Hi Marita Sorry about the confusion. Ricardo is doing his numbers bit on the budgets. There are two slides (at least) after that. The first is what we said on the ICANN budget on the MSM. The second is on the ICANN response to ALAC’s comments, Since you prepared the comments for the ICANN budget on the MSM issue, I was assuming you would want to talk to your comments. The second lot would be based on the comments you found by ICANN commenting on our comments. I assumed you would want to report on your find, but am happy to report on them. Hi Ricardo First - time zones: KL is UTC plus 8 On the PTI/IANA budget - No it hasn’t been officially released for comment. What I was referring to was the presentation by Kim Davies explaining about the PTI/IANA budget. Silvia - would you please send a copy of that presentation (on August 11/12) by IANA/PTI of their budget to Ricardo (copy to me) Under ICANN public comments, it is listed on the ICANN website under ’upcoming proceedings’ for September - so it isn’t out yet but will be this month. The ALAC Rules of Procedure are very clear on the makeup and responsibilities of the ALT. It is a regionally balanced group of five ALAC members including the ALAC Chair. The other four members may take on responsibilities delegated by the Chair (as may other ALAC Members!) and act as advisors to the Chair. The ALT has no authority to take decisions on substantive matters. To quote RoP 6.2 6/2 The ALT shall have no other explicit responsibilities and is not empowered to make substantive decisions on the part of the ALAC unless urgency or confidentiality precludes consulting the ALAC. In such a case, the decision needs to be ratified with the ALAC as soon as practical. Note that even the ALAC Chair has very limited decision-making authority. Anything of substance must go to the entire ALAC. The concept of the ALT goes back to the start of the ALAC (once RALOs were created). As alluded to by Carlos, it used to be called the ExCom, but that name was changed to the ALAC Leadership Team to remove any implication that there was a decision-making component to its work - it has always been a regionally balanced advisory and consultative group. Lastly, I note that the current RoP were first approved in 2013, and have now had five revisions. All have been approved either unanimously by the ALAC, or with a VERY strong majority - including Revision 5 a few days ago, which had 1 abstention and 14 votes in support (including Carlos). APIGA ALAC Team

Today I supported the Asia Pacific IG Academy ALAC team who (1) developed their definition and position statement on DNS Abuse and made recommendations to ICANN to help to mitigate the risks to end users of DNS Abuse, then (2) negotiated common ground on DNS Abuse with the GAC team and then (3) defended their position against the GNSO team. Mary Wong had explained the roles of the different groups yesterday so they were right onto their role-playing today. I have already told them that you would be quaking in your boots if you had heard them pushing the enduser perspective with the GAC (who were very supportive) and the GNSO. Both these groups were also true to their roles as well.

Planning Prioritisation Framework V2

Dear ALAC members, The Planning Prioritization Framework V2 is now published on the ICANN Finance and Planning Community wiki workspace here (Planning Prioritization Framework V2 <https://community.icann.org/display/projfinadhocws/Planning+Prioritization+…> ). The pilot concluded in May 2022 on Board-approved Specific Review recommendations. The community participants in the pilot, including Cheryl Langdon-Orr and Jonathan Zuck, prioritized the list of recommendations in four meetings. Information on the Pilot can be found here <https://community.icann.org/display/projfinadhocws/Pilot+April+and+May+2022> . We now have been requested to nominate members to the FY24 Planning Prioritization Group that will meet in September and October to provide input to ICANN org ahead of the publication of ICANN org’s Draft Operating Plan & Budget for FY24. Given that the FY24 Prioritization exercise follows so soon after the conclusion of the pilot, after consultation with ICANN Org, I believe that the most effective and efficient manner of proceeding with the FY24 Prioritization exercise is to continue to rely on the same community members who participated in the pilot. Based on their outstanding representation in the Prioritization, I would like to re-appoint Cheryl and Jonathan for the FY24 period. GAC-GNSO Closed Generics Small Group

Dear ALAC members As you know, we have been expecting an invitation from the GAC and the GNSO to participate in the small group which will attempt to resolve the closed generics issue. That invitation has now arrived. The challenge in the selection was to identify a member and alternate for the group who are up to speed on the issue and who fully understand the positions that the ALAC has taken on it over the last decade (since the 2012 round of New gTLDs). In conjunction with my Vice-Chairs and in consultation with Justine and the immediate past ALAC Chairs, I have identified Greg Shatan as member and Alan Greenberg as Alternate. This selection has the support of the full ALT. I would like the concurrence of the ALAC, so if there is any strong opposition, please let me know and I will schedule a formal vote. Regards Maureen
