_*French Net Filtering Plan Moves Forward*_ French lawmakers voted Tuesday to approve a draft law to filter Internet traffic, a measure the government says is intended to catch child pornographers. The bill will now go on for a second and final reading. Critics of the catch-all "Bill on direction and planning for the performance of domestic security" say that filtering won't stop the spread of child pornography -- but could allow the government to censor other materials. The bill, known as Loppsi II in French, was approved by 312 votes to 214 in a vote in the National Assembly on Tuesday. The government has a large majority in the Assembly; two of its deputies abstained, with the others all voting in favor of the bill. The Senate, where the government also has a majority, will soon give the bill a second reading. If the Senate makes no amendments to the text, that will also be its final reading, as the government has declared the bill "urgent," a procedural move that reduces the usual cycle of four readings to two. Any disagreements between the two parliamentary chambers will be reconciled by a commission appointed by the government. The types of threats outlined in that communication are difficult to assess. ICANN is now reaching out to different parties in Kenya and elsewhere to see if it is possible to better assess the situation, and of course will share any further information with you. Sammy Buruchara, Chairman of the ICANN 2010 Local Steering Committee in Nairobi has already provided the following information: /“In relation with the Security threat by Al Shabaab to US Embassy and KICC, I wish to on behalf of ICANN 2010 Local Organizing committee and on behalf of the relevant Kenya Government Security Agencies state the following: The Kenya Government is aware of the Security Threat by Al Shabaab on KICC and on the United States Embassy in Nairobi. Our security organs that include National Security Intelligence Service (NSIS) and Kenya Anti-Terrorism Police have been alerted and will make appropriate security responses to deal with this threat. This seems to me, serving the purpose of only google and big companies. I though in these case they would use anycast (like the root servers) to provide answer from machines nearby. I'm sceptical about this whole geolocation thing, because the topology of the Internet does not follow geography and euclidian distance. Often I'm referred to servers in New Zealand which are badly linked to me, while servers in the US are more available to me in Fiji. Australia is then second. These are the IP addresses that computers use to communicate with one another on the Internet. By returning different addresses to requests coming from different places, DNS can be used to load balance traffic and send users to a nearby server. For example, if you look up www.google.com from a computer in New York, it may resolve to an IP address pointing to a server in New York City. If you look up www.google.com from the Netherlands, the result could be an IP address pointing to a server in the Netherlands. Sending you to a nearby server improves speed, latency, and network utilization. Currently, to determine your location, authoritative nameservers look at the source IP address of the incoming request, which is the IP address of your DNS resolver, rather than your IP address. This DNS resolver is often managed by your ISP or alternately is a third-party resolver like Google Public DNS. In most cases the resolver is close to its users, in which case the authoritative nameservers will be able to find the nearest server. However, some DNS resolvers serve many users over a wider area. In these cases, your lookup for www.google.com may return the IP address of a server several countries away from you. If the authoritative nameserver could detect where you were, a closer server might have been available. Our proposed DNS protocol extension lets recursive DNS resolvers include part of your IP address in the request sent to authoritative nameservers. Only the first three octets, or top 24 bits, are sent providing enough information to the authoritative nameserver to determine your network location, without affecting your privacy.
