Dear Members, Thanks for your contributions to the draft BC comment on ICANNs Vision, Mission & Focus for 5-year Strategic Plan. I have incorporated the comments by members Aparna Sridhar, David Fares, Nat Cohen, and Marilyn Cade. Please find attached the individual documents that I will submit to ICANN in a few hours time ahead of the deadline. (I notice that no other comments have been submitted at all yet.) In particular with regard to the Vision I believe I have incorporated the comments of Aparna Sridhar, David Fares, and Marilyn Cade. The BC suggested version of the Vision is the shortened version (not including public interest) whilst the BC statement request How this is incorporated .. deserves more discussion with the ICANN community. I also have added a point I made on the BC call in the Focus Area: IV. Striving towards technical and operational excellence being BC also notes that IANA has been dropped from the title of the focus area but management of IANA function should remain a key strategic objective. Attached is the current draft BC comment on ICANN’s Vision, Mission & Focus for 5-year Strategic Plan, which came out of last summer’s "brainstorming" by board, community and staff. (link<http://www.icann.org/en/about/planning/strategic-engagement/focus-areas-29o…>) Tim Chen and Chris Chaplow led drafting of the BC comment, with help from Martin Sutton, Marilyn Cade, and Andrew Mack. Comments close 31-Jan, so today begins our 14-day review period. We need draft comments for Focus Area V: Defining role clarity for ICANN in the Internet governance ecosystem. Yesterday I shared my views about ICANN limiting its mission and avoiding entanglements in the broader I-Gov debate. If no BC members contribute text for Area V, then I can draft something next week. Election Procedure: BC Officer Elections 2014

Dear BC Members, Please find attached the election procedure for the upcoming BC Officer elections which will open on Jan. 30th, 2014. The attached election procedure covers: . time-frames for the three stage process outlined in the BC Charter . description of open seats; . who is eligible to nominate, or accept a nomination . how to nominate; . how to accept a nomination, . candidate statements . when the elections will be held, . outcomes of election announcement . as exception: ties in any election The BC Charter provides the basis for the elections and is referenced in the relevant sections of the Elections Process, in particular Sections 4.2-4.7, 5, and 8.2.3. Eligibility for participation in the elections process is referenced in Section 11, regarding payment of Membership fees. Eligibility to stand for election is referenced in section 4.7 of the Charter. Questions about status of payment of dues should be sent to <mailto:bc-secretariat@icann.org> bc-secretariat(a)icann.org, but final status is determined by the BC ExComm who will make final determinations based on payments received. Study<http://whois.icann.org/sites/default/files/files/cmu-misuse-study-26nov13-e…> on Whois Misuse (comments close 18-Jan) In 2009, the BC prompted this study of whether "Public access to WHOIS data leads to a measurable degree of misuse – that is, to actions that cause actual harm, are illegal or illegitimate, or otherwise contrary to the stated legitimate purpose." BC members Jimson Olufuye, Susan Kawaguchi, and John Berard drafted a comment that we circulated on 9-Jan. Yesterday, David Fares suggested that measures to address misuse should not jeopardize access to Whois data, prompting Steve D to add a sentence to the attached draft (1st attachment). 2. Proposed Specification 13 to the Registry Agreement for certain aspects of ".Brand" new gTLDs (comments close 31-Jan). Normally, I would not seek to raise such a seemingly parochial matter, but a report from the BC Chair about a recent meeting Fadi had with SO and AC leaders suggests there is reason for us to take up the matter. According to the report, there is concern that the representation is not international enough; that the volunteer base is too U.S. and/or European. --- Channel 3. Supporting discussion/voting on matters before the Commercial Stakeholders Group (CSG) Marilyn Cade, CSG Liaison Developments in global internet governance and implications for ICANN and for private sector role. --- Channel 4. BC statements and responses during public meetings (outreach events, public forum, etc.) ICANN plans to delegate Singular and Plural forms of same string, despite GAC advice and community concerns. The BC sent a letter to ICANN CEO and Board on 22-Oct (link<http://www.bizconst.org/Positions-Statements/Singular-Plural%20TLDs.pdf>). Steve re-iterated those requests at the Public Forum in BA, asking if the Board shared the BC concerns. NGPC member Mike Silber replied, "Yes, several of us are very concerned about this." On 20-Dec, Steve and Andy Abrams circulated a second draft letter to the New gLTD Program Committee, citing an appeal process the Board recently approved for ccTLD IDN String Confusion.
