The framework will be discussed with members of the ICANN community at the Nairobi meeting in March, through online public comment areas, and through conference calls with ICANN constituencies. A more detailed draft FY11 Operating Plan and Budget will be posted by 17 May 2010. After more public comment and feedback, the budget is expected to be adopted by the ICANN Board at its Brussels meeting in June 2010. As always, the community is encouraged to comment on how well this plan addresses priorities identified in the Strategic Plan. BC Team, Attached is the draft Charter for the upcoming Vertical Integration PDP. To submit for GNSO Council approval, we have an ask for expedited review, approval, and return to VI DT. We have until 25 Feb 2010 to complete the constituency review. Please pay special attention to Objective #5. Within the VI DT there was much debate about this objective. We are looking confirm support for the 2nd option of Objective #5. It is important that an analysis be performed to identify and understand the range of effects that this change may have. I do not expect too much attention at Nairobi, since most of the DT work should be completed by then. However, once the WG is formed, I imagine the visibility of VI will be great. The VI charter should be finalized today, and I hope we can send it over to the BC for review promptly afterwards. We have a short turn-around time, as the DT is aiming for 2/26 to send the Charter to the Council. Please advise if you have any questions. My apologies again for the phone issue. On Feb 15, ICANN posted several documents regarding new gTLD process, at http://icann.org/en/announcements/announcement-4-15feb10-en.htm Among those documents released are several with comment periods thru 1-Apr-2010: Staff Discussion Memo for the Board as they consider the EOI Proposal. In the trademark area, new/updated Draft Proposals on Uniform Rapid Suspension (URS), Trademark (TM) Clearinghouse, Post Delegation Dispute Resolutions Procedure (PDDRP). In the IDN area a relaxation of the 3 character requirement, and an approach to IDN variants at the top level. In registry operations, release of a benchmark of Registry Operations and a proposed process for future changes to the gTLD registry agreements. ICANN also released summaries and analyses of comments received on: DAGv3 Summary of comments on URS and TM Clearinghouse Summary of comments on EOI and Pre-registration Economic studies on new gTLDs: although a study was promised by late January, there will be a verbal update by two new economists retained by ICANN. ICANN has contracted with Greg Rosston of Stanford University and Michael Katz of University of California Berkeley. Work will be done in a three-phase project with initial report expected in mid March and the second early June. During the first phase, the economists will survey published resources that describe the potential impacts of new gTLD introduction; examine theoretical arguments about benefits and costs of increased gTLDs; consider and propose empirical studies to identify areas where additional work can serve to assess costs and benefits. A verbal report on results will be presented during the ICANN Nairobi Meeting Vertical Integration (aka Registry/Registrar Separation: talks about proposing a new model for community consultation sometime in the future. Based on debates on the subject held at the ICANN meetings in Seoul, discussion during the consultation with certain community representatives held on 7-Jan-2010 in Washington DC, ICANN will propose for community comment a new registry-registrar separation model for inclusion in the next draft of the gTLD agreement. We expect Board and community will discuss the issue in Nairobi. Root Scaling. Staff anticipates a report from SSAC and RSSAC before Nairobi. Also, four demand scenarios for application volumes have been modeled: below expected, expected, above expected and significantly above expected. For each demand scenario, there's an assumption that only a fraction of the applications will lead to delegations, and that the processing time for the successful applications will be spread out. If there are more than, say, 500 applications, the processing will be batched further spreading out the delegation rates. These models will be published before the Nairobi meeting. Malicious Conduct: In an effort to reduce malicious conduct in new gTLDs, ICANN created an initiative called the High Security Zone Top Level Domain ("HSTLD") Advisory Group. This group brings together community representatives to evaluate a voluntary program, supporting control standards and incentives that could be adopted to provide enhanced trust and security over the baseline registration-authority controls. Relevant next steps include a review and approval working draft material and work on controls necessary to support the HSTLD purpose, goals and principles. Also part of addressing malicious conduct concerns is the creation of another advisory group addressing Zone File Access. The group was formed to study and discuss (benefits and methods) to effectively and efficiently enhance access to zone file information (anticipating an environment with many gTLDs). Dear All, Ahead of the official Council minutes, the following resolution was passed at the Council meeting on Thursday, 18 February 2010. Motion on the Proposed Process for GNSO Endorsement of Nominees to the AoC Accountability and Transparency RT as amended. WHEREAS, in furtherance of ICANNs responsibilities under the Affirmation of Commitments, applicants are being sought to volunteer to serve on the review team for Accountability and Transparency <link to http://www.icann.org/en/announcements/announcement-03feb10-en.htm >; WHEREAS, the Accountability and Transparency review team will include members endorsed by the GNSO in its efforts; WHEREAS, the GNSO Council desires to adopt a one-time process to provide endorsements for applicants to serve on the first Accountability and Transparency review; NOW THEREFORE, BE IT: RESOLVED, that the Endorsement Process described in the attached document http://gnso.icann.org/drafts/gnso-endorsement-nominees-process-proposal-10fe b10-en.pdf is hereby approved; RESOLVED FURTHER, that each Stakeholder Group and the GNSO Council Nominating Committee appointees should immediately commence their selection processes in accordance with the Endorsement Process; RESOLVED FURTHER, ICANN Staff is directed to post and distribute the Endorsement Process as widely as possible to all GNSO related groups in an effort to inform qualified applicants of the important work of the Accountability and Transparency review team; RESOLVED FURTHER, the Council shall form an Evaluation Team made up of one Councilor from each SG plus one Nominating Committee Appointee in its meeting on 18 February to assess the responses and report to the Council list not later than 10 March or 14 March; RESOLVED FURTHER, ICANN Staff is directed to schedule a Special Council Teleconference call on 15, 16 or 17 March at a time that maximizes Councilor participation for the purpose of finalizing GNSO endorsements; RESOLVED FURTHER, the Affirmation of Commitments Review Drafting Team is requested to continue its work to develop a longer-term process for Council consideration in April.
