Kind regards, Chantelle __ Just a reminder that as part of its Affirmation of Commitments (AoC) requirements, ICANN is seeking applicants to serve on the Second Security, Stability, and Resiliency of the DNS (SSR2) Review Team as a volunteer member. Candidates are asked to submit their applications to reviews(a)icann.org<mailto:reviews@icann.org> by 15 August 2016, 23:59 UTC. SSR2 Review - How to Apply Interested individuals are invited to provide the following: * A resume (maximum three pages), detailing relevant work and/or academic experience, as well as subject matter knowledge; * A letter of motivation detailing your interest in serving on the Review Team and what you will bring to the team. Please include any experience participating in previous ICANN reviews; * A Statement of Interest; * Specify the Supporting Organization or Advisory Committee with which you are affiliated; Email application materials to reviews(a)icann.org<mailto:reviews@icann.org>. More information on the scope of, and expertise expected of volunteers to serve on this Review Team is specified in the Call for Volunteers. This call is intended for individuals interested in applying for a position of Review Team Member, in representation of a Supporting Organization (S0) or Advisory Committee (AC), or as an independent expert. ICANN has recently adopted new Bylaws that are not yet effective that introduce new selection processes for AoC review teams. Accordingly, this Call for Volunteers, as well as the timelines described below, may be updated by ICANN during this application period to reflect these new procedures, if and when they become effective. We will keep you updated as needed. FILED: BC comment on Fellowship Program Application Process Review

Today the BC filed comment (attached and below) on the ICANN Fellowship Program Application Process Review. https://www.icann.org/public-comments/fellowship-application-process-review… Thanks again to Andrew Mack and Jimson Olufuye for drafting. — The BC strongly supports proposed revisions to the Fellowship program that would give priority to applicants from underserved and under-represented communities who express financial need to attend ICANN meetings. We also support an emphasis on diversity (in terms of gender, sector, region, and experience) as part of Fellows selection criteria. As part of this push for diversity, the BC would like to strongly encourage the inclusion of more Fellows from global south businesses , including small businesses. The BC stands ready to work with Fellowship program staff to help these attendees learn about ICANN and to support their active participation. The BC recommends as part of this review the provision of statistics on the performance of the program with respect to different stakeholder groups (government, business, civil society, technical and academic community.) The result obtained would help focus more on disadvantaged community/ies as part of process of advancing balance in community participation and diversity.

Call for Volunteers: GNSO Review Working Group In Brief The Generic Names Supporting Organization (GNSO) Council adopted the Charter<http://gnso.icann.org/en/drafts/gnso-review-charter-11jul16-en.pdf> of the GNSO Review Working Group during its meeting on 21 July 2016. This Working Group is tasked to develop an implementation plan for the GNSO Review recommendations<http://gnso.icann.org/en/drafts/review-feasibility-prioritization-25feb16-e…> which were recently adopted<https://www.icann.org/resources/board-material/resolutions-2016-06-25-en#2.e> by the ICANN Board. This is the Call for Volunteers to join this Working Group. Anyone interested in the GNSO Review and contributing to the development of the implementation plan and subsequent implementation is encouraged to volunteer. What This Working Group Will Do Per the GNSO Review Working Group Charter<http://gnso.icann.org/en/drafts/gnso-review-charter-11jul16-en.pdf> the GNSO Review Working Group will be responsible for developing an implementation plan, containing a realistic timeline for the implementation, definition of desired outcomes and a way to measure current state as well as progress toward the desired outcome for the GNSO Review recommendations adopted by the ICANN Board (thirty-four (34) recommendations of the Final Report<https://www.icann.org/zh/system/files/files/gnso-review-final-summary-15sep…> of the Independent Examiner (i.e. all recommendations excluding recommendations 23 and 32). This implementation plan is to be submitted for approval to the GNSO Council, followed by consideration by the ICANN Board. Following the approval of the implementation plan, the Working Group is also expected to execute and oversee the implementation of the GNSO Review recommendations unless specified differently in the implementation plan. The GNSO Review Working Group will also be responsible for considering any new requests by the GNSO Council concerning issues related to the GNSO Council processes and procedures and to Working Group guidelines that have been identified either by the GNSO Council, or a group chartered by