WHOIS Misuse Studies Research

http://www.icann.org/en/announcements/announcement-28sep09-en.htm ICANN is Seeking Independent Researchers to Respond to Request for Proposal on WHOIS Misuse Studies 28 September 2009 The Generic Names Supporting Organization (GNSO) is responsible for developing and recommending to the ICANN Board substantive policies relating to gTLDs. The GNSO Council is now exploring several extensive studies of WHOIS and has asked ICANN to estimate the cost and feasibility of conducting several studies proposed by members of the ICANN community and ICANN's Government Advisory Committee. The first area of study focuses on "misuse" of public WHOIS information, and, pursuant to the above request, ICANN is seeking to engage independent research organizations to undertake one or more proposed WHOIS Misuse studies. The Misuse Studies RFP Cover Letter illustrates the scope of work and the criteria for selection. This document should be read in conjunction with the Terms of Reference for WHOIS Misuse Studies RFP. Read together, these two documents provide the materials necessary to respond to this Request for Proposals ("RFP") for WHOIS Misuse Studies. Dear Members, After almost nine years of service to the BC, Gary Hills, has tendered his resignation as BC secretariat. We have agreed with him a termination date of 31 12 2009. On behalf of all members we would like to thank Gary for his excellent service to the Constituency. The Officers will be looking for a replacement and ask members also if they have any suggestions. To avoid conflicts of interest and to ensure accountability to the BC executive committee this position is not open to a BC member. Gary will be drafting a job description to help in the process of recruitment. That description will factor in optional services available from ICANN. New GNSO Website

Dear all, As you may know I am the BC member of the Communications and Coordination Work Team. (CCT). Improving the GNSO web site is one of the primary missions of the Communications Coordination Team. We produced a business requirements document some months ago that was forwarded to the consistency. At a more practical level the CCT has made significant strides on the website work. This included interviewing power users about needs and preferences, and obtaining input from the Revere group who are under contract to ICANN producing a professional usability study. The ICANN chosen platform is an open source program call DRUPAL which by chance I have experience with this program. I went to MdR for a few days for a "design scrum" working with Scott Pinzon, ICANN Communications Director, and Ken Bour, and also meeting with Kieren and Marc Salvatierra. (Webmaster) We now have "wireframes" of what the new website structure may look like (see one attached). Scott Pinzon, ICANN Communications Director, and Ken Bour, also an ICANN staff consultant, would be willing to do a one hour Adobe Connect presentation if any BC members would like to preview the current work status, and so that you can express your opinions as to the design, layout and usefulness. Please respond back to me to let me know if you have an interest in this. If there is enough interest, we can pick a time. This invitation has been sent to other constituencies as well. Travel Support to ICANN meetings -- post if you want some of it

Hi folks, To followup on my prior post: http://forum.icann.org/lists/bc-gnso/msg00430.html I noticed this post by Kevin Wilson to the Council mailing list: http://gnso.icann.org/mailing-lists/archives/council/msg07445.html which stated that "My understanding is that the GNSO delegates to each constituency the decision for assigning these slots." I believe the *members* of the BC Constituency need to decide how those funds are allocated. For example, Marilyn Cade has been a great contributor to the BC, and might warrant full or half-support or one-third (depending on what fractions they permit). Sarah Deutsch and Steve DelBianco have done us proud at hearings in DC. Phil Corwin has also done a lot of positive work. Mike O'Connor participates on many committees and workgroups. The folks from CADNA have done excellent work. Similarly, others in the BC are doing the same. Perhaps some organizations are in greater financial need than others, and would benefit from the support. The members might rightly decide that it is better for one or more of the officers to participate remotely, or receive only fractional financial support, and that others are more deserving of that ICANN funding. CADNA has recently called for an audit of ICANN: http://www.cadna.org/en/newsroom/press-releases/cadna-calls-for-full-scale-… That examination should also extend to the BC itself, as many of the questions raised are equally valid when pointed at how the BC operates. Gary recently asked who plans to attend Seoul: http://forum.icann.org/lists/bc-gnso/msg00397.html Perhaps we should expand that question further asking who desires the funding from ICANN that is available, and allow the members to vote or otherwise arrive at a consensus as to how that allocation should be done.
