS2 represents another significant effort by the community of 272 meetings, more than 5,000 emails, and 10,000 hours of volunteer meeting time, which does not include individual time for reading and writing, over a period of two years while remaining well within its original one-year cost estimates. With the sign off by the Chartering Organizations of the WS2 Final Report ( https://community.icann.org/display/WEIA?preview=/59640761/88575033/FULL%20… ), the CCWG-Accountability is pleased to transmit it to the Board for approval as part of the Work Stream 2 process. We remain available to answer any questions you may have and to explain any details of the recommendations. Please note that the CCWG-Accountability WS2 has established a small implementation team to assist ICANN and the community ensure that the implementation plan preserves the spirit of the recommendations and provide any interpretation advice as required. All, We are pleased to inform you that all the Chartering Organizations have approved the WS 2 recommendations by the end of ICANN 63. The text of the various approvals can be found in the attached document. Please note that the GAC approved all the recommendations with the exception of the Jurisdiction recommendations which it did not approve or reject. As such the Co-Chairs will be transmitting the WS2 recommendations to the ICANN Board for approval and implementation. We will post updates to this list as the process for approval by the Board and implementation by ICANN progress. Thank you again to everyone who contributed to this work over the past two years or so. It is a great accomplishment to be able to forward the proposals on to the ICANN board with the broad support of the chartering organizations. CCWG-Accountability WS2 - Approval of final report

CCWG-Accountability WS2 Chartering Organizations, It is with great pleasure that the CCWG-‐Accountability WS2 proposes the attached Final Report for your consideration and approval as a Chartering Organization. This Final Report presents a summary of the work completed by WS2 and its su b-‐groups, a listing of all recommendations as well as the complete report from each sub-‐group (Annexes 1 to 8) and the Implementation Guidance (Annex 9) developed to meet the concerns of the ICANN Board of Directors relative to the four recommendations it identified in its letter of May 14 2018 (due to size considerations we are also including a version of the Final Report without the Annexes). The CCWG-‐Accountability would kindly ask that the Chartering Organi zations complete their approval of this Final Report by the conclusion of ICANN 63 which will be held in Barcelona in October 2018. It is important to note that rejecting specific recommendation(s) of the final report would reopen the discussion in the concerned sub-‐group(s) and the WS2 Plenary, which would require restarting the WS2 process to reconsider the concerned recommendation(s) and possibly undertaking a new round of public comments. Currently this would not be possible as there is no budget allocated to continue this phase of WS2. Once the CCWG-‐Accountability Chartering Organizations have approved this Final Report for WS2 according to its Charter*, *it will be transmitted to the ICANN Board for approval and implementation. During this approval period the CCWG-‐Accountability Co-‐Chairs and sub-‐group Rapporteurs remain available to make presentations on the Final Report and answer any questions you may have. In closing*, *the CCWG-‐Accountability Co-‐Chairs would like to thank the past Co-Chairs, all the Participants for their sustained contributions to this effort, the Rapporteurs for their outstanding dedication and tireless work in guiding their respective groups to producing the recommendations which will help make ICANN better for all in the years to come.