the GNSO Council, as needing discussion. However, the first priority of the Working Group will be the development of an implementation plan and the subsequent implementation of the GNSO Review recommendations. Timeline and Deliverables The GNSO Review Working Group is expected to deliver the implementation plan to the GNSO Council for consideration at the GNSO Council meeting at ICANN57 at the latest in order to meet the Board set objective of ‘an implementation plan, containing a realistic timeline for the implementation, definition of desired outcomes and a way to measure current state as well as progress toward the desired outcome, shall be submitted to the Board as soon as possible, but no later than six (6) months after the adoption of this resolution’ i.e., December 2016. How to Join Each GNSO Stakeholder Group and/or Constituency will identify one primary and one alternate member to serve on the GNSO Review Working Group. In addition to these appointed members, anyone interested will be able to join this working group as a participant or observer. Please note that participants are expected to attend conference calls and to actively participate in online discussions. They also must submit a Statement of Interest per Section 5.0 of the GNSO Operating Procedures<http://gnso.icann.org/en/council/op-procedures-16feb16-en.pdf>. The Final Report of the independent examiner was published on 15 September 2015 (see https://www.icann.org/en/system/files/files/gnso-review-final-15sep15-en.pdf) and contained 36 recommendations in the areas of: participation & representation, continuous development, transparency and alignment with ICANN's future. The GNSO Council adopted the GNSO Review Recommendations Feasibility and Prioritization analysis (see:http://gnso.icann.org/en/drafts/review-feasibility-prioritization-25feb…) on 14 April 2016 with the modification of Recommendation 21, that the council recommends staff working with the GNSO to institute methods of information sharing of highly relevant research related to gTLDs to help the GNSO community members increase their knowledge base (low priority). On 25 June, the ICANN Board accepted the Final Report from the independent examiner, taking into account the GNSO Working Party's Feasibility and Prioritization Analysis of the GNSO Review Recommendations, adopted with modifications by the GNSO Council. The Board adopted thirty-four (34) recommendations of the Final Report (i.e. all recommendations excluding recommendations 23 and 32). Furthermore, the Board requested that the GNSO Council convene a group that oversees the implementation of Board-accepted recommendations. (see https://www.icann.org/public-comments/draft-restated-articles-incorporation… ) The BC believes that the restated Articles faithfully reflect changes required to implement the approved CCWG and CWG proposals, and we support the restated Articles with one qualification: In previous BC comments on transition documents, we stated our assumption that ICANN would remain a California non-profit corporation, since that form of legal organization supports the legally enforceable powers of the Empowered Community as sole Designator. The original and restated Articles of Incorporation include this in Section 2: 2. This Corporation is a nonprofit public benefit corporation and is not organized for the private gain of any person. It is organized under the California Nonprofit Public Benefit Corporation Law for charitable and public purposes. BC support for these Articles of Incorporation relies upon ICANN Legal Department’s written statement that “organized under” has the same meaning as “incorporated under”. On 26-Jun-2016, ICANN Legal Counsel issued this statement: There is no legal difference between the term “organized” or “incorporated” in this instance. They both would demonstrate that ICANN is created pursuant to California law, and using either term, ICANN is bound to file its Articles of Incorporation in California and maintain an address and an agent for service of process in California. Though they mean the same thing, ICANN has – since 1998 – used the term “organized” within its Articles. The term “organized” is the more appropriate term to use for organizations of ICANN’s type, and is even the recommended term provided by the California Secretary of State in model forms for Nonprofit Public Benefit organizations like ICANN (See form ARTS-PB-501(c)(3): "It is organized under the Nonprofit Public Benefit Corporation Law”. Available at Bpd.cdn.sos.ca.gov/corp/pdf/articles/arts-pb.pdf ). For those unfamiliar, the California Secretary of State is responsible for the filings and maintaining business records for California organizations. Adherence to the model usage of the language is recommended, and there does not seem to be a compelling justification to change from the historical and accepted usage. The BC requests that ICANN add a footnote to the new Articles of Incorporation to summarize the above explanation. The BC suggests this text for the footnote to section 2: The term “organized” has the same meaning as “incorporated” in this context.
