We wish to keep working on improving our interaction with you and, in particular, we want to address some of the requests and feedback we have received and introduce some more flexibility in the format of our valuable face-to-face meetings. Starting in Montréal, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We are also suggesting that the list of questions or topics received be shared with the entire Community using the Policy digest, in order to increase transparency and allow the groups to improve their own understanding of their peers’ point of views on different issues. As for time allocation, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. In preparation for our meetings, the Board chose the following topic to have an open discussion with you: “Community, Board and ICANN org readiness to implement the following three critical plans that will shape ICANN’s future: (1) Strategic Plan FY 21-25, (2) Operating & Financial Plan FY 21-25, and (3) Work Plan to improve the effectiveness of ICANN’s multistakeholder model.” The Strategic Plan <http://r20.rs6.net/tn.jsp?f=001URYPj6Oi2N-Hr1iCs-pQkOJ3SDZmaabeYelyMNNakN0v…> has been adopted by the Board last June at ICANN65 in Marrakech. The two other plans will be completed and posted for public comment in December 2019. At ICANN64 in Kobe, the Board asked each constituency to provide three suggestions, one for the Board, one for ICANN org and one for the Community of things/aspects that should be done/improved in order to implement these plans successfully, starting 1 July 2020, as mandated by our Bylaws. In addition, the Board asked for one suggestion of something that could be done externally to improve trust and with our partners and alliances (eg. IETF) so that they collaborate effectively with ICANN on some of our strategic objectives (eg. DNS security). Based on the input received in Kobe, we are compiling a list of suggested actions for the community, Board and ICANN org which we would like to share and discuss with you in Montreal. We will send you that list in advance of our meeting in Montréal on or before Friday, 11 October 2019. What are your thoughts on the proposed approach for decisions in the ICANN ecosystem to be accompanied by a consideration of their impact on the global public interest (as well as an explanation regarding what is meant by the GPI in the specific case)? 3. How do you see this working for the Supporting Organization (SO), Advisory Committee (AC), constituency, group, review team, or cross-community working group (CCWG) to which you are contributing? This is not a result of just our "rules", but is also a core principle from the ICANN Bylaws. I quote: The criteria and standards for the certification of At-Large Structures shall be established in such a way that participation by individual Internet users who are citizens or residents of countries within the Geographic Region of the RALO will predominate in the operation of each At-Large Structure within the RALO, while not necessarily excluding additional participation, compatible with the interests of the individual Internet users within the region, by others. I see two ways of "fixing" this. Both would require a Bylaw change (certainly possible). 1. Abolish RALOs and have all ALSes and unaffiliated members be one amorphous mass. This removes the need to identify an ALS with a specific RALO, since there are none. 2. Develop the concept of an ALS which crosses RALOs and thus does not belong to any of them. If indeed we have a potential ALS that will really help At-Large, we don't want to lose them, but I have an aversion for doing things in violation of our own rules and the ICANN Bylaws. BIKLAB is now a precedent which will allow this to happen more within our system as long as there is agreement between the regions concerned. APRALO has many small island countries in the Pacific that have been unable to participate in ICANN activities in their own right under our current rules because they are territories of big power countries (mainly in EURALO) who are given no support from their home region and would have no idea what EURALO was. Pacific countries are an anomaly because as all the 22 countries and territories of the Pacific are members of the Pacific Forum, they are therefore members of PICISOC, so in fact are members of an ALS already -- so we have international participants in our membership, even though they live in the Pacific. I also have a concern that it would be possible to create one SIG after another in ISOC and the meaning of ALS no longer applies as you are effectively creating votes. The Bylaws read: "The role of the ALAC shall be to consider and provide advice on the activities of ICANN, insofar as they relate to the interests of individual Internet users." ALSes are one mechanism by which we try to do that. Thanks Eduardo, That is what I thought you meant. I personally would support this, but as you implied, when it was raised in the Review, there was STRONG opposition and I suspect that in general, that has not changed. To be clear, I opposed the Review recommendations because it was tightly coupled with other recommendations that I thought were very bad. Daniel, this is the core component of addressing Issue #2 of the At-Large Review and you will see a proposal on how we proceed with this very shortly. And yes, there will be an opportunity for you to contribute to this. As a specific point, the case if Connecting.NYC is a good example, as is the phrase in your message "Connecting.nyc Inc. (NARALO ALS) ceased to exist after the death of its member". An ALS which has just one member or just one person interested in ICANN is problematic. The Review proposals made it clear that a prime benefit of an ALS is its members. Some of the issues may be strong or a challenge to implement, though, with the growing need and shift in Policy issues that affect the end-users, there is a need to come up with new and innovative approaches to streamline participation and representation of end-users. Another challenge is currently there are no or limited activities that involve ALSes reporting to there respective communities and vice verse - hence there is a need to rethink how ALSes engage with their respective communities in order to drive participation and effective engagement in ICANN PDPs. Some of the issues may be strong or a challenge to implement, though, with the growing need and shift in Policy issues that affect the end-users, there is a need to come up with new and innovative approaches to streamline participation and representation of end-users. Am open to suggestions or ways of how this can be effectively implemented and furthermore, I look forward to contributing to any working group that will be or is tailored towards this. Daniel K. The review will start with gathering community input via a survey about several aspects of the NextGen@ICANN Program, including its purpose, goals, processes, and synergies with the ICANN academic community. Responses are due Monday, 9 September 2019. Based on the input received from the survey, ICANN org will draft a proposal for program improvements that will be published for Public Comment. Once all feedback is received, ICANN org will prepare the final proposal for program improvements. The aim of this survey is to collect opinions from individuals and groups in the ICANN community on ICANN’s accountability and transparency, and to help the ATRT3 Review Team identify areas which require improvement and could benefit from a recommendation.
