Nominations for the 2016-17 ALT closed on 21 October 2016. Four nominations had been received, one per region: AFRALO: Tijani Ben Jemaa APRALO: Holly Raiche EURALO: Veronica Cretu LACRALO: León Sanchez All four have accepted the nomination. Our RoP call for the ALT to be determined by a consensus of the ALAC, and barring that by secret ballot. Given that only one person was nominated for each of the regions involved, I have to conclude that there was no support for any other candidate and I judge there is a consensus that Tijani, Holly, Veronica and León serve as the ALT for the forthcoming year. I congratulate all four. I could not be more pleased with the team. All four candidates were also nominated to be Vice-Chair. Veronica declined the nomination and all three others accepted. In my mind, all three are excellent Vice-Chair candidates who I would happy to have on my team. Holly has indicated that although she is willing to serve, her preference is to focus on the At-Large Review as she would not have the time to do justice to both simultaneously. I will honor that and hereby name León Sanchez and Tijani Ben Jemaa as ALAC Vice-Chairs for the coming year. Alan

7he ALAC Appointee Selection Committee has recommended to the ALAC that Yrjö Länsipuro be named as the ALAC Liaison to the GAC for the 2016-17 year. With this message, I am initiating a Consensus Call of the ALAC ratifying the selection of Yrjö Länsipuro as the ALAC Liaison to the Governmental Advisory Committee for the 2016-7 year effective the end of the ICANN 57 meeting in Hyderabad. The Consensus Call will end at 23:59 on Friday, 04 November 2016. If there are any questions of comments, please direct them to either this list or to me directly. Although message indicating support are welcome, they are not necessary. Should this Consensus Call fail due to significant opposition (greater than 20% as specified by ALAC RoP 12.3.3.1), we will revert to a formal vote. Alan

Vote: Appointment of ALAC Liaison to .mobi

As previously reported on the ALAC-Internal list, the ALAC Appointee Selection Committee (AASC) could not reach a consensus position on who to recommend for the .mobi liaison from the ALAC for the 2016-17 year. Accordingly, I am requesting a vote of the ALAC to make the decision. There were two duly nominated and accepted candidates for the position currently held by Murray McKercher. The candidates were (in alphabetical order of last name) were Wafa Dahmani and Murray McKercher. There was some disagreement within the AASC on the interpretation of some of the statements provided by the candidates. Accordingly, I asked both candidates to provide short, concise statements to supplement their original statements. Attached to the message are the original documents provided by the candidates as well as the new summary document. With this message, I am initiating a secret ballot vote of the ALAC to select the ALAC Liaison to .mobi for the 2016-17 year starting at the end of the ICANN 57 meeting in Hyderabad. The vote will start as soon as practical (given Staff travel to Hyderabad) and run for at least seven full days ending at 23:59 UTC of the last day. Alan

