We have all been waiting for information on when the intercessional meeting between Board and GAC regarding new gTLDs would take place. For some time, wehave been hearing Brussels as location/and end of February as date. I am forwarding the very recent announcement that was posted to the ICANN site over the week-end and forwarded to constituency chairs, announcing the dates/location, and process for the resolution of outstanding issues that the GAC has identified with the new gTLD process. While only GAC and Board or invited experts will participate, the meeting will be open, scribed, and streamed. The BC's stated areas of outstanding concerns, as provided in BC's most recent submissions are the basis of BC public views/positions. Please note that there is a commitment to publish papers prior to the meeting. Earlier, the GAC indicted informally they would provide their 'checklist' of topics where they consider their concerns/advice have not been addressed. With these documents in mind, Steve DelBianco, as BC Vice Chair, Policy Coordination, may be proposing further discussion of the BC's priorities, and the GAC's and ICANN's perspectives. We can discuss that during our next BC members call, which will be scheduled shortly to give an opportunity to preview the GNSO Council Agenda [sent separately to the BC list]. Planning for that meeting has occurred and the Board and the GAC have agreed to meet on 28 February and 1 March 2011, in Brussels, at the Square Brussels Meeting Centre, Mont des Arts - Kunstberg, Brussels. The purpose of the meeting is to: 1. Identify the specific differences between Governmental Advisory Committee ("GAC") advice and the current implementation of the GNSO New gTLD Policy recommendations embodied in the Applicant Guidebook. 2. Through discussion among Board and GAC members, either: a. arrive at an agreed upon resolution of those differences, or b. for those issues not resolved, identify what differences remain. This meeting is not intended to address the requirements/steps outlined in the Bylaws mandated Board-GAC consultation process The meeting will be open, scribed and streamed live over the Internet. Only GAC members, ICANN Board members, select ICANN staff members and subject matter experts will participate in the discussion, whether in person or remotely. It will be possible for interested parties to attend and observe proceedings. Remote participation facilities will also be made available. Papers to inform the discussions will be published prior to the meeting. Details of the agenda and logistics will be made available closer to the meeting. Background ICANN's Governmental Advisory Committee (GAC) plays a key role within ICANN, particularly with regard to providing advice to the Board on public policy issues. The GAC has been actively involved in the discussions on the introduction of new gTLDs and has regularly provided advice to the ICANN Board on a number of issues, which the Board has sought to address. The most recent GAC communiqué [PDF, 45 KB] identified a number of issues associated with the introduction of new gTLDs that the GAC considers outstanding, or unresolved to the GAC's satisfaction. The new gTLD program has its origins in carefully deliberated policy development work by the ICANN community. In October 2007, following more than 18 months of community discussions, the GNSO formally completed its policy development work on new gTLDS and approved a set of 19 policy recommendations. In June 2008, ICANN's Board of Directors adopted the policy recommendations and directed staff to commence work on an implementation plan. The first version of the Applicant Guidebook was posted for public comment on 1 October 2008, and since that time a further four versions have followed with the most recent, the Proposed Final Applicant Guidebook published on 10 November 2010. Each version has been revised as a result of comments received via the respective public comment fora. The ICANN meeting in Cartagena provided the platform for discussion of the latest version, and provided an opportunity for the Board to hear first hand, the community's views.

Dear BC Members I am forwarding the upcoming Council agenda for Feb 3 Council call.There are two Council calls in February, and we will manage the BC mmbers calls around those two calls. As such these calls will address both policy topics and preparation for the S.F. meeting. As we have committed, we will schedule a BC Call before each Council call, tol allow BC members to comment on the topics on the Council agenda. And we will do our best to have both BC councilors confirmed for these calls,as well as the full ExComm. These calls will need to address additional topics since we want to limit demand for mmbers calls. Thus, both calls will address other critical topics.such as close of comments on the Operating Plan; planning for the upcoming S.F. meeting, public comments as establishedby ICANN. Chris Chaplow, V.Chair, Finance and Operations and I will be working on dates for the next two BC calls with the ExComm and will post the BC calls in the next few days.In the meantime, if you want to add an agenda item other than those referenced in theCouncil agenda or the Operating Plan/Strategic Plan, please do post that to the bc-gnso list. Please join me in welcoming Caroline Greer, who will join Leo Debecker and Konstatine Kladouras in representing ETNO in the BC. Caroline joins ETNO as Regulatory Affairs Manager (see http://www.etno.eu/Default.aspx?tabid=2306) Some of us are fortunate to know Caroline from her previous 'life' in her role in .mobi. Among many other topics within her ETNO responsibilities, Caroline will be co-responsible for the ETNO Internet Governance WG. Caroline, you have a great couple of coaches in Konstantine and Leo, but do count on the rest of your new BC colleagues to help in answering questions about BC positions. Caroline will be added to the BC list, but I wanted in particular to introduce her in this role, and ask you to welcome her. And in the meantime, while she is being added to the list, if you send her an email via the list, do copy her! This is a good time to mention that I'll be in Brussels February 28-March 2, and will be asking Brussels based BC members to join me in an informal gathering, yet to be developed and scheduled, but to take advantage of being there, just before an ICANN meeting, and to do some outreach to non BC members with presence in Brussels to promote BC visibility.

We had a presentation of the new constituency from Debbie Hughes at the CSG meeting earlier in the day. This constituency is the outcome we have been striving for in the composition of the new non conract parties house. I'd like to propose we make the following statement to public comments as the BC. '"The Business Constituency welcomes the proposal to form a new non-profit consituency. We believe this is timely. We believe there will be areas of common interest between this new constituency and our own, both representing as they do users of the DNS.'' Perhaps we could agree to send this on a no objections basis rather than have to put it through our usual policy 14 day window.

Hi, I am sorry if some of this is a repost. I can't remember if I sent this to the BC list already. There will be a security education/discussion track at the next ICANN meeting. I am told coordinators are Rod Rasmussen, Yurie Ito and the FBI's Bobby Flaim. I know they are still in early stages of getting it together. Any of them can probably provide more info about plans. Email me if you need help contacting one of them and want more info. I am in Lyon France this week at one of INTERPOL's cybercrime meetings. If I hear any new ideas re: cybersecurity, I will of course try to share them with this group. There is also going to be a large Asia focused cyber security event in KL, Malaysia next month. I will be there on a panel with our colleagues from Facebook, as well as UK Romanian LE. It should also be a great event. If you are in the area let me know.
