http://blog.netchoice.org/2009/06/pausing-for-breath-on-a-didgeridoo.html Pausing for Breath on a Didgeridoo The didgeridoo performance that kicked off this week's ICANN meeting in Sydney prompted Chairman Peter Dengate Thrush to marvel at how the player produced a continuous sound without pausing for breath. The didgeridoo could become the official instrument at ICANN, which pushes ever forward with its plans, often without pausing to respond to the legitimate concerns of stakeholders. ICANN has a lot on its plate this week -- the upcoming expiration of its formative agreement with the U.S. Government, the introduction of hundreds of new top-level domains (TLDs), internationalized TLDs, and internal restructuring, just to name a few. What's concerning is that with such a loaded agenda, ICANN seems to be succumbing to an artificial sense of urgency, trying to mow through complex, challenging policy changes without taking the time needed to get the policy right. One example of this trend was Monday¹s discussion of vertical integration among registries and registrars. It's a complicated issue, and one that could have serious ramifications for all Internet users, as I tried to point out in my comments: > Allowing registries (wholesalers) to be owned by registrars (retailers) and > vice versa may have some beneficial effects for the market, but also may have > severe unintended consequences for Internet users in the business community > and elsewhere. > > The economists brought in by ICANN talked about market power problems with > exclusive or preferential vertical contracts. But registrants are also > impacted by old fashioned spite and rivalry, if it compromises market > performance. For instance, some registrars choose not to sell some TLD > domains because they don¹t want to enrich a competing registrar who¹s running > the TLD registry. > > This isn't just hypothetical concern -- it's happening today with the dot me > TLD. .me is a GoDaddy project, so some rival registrars don¹t even show .me as > an available TLD. If I¹m a registrant in .me, or trying to build a social > network around .me domains, I lose when inter-registrar rivalries suppress > registrations (and traffic) in the TLD. The complexity and lack of consensus on the issue was illustrated by the free-flowing (and long-running) debate that followed the discussion, but the buzz in the hallways is that ICANN is in a hurry to make a final determination on this issue to clear the way for the introduction of new top-level domains. Unfortunately, that buzz is a familiar tune, since ICANN often deems that meeting its own deadlines is more important than achieving real consensus on serious issues. As much as we enjoy the continuous sound of the instrument, it may be time for the organization to stop and take a breath. --Steve DelBianco

Most Popular Invalid TLDs Should Be Reserved

Hi folks, Some of the root server operators post public statistics for their domain name traffic at the top-level. For example, the graph (which can take a bit of time to generate, given ICANN's slow servers) for the L-root server's most popular TLD queries: http://stats.l.root-servers.org/cgi-bin/dsc-grapher.pl?window=604800&plot=q… demonstrates, to no one's surprise, that .com is king. What's more interesting, though, especially given the new gTLD debate, is to look at the most popular invalid (non-existent) TLDs: http://stats.l.root-servers.org/cgi-bin/dsc-grapher.pl?window=604800&plot=q… This list will vary depending on caching and the geographical location of the root server, but for the L-root, .local, .belkin, .home, .lan, .invalid .domain, .localdomain, .wpad, .corp, .maps, .html, .router, .host, .mshome, .htm and so on show popularity in the past week. Given what transpired with the wildcarding of .cm http://www.circleid.com/posts/nation_of_cameroon_typosquats_com_space/ and the current lack of a prohibition of wildcarding for new gTLDs (despite our own input into the public comment periods), it's clear that these TLDs will be in demand by those who hope to take advantage of the built-in DNS traffic hardcoded into routers, LANs and other private networks, and from typos of existing TLDs. I recommend that the Security and Stability Advisory Committee compile statistics on invalid TLD queries across all root servers, and from popular ISP-run DNS servers, in order to create a Reserve List. The list of at least the top 1000 invalid TLDs should be made public to ensure transparency, and be pruned only with the consensus support of the community. Dot-Pro tries to get fee reductions from ICANN

Hi folks, The following letter posted to ICANN's website might be of interest: http://www.icann.org/correspondence/sigmar-to-pritz-17jun09-en.pdf where a registry who already had a contract with ICANN is trying to gain one-sided concessions. In the world of ICANN, if you're a registry operator, you can promise the world when you apply for a new gTLD, but if things don't work out, you simply ask for concessions. The rule should be "a contract is a contract is a contract" (unless it's an anti-competitive one that is against the public interest, like the monopoly dot-com contracts, where the government or the courts should feel free to break/void those contracts to protect consumers). Go back to their initial business plan/application/approval: http://www.icann.org/en/tlds/pro2/ http://www.icann.org/en/tlds/pro2/Registry%20Operators%20Proposal.htm http://www.icann.org/en/minutes/prelim-report-14mar02.htm In D13.2.2 of the 2nd link: " A detailed profit and loss account that provides a breakdown of revenue and costs on a monthly basis. From a revenue perspective, we have assumed that RegistryPro commences operations in month 6 and that during the initial sunrise and landrush period, 1,000,000 registrations are sold. After this period, registrations are anticipated to be approximately 90,000 a month and increase at between 0% to 10% per month depending on the level of marketing activity." Keep reading the above links for their fiction about the "demand for .pro", their marketing plan, etc. (and keep that in mind whenever you read anything from new gTLD advocates, including ICANN). And then go back to their letter to ICANN saying: "A lower fee would enable the registry to invest in marketing and branding initiatives that will make us competitive with other similarly sized registries." Hmmm, what about your original BUSINESS PLAN??? .pro is a failed registry, with only 36,000 registrations after 6 years. It should be put out of its misery and be phased out of the root.