Approval of Charter for the CCWG on Use of gTLD Auction Proceeds

The Draft Charter circulated earlier this month received no substantive comments which required changes to the draft document and nor did the associated Webinar. Accordingly, the Charter has been forwarded to the AC/SOs for approval. I have drafted the following Motion (liberally borrowing from a comparable GNSO motion). This will be on the agenda for discussion and approval during the Hyderabad meeting. Note that the period for comments on the charter is over, so it is really too late to make changes to the charter itself. Comments on the motion are appreciated. Note that for the CCWG-Stewardship, the ALAC chose not to have a co-chair, and for the CCWG-Accountability, we chose to have one of our five Members be a Co-Chair. In my mind, that latter decision gave the CCWG an excellent Co-Chair, but deprived the ALAC of one of its five voices in substantive discussion. Accordingly, I am suggesting that this time we identify a Co-Chair as part of our approval process. It would need to be someone with strong ICANN experience, strong chairing skills, preferably someone with subject-matter knowledge, and someone who is willing to NOT participate in the substantive discussion to be held in the CCWG. And of urse willing to put substantive time into the process. Alan ======================================= DRAFT ALAC Motion - Adoption of the Charter for a Cross-Community Working Group on new gTLD Auction Proceeds Whereas, 1. Following a number of sessions on the topic of new gTLD Auction proceeds during the ICANN53 in Buenos Aires (see https://buenosaires53.icann.org/en/schedule/mon-soac-high-interest and https://buenosaires53.icann.org/en/schedule/wed-cwg-new-gtld-auction) a discussion paper <http://newgtlds.icann.org/en/applicants/auctions/proceeds/discussion-paper-…> was published in September 2015 to solicit further community input on this topic as well as the proposal to proceed with a CCWG on this topic. 2. As the feedback received on the discussion paper confirmed the support for moving forward with a CCWG, the GNSO Chair, reached out to all the ICANN Supporting Organizations and Advisory Committees to ask for volunteers to participate in a drafting team to develop a charter for a CCWG on this topic. All ICANN SO/ACs, apart from the ccNSO, responded to this request and put forward volunteers to participate in the drafting team. 3. The GNSO Council appointed Jonathan Robinson to chair the Drafting Team ('DT'), which commenced its deliberations on Tuesday 23 February 2016. Alan Greenberg one of the ALAC volunteers agreed to act as Vice-Chair. 4. The DT published a draft charter for community discussion in advance of ICANN 56 which was discussed during the cross-community session<http://sched.co/7NE0> held at ICANN56. Following ICANN56, the DT reviewed all the input received<https://community.icann.org/x/fgmbAw> and updated the proposed charter accordingly. On 13 September 2016, this proposed charter<https://community.icann.org/x/mRuOAw> was shared with all ICANN SO/ACs with the request to review it and identify any pertinent issues that would prevent adoption of the charter, if any. 5. Subsequently, a webinar was held on 13 October 2016 to allow for some additional time and information to undertake this review (see https://community.icann.org/x/gh_4Aw) 6. As no pertinent issues were raised, the DT submitted the proposed CCWG charter (see <https://community.icann.org/x/mRuOAw)>) for consideration to all ICANN SO/ACs on 17 October 2016 Resolved, 1. The ALAC approves the Charter<https://community.icann.org/x/mRuOAw>. 2. The ALAC appoints [Name] as the ALAC Appointed Co-Chair to 3. Each RALO will appoint one member for the CCWG by taking into account the charter requirement that best efforts should be made to ensure that members: a) Have sufficient and appropriate motivation (and ideally expertise) to participate in the substance of the work of the CCWG. Appropriate experience could, for example, include experience with allocation and final disbursement of funds; b) Commit to actively participate in the activities of the CCWG on an on-going and long-term basis; c) Solicit and communicate (where appropriate) the views and concerns of individuals in the RALO that appoints them; d) Commit to abide to the charter when participating in the CCWG; e) Understand the needs of the Internet communities that ICANN serves (standards, domains and numbers); f) Understand the broader ecosystem (the Internet Community) in which ICANN operates and the needs of those working on other aspects of the Internet industry, including those not yet connected. Furthermore, in addition to a Statement of Interest, all members and participants will be required to provide a declaration on intention to apply for (or in any way support the application for) new gTLD Auction Proceeds, either as an individual or through the entity you are representing or employed by otr are otherwise funded by or affiliated with or support/endorse. It will be mandatory to report any changes in relation to these intentions throughout the CCWG life-cycle. 4. The ALAC will collaborate with the other SOs and ACs to issue a call for participants and observers to join the CCWG, each in accordance with its own rules.

