Credentials Committee

Liz Williams has resigned from the BC Credentials Committee after a sizeable period of service. The officers would like to thank Liz on behalf of members for her time spent on the committee. Under our charter we are required to have at least three members of the committee. We are pleased to say Martin Sutton of BC member HSBC has agreed to replace Liz. Martin is from the ICANN European region and thus helps to maintain a balance on this group. He joins members Mike O'Connor and David Fares who have agreed to continue in their role. Nominating Committee Large Business election

The Officers of the BC have received the email from Marilyn Cade about her complaint to the Ombudsman with respect to the BC elections for the Nominating Committee. The Officers will address that complaint if and when the Ombudsman requests our input. Ombudsman's complaints often take several weeks. Meanwhile, the second election for the 'large business' slot is open for nominations until end of this Thursday, and the election will follow as previously announced by the Secretariat. Dear Members Nominating Committee, 2009-2010 (Large Business) The nomination period for election to the Nominating Committee 2009-2010 (Large Business) opens today, Friday 4 September 2009 and closes at midnight in your time zone on Thursday 10 September 2009. Nominations cannot be accepted outside of these dates. Nominations 1. Nominations for candidates should be made by a paid-up member of the BC nominating ONE candidate. Candidates can be either a paid-up member of the BC or someone who is demonstrably associated/affiliated to the BC. This association/affiliation must be explained clearly by the candidate in his or her election statement. 2. All candidates will need to be nominated, even if they have previously stated an interest in standing for a place, are restanding or have stood for election before. 3. Nominations should be sent to the BC secretariat at the secretariat mail address. 4. The BC Secretariat acts as officer for this election. GNSO Council Mtg Update - Council Transition Implementation Efforts For SeoulDear GNSO Council Members and GNSO Community Leaders, I thought it would be helpful to review a number of the significant items discussed at the GNSO Council meeting that are related to the effort to transition to the new GNSO Council by the end of the Seoul ICANN meeting next month. 1. With the Bylaw amendments now approved by the Board (see - http://www.icann.org/en/minutes/prelim-report-27aug09.htm) the Stakeholder Group structures approved by the Board are now in effect. Thus, if they have not yet started, members of the four new Stakeholder Groups should be moving toward selecting their Council representatives and existing Constituencies should, at minimum, be working to conform their charter documents to the new GNSO Framework as provided for in the Bylaws. The final versions of the Stakeholder Group Charters are linked to the Board's 30 July meeting report (see - http://www.icann.org/en/minutes/prelim-report-30jul09.htm) The target date for providing names of selected Council representatives to the GNSO Secretariat is 30 September. Staff is available to discuss any questions that GNSO members have about the documents. 2. The Council discussed a revised GNSO Council Transition Implementation Plan (the latest draft version of the plan is attached to this message) at the meeting and agreed that a final plan would be voted on at the next Council meeting (24 September). The current plan version is designed to offer the Stakeholder Groups as much flexibility as possible in the process for selecting their representatives. Olga Cavalli has volunteered to take the lead on developing further revisions to the latest version of the draft plan document with direct support from Avri Doria and Chuck Gomes. All Councilors are encouraged to participate in the discussion on the Council list. 3. The Council also learned that the Nominating Committee would likely not be able to make assignments of the three Nominating Committee Appointees to their separate slots on the Council. Council members discussed a number of alternative assignment approaches during the Council meeting and a final process will be determined and added to the Transition Implementation Plan after further discussion on the Council's email list. As part of the overall plan, a decision must also be made on the NCA assignment mechanism at the 24 September Council meeting. In addition to the attachment, a copy of the current draft plan discussed by the Council can be found on the GNSO's Draft and Working Documents Web Page (see - http://gnso.icann.org/drafts/) All GNSO Councilors and community leaders are encouraged to forward the draft plan to the groups they represent and, in turn, encourage them to provide timely input/feedback for the Council discussions. That policy includes: A single 15-working-day deadline for documents, including meetings agendas Best practice guidelines on the production of meeting agendas, cover sheets and executive summaries Emphasis on the use of plain language and minimised use of jargon Sections considering the issues of translation, earlier provision of presentations, and reporting on the efficacy of the operational policy The community is encouraged to respond to the policy online and through email. The results of the comment period will be used to revise the policy, with the expectation that it will be put to the Board for formal approval in time for or at the Seoul meeting in October. The Board formally approved at its July meeting a single 15-working-day deadline for all ICANN international public meetings (resolution 2009.07.30.11). At the same time it requested that an operational policy providing fuller details be published for public comment with the Board Public Participation Committee reporting back to the Board with any suggested refinements (resolution 2009.07.30.12). In addition to the public comment period, the Board Public Participation Committee will be holding a public online session in September to receive additional feedback. More details on both can be found below. Public Comment Period The public comment period will be experimenting with new forum software in an effort to allow for more interaction and discussion between community members. vBulletin is a widely used piece of forum software that is a move away from the current static email approach taken by ICANN. Public Participation Committee Public Session The Committee will be holding an online session to discussion both the document publication operational policy and broader issues of participation with the community in September (the exact date and time will be announced soon). The session will use the Adobe Connect remote participation software that ICANN has been using at its international public meetings and smaller regional meetings over the past few months. A simple link will allow you to see and hear the Committee as well as any relevant presentations. You will be able to interact with others in a chatroom, put forward typed questions, as well as virtually raise your hand to be called upon to ask a question using your computer's microphone.
