At-Large Travel Fresh Start

Dear All, Thank you again for your feedback on the At-Large travel policy. I want you to know that we have heard your concerns regarding the proposed At-Large travel policy and we want to keep discussing it with you. The need for an objective, utilitarian and flexible travel policy still exits to ensure that those actively engaged in ICANN work are in the best position to participate and we are actively planning for the future. For ICANN80, we propose to revert to the allocation of 15 slots to the ALAC, 10 to the five RALOs and 3 for ALAC Liaisons and one for the ALAC Chair. Given that 3 ALAC members are unable to travel to Kigali, we would like to offer them to AFRALO to allocate as they wish. These 3 slots are unused ALAC slots so they are not drawn from expected slots. For ICANN81, as this is the Annual General Meeting, we will also use the allocation which also supports the travel for outgoing, incoming, and continuing ALAC and Regional Leaders, according to their regional rotations For the longer-term development of an At-Large travel policy, starting as early as May 2024, we suggest engaging in regional listening sessions where everyone has the opportunity to share their views and explain any concerns in a structured manner. Should you agree, we've asked Melissa Allgood, a member of ICANN org specializing in conflict resolution, to lead these discussions as a neutral facilitator. Melissa will not act as a representative of ICANN org, but rather will structure our dialogue to ensure that all participants are heard and their views considered. We will work with RALO leaders to include these listening sessions at a time that best meets the needs of each region, perhaps during scheduled monthly calls. The development of a formal At-Large travel policy will take some time and we would like for all voices to be heard and considered. Ideally, we would like to work jointly with you - - in eliminating subjective answers with agreed, objective metrics that meet well crafted expectations of volunteers in performing the role of the ALAC as tasked under the ICANN Bylaws. Such a policy should be reflective of the values of the bottom-up multi-stakeholder model. Let us move forward in an inclusive, constructive, transparent, and respectful manner within our community. I would like to highlight the following topics: *Results on members vote on ccPDP4* The vote determines whether the ccNSO membership supports the ccNSO Council recommendation to adopt the proposed ccPDP4-IDN ccTLD policy. 56 % of the Emissaries voted. 97% of the votes cast were in support of the ccNSO Council recommendation to adopt the proposed ccPDP4-IDN policy. A vote report is being drafted and will be posted when published by the ccNSO. *Next Steps:* Draft of election report. Include it in the Board Report. Board consideration will include a public comment period, and Board will also seek GAC advice. The WSIS+20 FAQ for ccTLDs is a comprehensive guide to understanding the significance of the 2025 review of the World Summit on the Information Society (WSIS+20 <https://www.itu.int/net4/wsis/forum/2024/>) for ccTLDs. During ICANN78, the IGLC held a working session where ccTLD community members and ICANN’s Government and Intergovernmental Organization Engagement (GE) team explored what the hot issues in Internet governance are on a regional basis. Summary of APRALO Poll on Travel Policy

Dear All, The APRALO LT carried out a poll (Link: https://forms.gle/gabjf8fshuM7x1pZ7) with the community related to the Travel Policy in order to find out the views of our community. 34 people participated in the poll. Sharing below a summary of the same. Do note since the poll was conducted prior to the Pilot Travel Policy being shelved some of the responses will not be relevant. - 76% respondents supported the APRALO LT position on the Pilot Travel Policy. - 63% opined that the Pilot Travel Policy should be rejected. - 82% respondents felt that APRALO should have the discretion on how to use the 2 travel slots of the RALO - 94% felt that APRALO should be empowered to set APRALO specific metrics to evolve the travel policy which is fair and accountable and where required people for the meetings are predictable - In terms of suggestions for what could be the 2 or 3 parameters APRALO should apply metrics on to establish the new travel policy program for the RALOs, were: Engagement and Participation Equity Impact Assessment of Contribution (RALO, Community, IG) Diversity & Inclusion Incentive to engage Prioritize travel slots for RALO members who have proposed specific session topics, workshops, or initiatives that align with ICANN's strategic objectives and interests of the At-Large community. We discussed the response in our Monthly Call yesterday and decided that the next step will be to deliberate further in a small group on these metrics and then discuss with the APRALO community. Where you find that the relevance of the guideline “Capacity-building efforts enhance understanding and skills of stakeholders, particularly those from developing countries and underrepresented communities» not important while I find it very important. This statement is in response to the letter<https://www.icann.org/en/system/files/correspondence/swinehart-to-soac-chai…> to the SO/AC Chairs dated 13 February 2024 from Theresa Swinehart, Senior Vice President, Global Domains & Strategy at ICANN, seeking the community input on ‘...the timing of the Fourth Accountability and Transparency Review (ATRT4) and whether there is a need for a deferral of the ATRT4 for a limited time’ following the Board’s deliberations regarding the proceeding with the Pilot Holistic Review in their Montevideo Board Workshop. The statement notes that the ALAC / At-Large Advises against any delay in convening ATRT4 as such delay would, in our view, negatively affect this key to legitimacy and recommends starting ATRT4 as close to the current schedule as possible without waiting for the conclusion of the Pilot Holistic Review. During the call of the Operations, Finance, and Budget Working Group of 21 March 2024, leadership called for a 24-hour consensus call of the ALAC to begin on 21 March 2024.