Thanks Harold. We do have gender balance in the ALT overall (or as much balance as you can have with 5 people) and that was one of my main targets. Although balance in the V-Cs would be good for optics, it does not really impact the decision process. V-Cs commit to a higher level of work, but all ALT members are treated equally in terms of discussion and decisions (when there are decisions, which is not that often). In this particular case, both Veronica and Holly had time constraints which prevented them from taking on the extra load, and I am just grateful that they accepted to ALT position at all. Veronica in particular has just taken on a new role at home, one that was not expected when she decided to take on the ALAC Member position, and I was worried it might impact her decision to accept the ALT role. And both Tijani and León have a great history of tireless work on behalf of At-Large and ICANN! ICANN57: A Real-Life Audio-Video Disaster Recovery Story Very few people realize what it actually takes to make an ICANN meeting run smoothly from the Network Operations Center backroom, where the InfoTech team orchestrates its magic with high energy. Youâve probably experienced the excellent remote capabilities to encourage diverse participation, good wifi on site, and generally, things run smoothly so you can focus on the real issues and discussions at hand. And this is a good thing. After Helsinki, we were starting to get prepared again...when we got the <https://www.icann.org/news/blog/fire-on-cargo-ship-affects-it-equipment-bou…>news that there was a fire aboard the ship which contained our equipment being transshipped from Helsinki to Hyderabad. (Spoiler alert: Iâm pleased to confirm all equipment is now in Hyderabad, and the team is setting up for what will again likely be an excellent meeting.) Let me share this remarkable disaster recovery story. When we began preparing for ICANN57 months ago, it was all fairly routine. We packed and shipped all of our technical equipment in a 40-foot and 20-foot sea container which included: 80+ crates containing over five miles of network cables, over 400 microphones, 650 international power strips, 75 MacBooks. We were preparing to get 800 mbps of bandwidth, at least two Internet service providers with redundant paths, and more. Within a week of the fire, we were told that the 40-foot container was in good shape, but the 20-foot container had possible damage from the fire and would be held for further inspection in Germany. We were instantly struck by the unique dimensions of this extraordinary incident. A fire on-board a seafaring container cargo ship, while the ship is docked in Germany, en-route to India. We also discovered how complicated the whole situation was given the ship belongs to an international company, the contents belong to a US corporation, the forwarding-agent is based in the US with inspection-rights governed by (200+ year old) maritime laws and with Insurance brokers and adjusters involved from both sides of the Atlantic. The multi-national dimensions of this incident were quite remarkable. We immediately made back up arrangements. Having catalogued exactly what was in each crate, we enacted two plans: a) a short-term plan to purchase replacement equipment so ICANN57 experiences no disruption; and b) a longer-term plan to work with insurance brokers (under maritime law) to recover the âstuckâ 20-foot container. This took a lot of work in a short amount of time, given the sophistication of our gear, which in total cost ICANN about $700,000 USD of unplanned expenses (the equipment itself plus shipping and other costs). But the real story is that of the ICANN InfoTech team. The manner in which this fire incident was handled is just another example of the professionalism and dedication that the ICANN org team members take to ensure we support the community. I am so proud of our team for working days, nights and weekends to work with every supplier, replace all equipment as well as pack it (our office was a bit of a mess!) and make arrangements to have it air-lifted to India. This was all to ensure that equipment would arrive in Hyderabad in time so that there will be no disruption to our service we provide at ICANN57. Most of the content was there but it was cleaned up and some typos corrected. Here is the correct version of the English language version. I was waiting to send it out when the Spanish and French versions were ready, but they took longer than planned and I was off email the last two days. Thanks. Also the electrical plugs is a good idea and sorry I did not think of it but for the past month I have been out 2 days each week for the Jewish Holidays and had to fit in my work for all 5 days into 3 days each week for past 4 weeks. The nominations period has now closed. If I have followed this thread correctly, we have the following nominations: AFRALO: Tijani Ben Jemaa APRALO: Holly Raiche EURALO: Veronica Cretu LACRALO: León Sanchez To date, we have had no public acceptances of these nominations, although all four have privately confirmed to me that they are willing to serve. Our rules do call for an acceptance to the ALAC list - a reply to this message confirming acceptance id sufficient. All four have also been nominated for a position of Vice-Chair. Please contact me privately and let me know to what extent you are interested in and willing to serve in this capacity. Although there are no explicit responsibilities associated with this role other than on occasion replacing the Chair, Vice-Chairs are committing to a higher level of time commitment that the other ALT members. On behalf of the Board Candidate Evaluation Committee (BCEC), we are seeking Expressions of Interest (EoIs) from Candidates who wish to serve as an ICANN Board Director. The selected Candidate will be chosen by the At-Large Community, and will serve for a 3-year term starting at the end of ICANN60 (2017 Annual General Meeting - AGM). Background Seat number 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large Community. This seat is currently occupied by Rinalia Abdul Rahim, who assumed the position at the end of ICANN51 (2014 AGM). Her 3-year term will be completed at the closing of ICANN60 (2017 AGM). Consensus Call: BMSPC and BCEC guidelines

