At-Large Travel Support for Meetings in FY 2009/2010

Dear Community: As you will recall, two teleconferences were recently held to allow At-Large to discuss how it would like to allocate the available travel funding. The need to book travel for Seoul is very pressing. Accordingly, we need to know what the community wishes to do. Is the travel support for the previous meeting - 15 members of ALAC and up to 10 RALO leaders (two per region at a maximum) to be continued, or do you wish to do something else? We have been advised by the ALAC that we should send information on the 15 members of ALAC and begin arrangements for travel support to be made for them. We have done so. We will be able to add additional names, if that is what the community wishes to do, up to the end of the day next Tuesday, 25th August. After that time we will no longer be able to add names to the travel support list for the Seoul meeting. Dear All, We have been requested by the Chair of the ALAC to start vote on the three ALS applications that are currently ready for approval by the ALAC. Members of the ALAC recently received two emails, one with their voting credentials for this vote and another one with background information on the applications. Notice of ALAC Vote to Support the Proposed GNSO Consumer Constituency

Dear Secretary of ICANN: cc: Denise Michel, Wendy Seltzer, At-Large Announcements, At-Large Staff We have the honour to notify the Board that the At-Large Advisory Committee voted by consensus to support the proposed GNSO Consumer Constituency on 28th April 2009. The Minutes of the meeting in question may be reviewed at https://st.icann.org/alac/index.cgi?28_april_2009_summary_minutes_en. It is regrettable that notification of this vote was not more expeditious. The ALAC has recently voted to approve a number of administrative process improvements in order to help administrative processes to scale with the greatly increasing workload on the ALAC and the community. The two resolutions were open for a five day comment period starting on Friday, August 7th. The questions to be put will be the following: 1. The ALAC welcomes any comments the Board may wish to make by reply. The attached Statement was drafted by the At-Large staff with contents as requested by the At-Large Executive Committee, as a reply to the public consultation on the same subject to be found at: http://www.icann.org/en/public-comment/#eag-feedback. Due to the imminent closure of the public comment window, Alan Greenberg sent the text on to the ALAC on 12th July, noting that if he received no objections in short order he would transmit it to the public comment period noting that it was still pending a vote of the ALAC (this communication may be viewed at http://forum.icann.org/lists/eagfeedback/msg00006.html) The ALAC began a vote on this document on 19th July, ending on 26th July. The results were announced on 27th July by the Staff, said result being that the Statement was endorsed by a vote of 11-0-0. We look forward to further efforts of this kind to make ICANN's financial operations more transparent. In that vein, we wish to suggest more direct links in reporting between budget allocations and actual expenditure, and the link between financing for initiatives and their outcomes. For example, reporting on how effective recruitment and outreach efforts to grow the active ICANN community are when contrasted with the varying amounts budgeted and spent for these activities from year to year would be widely useful in our view.

Dear Marco, The At-Large staff has the honour to transmit to you the Statement of the ALAC to the Public Consultations on the Proposals for Systematization of Organizational Review Processes, and Bylaw Amendment Related to Organisational Review Cycles on behalf of the At-Large Advisory Committee. The attached document was drafted by the At-Large staff with contents as requested by the At-Large Executive Committee, as a reply to the public consultation ³Proposals for the Systematization of Organisational Reviews² to be found at: http://www.icann.org/en/public-comment/#review-processes. The last paragraph was drafted by the Staff as requested by the Chair of ALAC on 3rd August 2009 in order to allow the Statement to apply equally to the consultation that followed that above-referenced, to be found at http://www.icann.org/en/public-comment/#review-cycles. The Chair of the ALAC then requested the Staff to open a vote on the document beginning on 3rd August and closing on 9th August. The entire current structure of independent reviews should be rethought, as it is increasingly clear that having multiple reviews conducted and implemented independently of one another is multiplying the complexity of the entire process, and does not sufficiently take into account the growing interdependencies between the different component parts of ICANN. Accordingly, is our view that the Bylaw amendment proposed is not the right approach. It simply continues the present paradigm when what is needed is a more fundamental rethink.
