NA conference call ?

As new ALS's have recently joined from the NA region, might I suggest a regional conference call be scheduled. The purpose of the call would be to have a round of introductions of the ALS's and a presentation of the different topics being discussed at a regional level on the NA list. I believe a call would be constructive in building community and bring an understanding on the viewpoints that exist (which may, or not agree). All, I have finally managed to set up a blog in English about ICANN and Internet Governance issues. I plan to use it to post my updates as a Board liaison (in addition to those given directly to the Committee) and for what regards the other processes I am involved in, to spread news and encourage discussion. Danny, a point on this subject, for my edification if it isn't too much trouble. When the ICANN Bylaws refer to the NCUC in Article X, S5(1)(d), it states: e. Non-Commercial Users (representing the full range of non-commercial entity users of the Internet If one looks at the normal meaning of these words, I would take from it that the NCUC was designed to represent not individual Internet users, but non-commercial legally-constituted (or even not legally constituted) ENTITIES in a comprehensive way. Of course, this would apply to NGOs, and could apply to any NGO, but was that the design of this constituency? I gather that the original idea was that this was for the universities where the Internet was once managed, and other organisations of that type. This is of course not by way of saying that anyone should be excluded - on the contrary - just that it seems you are suggesting that we all blur the lines between individual Internet users' representatives (At-Large) and everyone else non-commercial (NCUC) very considerably. Is that actually beneficial? If you were to do that, then you would end up with duplicative structures, surely? Or are you actually advocating that the two constituencies should be merged together? I very much hope this does not launch a lot of disgruntlement or disagreeableness as that's far from the point (and I fail to see how it would actually bring much benefit) - I'm asking genuine questions here, not presuming the answers (I don't think). Hi Milton Sorry - I probably misunderstood Danny's comment that "NCUC Charter deems ineligible those organizations that provide services under MoU with ICANN." I took it in the context of his email to mean that the charter prohibited being both an ALS/RALO member and a NCUC member. If there is room for discussion and clarification - that's great (it's what I understood in Lisbon, and why we've created an ALAC/NCUC liaison.) and we can and should go ahead with our action item to become more closely linked. BTW- ALSes don't HAVE to sign the MoU, but RALO members do. Sorry again - my tone had more to do with being tired than with anything else. Milton, You might want to give a try to convince Danny that after all, ALAC and NCUC are natural allies and it would be better to have a common strategy instead of making it difficult to coexist. You might be aware that Karen Banks, past representative of NCUC, is now in the Board of EURALO. ALAC does not raise any problem in her playing a leadership role in both parts of the organization (provided that we remain within the Bylaws). We (ALAC and NCUC) are on the minority side in a struggle that sees commercial interests outnumber our forces: I am always convinced that a conflict between ALAC and NCUC would only have the effect of render both weaker and less effective. Request for Public Comments and Dialogue on ICANN's Performance http://www.icann.org/announcements/announcement-08may07.htm 8 May 2007 As part of an ongoing interest in continuous improvement, ICANN is seeking community feedback about its performance. All responses are welcome. Targeted comments regarding several areas of performance, which have been drawn from the ICANN Strategic Plan, are of particular interest: * Is ICANN becoming more transparent, accessible and accountable? What improvements have been observed and what still needs to be done? * Has ICANN improved its operational performance? What improvements have been observed and what still needs to be done? * Has ICANN improved its performance in the development of Policy? What improvements have been observed and what still needs to be done? * Has ICANN increased international participation? What improvements have been observed and what still needs to be done? * Have there been improvements in participation and in efficiency of the ICANN multi-stakeholder model? What more needs to be done? * What plans and actions have been observed that position ICANN for more comprehensive transition of the technical coordination of the Internet's system of unique identifiers. What more needs to be done? * What improvements have been made in dispute resolution and the application of fairness and equity in the management of complaints and other mechanisms of review that are available? These include the work of the reconsideration committee, the Ombudsman and independent review. Comments will be received at http://forum.icann.org/lists/performance-2007/ until June 5, 2007 and should be sent to: performance-2007(a)icann.org. A discussion will also take place on ICANN's Blog <http://blog.icann.org> commencing today. ICANN's public participation site <http://public.icann.org> will also serve as a tool for participation in this dialogue.

Firstly, happy Birthday Wolfgang :) Secondly: Vittorio's long service has borne great fruit and I hope that a vote of congratulations and thanks will be the first order of business at the ALAC meeting in San Juan, and of the first EURALO board meeting :) Third: While a number of EURALO board members will be in San Juan, others will not - however, we can arrange a meeting and telephonic access to it, so that the first board meeting could be held in San Juan. Needless to say, we staff people will be happy to make all the necessary arragements.