The attached Guidelines for the operation of the Board Member Selection Process Committee (BMSPC) and the Board Candidate Evaluation Committee (BCEC) have been submitted by the chairs of the two committees, Tijani Ben Jemaa, and Julie Hammer, respectively. In both cases, the Chairs inform me that their guidlelines have been reviewed and approved by their committees. With this message, I am initiating a Consensus Call of the ALAC ratifying the BMSPC and BCEC Guidelines as per Paragraph 19.8 of our Rules of Procedure. The Consensus Call will end at 23:59 on Tuesday, 18 October 2016. If there are any questions of comments, please direct them to either this list or to me directly. Although message indicating support are welcome, they are not necessary. Evolving ICANNs Executive Team

Alan ==================== https://www.icann.org/news/blog/evolving-icann-s-executive-team Since my <https://www.icann.org/news/blog/changes-to-icann-s-global-leadership-team>last update on ICANNs Executive Team, I have made further enhancements to its structure to help provide continuity and optimize the ICANN organizations performance to better support the community. As Ive said before, this is an evolution, not a revolution. To help provide continuity of service, Ive asked that each member of ICANNs Executive Team appoint a number two to act as a deputy and stand in when needed. In our global environment, being able to delegate and empower alleviates pressure on any one person and helps us work smarter. This ultimately means better service to the community. I am happy to announce that my deputy is Akram Atallah. Akram has tremendous experience and knowledge of ICANN, having been interim CEO before. He heads up the Global Domains Division, which is the arm that implements community policy and provides many services to the community, such as global customer support, new gTLD operations and services to registries and registrars. Susanna Bennett will continue as Chief Operating Officer, but with some adjusted responsibilities. Board Operations, led by Melissa King, will now move from John Jeffrey to report to Susanna. I have also asked Susanna to set up a new Organizational Review team. This team will focus on the internal assessment and controls audit, and reporting of organization-wide performance, based on targets, to ensure best practices and alignment across the organization. Chief Financial Officer Xavier Calvez continues to report to Susanna and will remain on the Executive Team. Also continuing to report to Susanna will be the Global Operations and Security Operations teams. As CEO of the ICANN organization, I believe people are our most important asset. I have been fortunate to see the great work of a very talented group of colleagues. How we support these colleagues and help them with development is very important to me. To that end, Diane Schroeder has been promoted to Senior Vice President, Global Human Resources reporting directly to me and will join the Executive Team. Youll recall that Allen Grogan, currently reporting to Akram, is leaving ICANN in December. This role will be filled by a new Senior Vice President of Contract Compliance and Consumer Safeguards reporting directly to me. Finally, John Jeffrey will continue in his current role as ICANNs General Counsel and Secretary, and in that role will continue to be responsible for supporting the ICANN Boards work. I am also expanding Johns remit as we are creating a new role of an ICANN Complaints Officer. The ICANN Complaints Officer will receive, investigate and respond to complaints about the ICANN organizations effectiveness, and will be responsible for all complaints systems and mechanisms across the ICANN organization. We will be appointing someone to this role, reporting directly to John. This person will work closely with Ombudsman Herb Wayne. The Complaints Officer is an important role that will provide a focus point for the community if they have complaints about the ICANN organization. It is an additional way to keep the organization and me accountable to you, the global ICANN community. The purpose of the office is to ensure that complaints and particularly those of community members, about systemic issues or concerns about the organization are heard, reviewed, analyzed and resolved as openly as appropriate. I want to be clear though that this in no way replaces or supersedes the important role of all ICANNs formal accountability mechanisms. Having the right leadership structure and management discipline in place is critical to ICANNs success. Dear ALAC members, The ATLAS II Implementation Task Force is actively following up on the ATLAS II Recommendations contained in the At-Large Declaration drafted during the second At-Large Summit that took place in London in June 