Dear BC Members Please note an exciting new announcement of a possible new constituency. Many of you know Debra Hughes, who has been key to generating broader interest among humanitarian and philantropic, educational and community service organizations to come together to submit this informal expression of interest. Members in Kenya will recall we heard from another potential non for profit constituency focused on consumers perspectives, from Beau Brendler. That Constituency's formation is still pending as well. I would welcome your thoughtful consideration of this announcement of "Intent". We should expect to see both groups in the House Meeting on Saturday. Fyi about a proposed Not-for-Profit Organizations Constituency ("NPOC"), within the Non-Commercial Stakeholders Group. Nobody is asked to formally comment on this proposal at this time, but it is now with the ICANN Board. If you are following the Council list, and are also reading the DAG in detail, you may already be aware of this issue, but if not, you may wish to explore within your company what your perspective is. The Public Comment process closes at the end of June. Steve DelBianco, V.Chair, Policy Coordination, will be asking whether members also want a BC position and if so, will appoint a rapporteur to develop any BC position on this topic. However, some members may also wish to post individual company comments. The purpose of this announcement is to call the Public Comments process to your attention. The GNSO Council further recommends that a section be added on “String Similarity – Extended Review” that parallels other such sections in Module 2. Background Information The GNSO Council is concerned that the Draft Applicant Guidebook, Version 4 does not include an Extended Review option for strings that fail the initial evaluation for confusing similarity and likelihood to confuse. The GNSO Council in Recommendation #2 of the GNSO Final Report on the Introduction of New gTLDs in September 2007 intended to prevent confusing and detrimental similarity and not similarity that could serve the users of the Internet. More recently, the IDNG Drafting Team established by the GNSO Council has discussed various circumstances where applicants for strings that may be designated as confusingly similar in the initial evaluation may be able to present a case showing that the string is not detrimentally similar to another string. The Council proposes that a letter be sent recommending changes to the Draft Applicant Guidebook to address this concern. reminders: ICANN meeting opens next week/ GNSO policy Council Rules regarding Motion and Document Deadline - Tuesady 15 June 2010

This reminder is intended for all BC members who are on working groups, or engaged in work related to the GNSO's policy agenda. ICANN's meeting is only days away, and the work in lead up is fast and detailed. I will be posting an overview of the full program and what might be of most priority to the broader BC membership over the weekend, after consultation within the BC's ExComm. In addition to the work of the GNSO Council regarding policy related to gTLDs, there are many other topics on the broader ICANN agenda which we realize are of priority concern to BC Members. Some of these will be discussed in the CSG meeting on Tuesday a.m. during the meeting, and some during the BC's meeting. We will have remote participation for both meetings, and will have 'huddles' of members on Friday, Saturday, Sunday evenings, and possibly Tuesday. More details on the BC's agenda and the huddles location will be provided shortly. Don't forget the Monday reception that you received a 'hold the date/invitation' for yesterday. The BC Executive Committee is meeting today and again on Wednesday on logistics, and other planning. One topic that the ExComm is discussing is the process to identify and submit nominees to the Review Teams. Business Constituency 2010 Brochure

Dear Members of the BC, Thank you very much for all you constructive comments on the draft brochure over the last few days. All the comments received we very helpful so here we have a consensus document. Please find attached a final version which has now been sent to print. The printed edition will be folded into a four page brochure whilst in the PDF download and local print version it is four pages in a vertical strip. The PDF will also be available for download from the website. This version of the brochure is intended to serve multi purposes. It is a 300 print run. We will use about 100 of the copies at the Monday reception; give copies to all members and potentials to use as collateral and have a copy or two for their own carrying home to their management. I propose that after Brussels, we will work with a couple of volunteers to undertake more input from Members on further improvements on membership outreach materials, by end of year. But, this will serve for now, as a document to say who we are; how to join us, and what we focus on. Looking forward to seeing you in Brussels. To: BC MembersFrom: BC Chair The lead up to the Brussels meeting will have a high number of announcements of documents, both from the ICANN Public Comment process, and from the BC and CSG. Please bear with us, as we try to ensure that all BC members have current access to the distribution of announcements. The GNSO Council process includes a distribution of public comment announcements, primarily focused on the GNSO policy issues. In addition, we will have ongoing updates on BC and CSG activities and events. We will endeavor to keep the subject lines clearly identified, so that you know whether to just 'note', or 'take action' on the information in the email itself. Plan for a very dynamic few weeks until we meet in Brussels - literally or virtually. Marilyn CadeBC Chair > Proposed GNSO Working Group Guidelines Published > http://www.icann.org/en/announcements/announcement-3-31may10-en.htm > > WG-WT Publishes its Report > > 31 May 2010 > > As part of GNSO Improvements, which has as its objective to improve the structure and operations of the Generic Names Supporting Organization (GNSO), a Working Group (WG) Work Team (WT) was tasked with developing a Working Group Model. The Working Group Model should become the focal point for GNSO policy development and enhance the policy development process by making it more inclusive and representative, and - ultimately - more effective and efficient. To this end, the WG WT has developed a document, entitled 'GNSO Working Group Guidelines', which brings together two different elements of the Working Group process; on the one hand it addresses what should be considered in creating, purposing, funding, staffing, and instructing/guiding a WG to accomplish the desired outcome (the chartering process), and; secondly, what guidance should be provided to a WG on elements such as structuring, norms, tasking, reporting, and delivering the outcome(s) as chartered (the working group ! > process). Following review of public comments on an earlier version of the proposed GNSO Working Group Guidelines, the WG WT has now finalized its recommendations and will submit the proposed GNSO Working Group Guidelines to the Policy Process Steering Committee (PPSC) for its review. > > Background > > In the past, the GNSO decided policy mainly through small legislative bodies called "Task Forces." Intentionally, it is moving towards a more inclusive, representative model where key parties tackle an issue together as a "Working Group," then make recommendations to the GNSO Council.
