http://www.icann.org/en/news/announcements/announcement-2-23apr12-en.htm TAS Interruption - Update (23 April 2012) Statement by Akram Atallah, COO 23 April 2012 ICANN made progress over the weekend in identifying all applicants who may have been affected by the technical issue that caused the TLD application system, or TAS, to be taken offline. We also want to inform all applicants, prior to reopening, whether they have been affected by the glitch, and are still gathering the information we need to do that. Testing the fix is also proceeding well. As noted in the FAQs posted on Saturday, we have postponed publication of the list of applied-for new domain names, which was previously planned for 30 April. Everyone involved in the new gTLD program is committed to bringing TAS back online as soon as possible. Thank you again for your patience. Business Constituency (BC) comments on SSR Review Team Draft Report

Attached are comments of the ICANN Business Constituency (BC), regarding the draft report of the SSR Review Team. These are initial comments of the BC on this draft report, which we acknowledge filing during the portion of comment period designated for reply comments. While the BC supports a two-part comment period, we are finding that the time for initial comments should be lengthened. In addition, we believe that comment periods should be extended whenever an ICANN public meeting occurs during the comment period. Public meetings require intense participation for several a days, leaving little time to prepare public comments. A simple solution would be to add 7 days to any public comment period that includes dates of an ICANN public meeting. Request for alternate member for SCI

Dear members, I am currently the only member of the BC on the Standing Committee on GNSO Improvements Implementation, which is responsible for reviewing issues that arise from the reform policies that were established when the bicameral structure came about and the GNSO Council evolved into a PDP oversight body. For newcomers to the BC that last sentence may sound like code, but longer term BC members will recall our most recent review and restructuring process. The net net is that several working groups reviewed outdated policies or developed new ones to fit the bill and now the ICANN Community is using those policies in practice. From time to time, unforeseen issues arise or mechanisms don't work as anticipated. These then are sent to the SCI to consider the problem and come up with solutions to resolve the issue. My former SCI colleague has left the BC, so the Constituency is in need of a replacement as all ICANN Constituencies have two representatives. We have a number of new members in the BC, so I would encourage you to consider joining me and learning the ICANN process from an interesting perspective. The workload has been light to date; just now we have a few things on the table that need review. As reported earlier, we believe that we have fixed the glitch. We continue to test the solution and to conduct research to determine which file names and user names were potentially viewable, as well as which applicants had the ability to see them. We will provide additional information tomorrow to address questions that we have received about the glitch. This resulted in some applicants being able to see some other applicants' file names and user names. As reported yesterday, we are seeking confirmation that the solution we have implemented for this issue is effective. We are also conducting research to determine which applicants' file names and user names were potentially viewable, as well as which applicants had the ability to see them. Many organizations are seeking information on whether we will proceed with the planned publication of applied-for domain names on 30 April. We will update the target date for publication as part of our update on the timing of the reopening, no later than /Friday, 20 April at 23.59 UTC/.

Per discussion in Dakar and on our 10-Nov member call, here is a draft of BC comments on the a proposed alternative to the for Continuity Operations Instrument in the new gTLD Program. Jon Nevett prepared this draft. This comment period and docs are described here<https://www.icann.org/en/public-comment/rysg-proposal-cof-17oct11-en.htm>. These comments are due 2-Dec, giving us 10 days for review and approval. This is less than the 14-day period required in our charter, so I am requesting an expedited review period. If any member has substantive objections to the expedited review, we can go to 14 days and submit our comments after the ICANN due date. All BC members are invited to suggest edits. Our goals remain to get a full understanding of this issue, fix the problem, notify those who have been affected, and reopen the application window as soon as possible. We are doing our best to mitigate the impact of this issue on the application process. As reported earlier, some applicants were able to see file names and user names that belonged to other applicants. An intensive review has produced no evidence that any data beyond the file names and user names could be accessed by other users. In addition, it does not appear that this issue caused any corruption or loss of data. We are currently reviewing the data to confirm which applicants were affected. As soon as the data is confirmed, we will inform all applicants whether they were affected. We are continuing to look at the technical issue and using outside experts to resolve any open issues before we reopen the application window. We are extensively testing the system to ensure that all aspects of the issue have been fully addressed. We will reopen the application system as soon as we have full confidence that the problem has been resolved. As noted in yesterday's update, we will announce no later than 23:59 GMT/UTC on Monday, 16 April, whether we will reopen on Tuesday, 17 April. 30 April remains our target date to publish the applied-for new domain names, but this is subject to change. We apologize for any concern this issue is causing. In keeping with ICANN's longstanding commitment to transparency and accountability, we will continue to provide regular updates at <http://newgtlds.icann.org/en/applicants/tas/interruption-updates> until the issue is resolved and the application window has reopened.