2014. I would like to draw your attention to Recommendation 41: Ref. https://community.icann.org/x/dpZCAw The ALAC should work with the ICANN Board in seeking additional sources of funding for At-Large activities. The ATLAS II IT fleshed this recommendation out to mean that the ALAC would work with the Global Stakeholder Engagement Team on sponsorship issues. The ALAC will be meeting with the Global Stakeholder Engagement (GSE) Team in Hyderabad. A. Should the ALAC discuss with the GSE about raising external funds and getting sponsors? Y/N B. Should an At-Large taskforce be established to tackle sponsorship issues, including the development of the sponsor database? This taskforce would bring all RALO leaderships together to give them tools to help them with raising sponsorship for F2F GAs, showcases, etc. Y/N Looking forward to your kind responses. Dear ALAC members, The ATLAS II Implementation Task Force is actively following up on the ATLAS II Recommendations contained in the At-Large Declaration drafted during the second At-Large Summit that took place in London in June 2014. I would like to draw your attention to Recommendation 40: Ref. https://community.icann.org/x/dJZCAw ICANN should offer a process similar to the Community Regional Outreach Pilot Program (CROPP), but applicable to short lead-time budget requests not related to travel. The ATLAS II IT, and Outreach & Engagement working group and the ALAC Finance and Budget Sub-Committee expanded the recommendation and made requests. The current status is a follows: Starting from FY17, members of the Regional At-Large Organizations (RALOs) have access to a discretionary fund of $10,000 USD <https://community.icann.org/download/attachments/54696459/Access-by-RALOs-f…>-- managed by the regional teams of ICANN’s Global Stakeholder Engagement (GSE) Department -- to organize local outreach and engagement activities about ICANN policy issues. Those activities include presentations and brown bag lunches held by professional speakers at a minimum cost. Each RALO can receive up to $2,000USD from the GSE and use it to cover travel, meals, promotions, and other expenses related to the events. For complete transparency and proper oversight, the regional GSE teams review RALOs’ budget requests through a defined process. I would like to draw your attention to Recommendation 6: Ref. https://community.icann.org/x/LpZCAw ICANN’s MSM should serve as the reference in encouraging all participants (individuals or parties) to declare and update existing or potential conflicts-of-interest, each time a vote takes place or consensus is sought. The ALT has discussed this point last night. The proposal is: A - that the ALAC follows the GNSO's example in requiring ALAC members and liaisons to state any changes to their SOI at the beginning of every monthly teleconference or B - The alternative is to mention at the beginning of every ALAC and ALT meeting (and hopefully RALO meetings too, although I am aware no vote takes place there) that members should keep their SOI updated. My feeling is that it would be also helpful to have a link to the SOI page included each time in this agenda item, should anyone wish to update their SOI on the spot. FYI - SOI pages are on: https://community.icann.org/display/atlarge/At-Large+New+SOIs+Workspace We could go further and encourage any members of a working group to have an SOI --- but this would go further than the recommendation since no votes usually take place in working groups. ATLAS II Recommendations Implementation

Dear ALAC, as you know, the second At-Large Summit, aka ATLAS II, brought together 150 At-Large Structures to the ICANN meeting in London in June 2014. One of the outputs of that meeting was an ATLAS II Declaration, ratified by our community by acclamation and transmitted to the ICANN Board. But recommendations are one thing. Implementation of these recommendations are another. The ATLAS II Implementation Task Force picked up the Declaration, fleshed it out, coordinated action items with At-Large working groups, task forces, sub-committees, RALOs and individuals, as well as other ICANN departments, to expand the recommendations, file them and implement them. The results are very impressive: out of 43 recommendations, 34 (80%) have been addressed and implementation has taken place or is in the process of taking place. 9 (20%) are either unsuitable for implementation or require further clarification, consultation, and follow-up with relevant parties. This is all thanks to the amazing amount of work that has been furnished over the past two years by a few working groups and individuals, so kudos to them! We plan to be sending the final report on implementation of the recommendations to the Board very soon, possibly for ICANN 57 in Hyderabad.
