Marie: As Interim Chair of the WG and GNSO Liaison I have been informed by ICANN staff that the initial call/Adobe chat for the group will be the second or third week of April. While there is no absolute deadline for signing up, doing so now ensures that you'll be there at the start. It is already up to 98 members and 39 observers (see https://community.icann.org/pages/viewpage.action?pageId=58729950 )so the management of a group that large, dealing with the multitude of issues it faces, will be a challenge. The work of the CCWG-Accountability is carried out in two Work Streams: Work Stream 1: focused on mechanisms enhancing ICANN accountability that must be in place or committed to within the time frame of the IANA Stewardship Transition; Work Stream 2: focused on addressing accountability topics for which a timeline for developing solutions and full implementation may extend beyond the IANA Stewardship Transition. WHAT IS THE CCWG-ACCOUNTABILITY FOCUSED ON? With the completion of the Work Stream 1 report and delivery to NTIA in March 2016, work is beginning on the implementation of the Work Stream 1 recommendations, followed by the development of a Work Stream 2 report. Work Stream 2 items are listed in Annex 12 of the CCWG-Accountability report [PDF, 6.03 MB], as follows: Considering improvements to ICANN's standards for diversity Focused efforts to enhance ICANN's transparency Improving and clarifying expectations of ICANN staff accountability Enhancing the accountability of ICANN's Supporting Organizations and Advisory Committees Addressing jurisdiction-related questions, focused on applicable law for contracts and dispute settlements Developing a Framework of Interpretation for ICANN's Human Rights commitment and proposed draft Bylaw (more information in Annex 5 of the Work Stream 1 Report) Considering enhancements to the Ombudsman's role and function INTERESTED IN JOINING THE EFFORT? The CCWG-Accountability is open to anyone who wishes to join, and the group welcomes all interested stakeholders to join in this next phase. There are two ways to join the CCWG-Accountability: Individual Participants – Participants are expected to actively contribute to mailing list conversations as well as meetings. Each potential participate will be required to provide a Statement of Interest (SOI) before being designated as an individual participant and have posting rights to the mailing list. It is anticipated that participants will provide essential input to the process. Mailing list observers – for those who are only interested in monitoring the exchanges of the CCWG-Accountability. Observers are offered read-only access to the mailing list. At any point in time, a mailing list observer can join the CCWG as a participant simply by informing ICANN staff and submitting a SOI. The CCWG-Accountability operates in a fully open and transparent manner, and all mailing list exchanges are publicly archived. It should be noted that all participants are responsible for abiding by ICANN's Expected Standards for Behavior. I wanted to re-confirm that ICANN’s staff and Board takes the issue of harassment or other improper conduct at its meetings very seriously. We do not condone any such conduct, and there should be zero tolerance for it within the community. As an organization, ICANN has robust internal policies regarding the issue, including mandatory training for staff and Board members. However, ICANN community members are not bound to the same policies and rules. We do require all community members to adhere to the Expected Standards of Behavior. While we understand that the language of these Standards does not specifically address harassment, these Standards do provide our global, diverse multistakeholder community with a set of high-level guidelines for interacting with one another, which encompasses harassment and other improper treatment of others. As the Board previously committed, we are looking at whether it makes sense to enhance this language. Both staff and the Board are committed to starting a discussion with the community on a possible path forward as well. This is an area where we feel it most appropriate that the community should lead any policy development to look into a process for handling harassment complaints. ICANN staff and Board will support as appropriate. While the ICANN Ombudsman appropriately continues with his confidential investigation into specific matters, we ask that everyone read the Expected Standards of Behavior and conduct themselves with respect toward others. This includes: Treat all members of the ICANN community equally, irrespective of nationality, gender, racial or ethnic origin, religion or beliefs, disability, age, or sexual orientation; members of the ICANN community should treat each other with civility both face to face and online. Hearing tomorrow in US Congress, regarding ICANN and IANA transition

In case you hadn’t heard, there’s a hearing 17-Mar in the US Congress, House Energy & Commerce Committee: "Privatizing the Internet Assigned Number Authority<https://energycommerce.house.gov/news-center/press-releases/committee-leade…>” Commerce Committee leaders made this statement last week: “This transition proposal marks a major milestone in the history of the Internet. We thank the entire multistakeholder community for their hard work and attention to this important task,” said Upton, Walden, and Shimkus. "Now we in the U.S. government must do our work. We look forward to reviewing the proposal and to the thoughtful analysis from NTIA as we look to whether this proposal meets the U.S. government's requirements for the transition and the needs of the American people. This final step of removing U.S. government oversight of the IANA functions is irreversible and we must be sure the transition will not harm the Internet or the millions of Americans that rely on it. There are no do-overs. Once the U.S. relinquishes its role in IANA, that’s it, there’s no going back. We must get it right." This award program, launched in June 2014 in London, seeks to recognize long-standing community members who have served in leadership roles in multiple ICANNworking groups or committees, and demonstrated collaboration with different Supporting Organizationsand/or Advisory Committees. The Multistakeholder Ethos Award will recognize ICANN participants who have deeply invested in consensus-based solutions, acknowledging the importance of ICANN's multistakeholder model of Internet governance, and contributed in a substantive way to the higher interests of ICANN's organization and its community. The nomination period for community nominees closes on 17 March 2016. Community members interested in submitting a nomination are invited to send an email toethosaward2016(a)icann.org including: · Name of nominee. · Community of nominee. · Reasons for nomination. Please note that the reasons outlining the candidate's merit for the nomination may be as brief or as long as required. Candidates for the award will demonstrate at least five years of participation in the ICANN Community.
