Dear all, This is a very special moment: For many years we have been working on setting up structures to get Internet users involved in ICANN’s policy and decision making processes. After implementing RALOs in each region of the world we finally managed to (re)build a structure to have an Internet user representative on the ICANN Board with voting rights. This is a very important and responsible position. Herewith, I nominate Avri Doria to represent Internet users on the ICANN Board. She is extremely qualified to serve the interests of users on the ICANN Board. Here, I include just some of Avri's qualifications. She - worked more than 20 years in the technical side of industry. She has technical know-how and understanding of the relation between technology and policy - is dedicated and passionate about Internet users' issues and is deeply rooted in civil society. She participated in the WSIS, was a member of the Working Group on Internet Governance, member of the IGF secretariat, was coordinator of the Internet Governance Caucus - knows ICANN by heart and is well-respected in the ICANN community. She served for several years as chair of the GNSO Council and community working groups (she was elected chair by the GNSO Council after being appointed to Council by the Nominating Committee). She understands both global situation and ICANN's roles and responsibilities - communicates clearly, whether by electronic or in-person communications, she can speak effectively to a variety of audiences - is persistent in advocating Internet user’s interests and relevant policies and is keen to work with the Internet users, RALOs and ALAC on ICANN policies - asks for Parity for GAC and ALAC. She wants to see ALAC advice treated in the bylaws with as much respect and response as GAC advice - stands for a culture of transparency which she wants to become the norm in ICANN. She worked with ALAC to produce the joint ALAC-NCSG letter to Board on public posting of Staff memos sent to the Board - argued against the program to pre-announce the names people planned to apply for; argued for and is co-charing the committee to find ways to assist new gTLD applicants who may not have the financial capabilities of ICANN insiders - cares about all Internet users (and potential Internet users). As a long-time developer, she works on systems for people in remote communities and takes figuring out the users' requirements as a serious activity that must involve those users - cares about capacity building. She teaches Internet Governance around the world, focusing on technical issues as well as on freedom of expression and privacy. She is a member of the core faculty of the Summer Schools on Internet Governance (ISSIG) - is member of ISOC and does a great deal of work on technical participation at the Internet Engineering Task Force (IETF) and the Internet Research Task Force (IRTF) - cares about work on closing the global divide. Co-chairs with ALAC the WG to support new gTLD applicants with funding and other assistance - has multi-lingual capacity and cultural understanding. She is well grounded in many languages, lived and worked for several years in many different countries around the world Avri is a technical person who understands policy and cares about the user perspective – and she is a nice person, really cool to work with.

Questions regarding nomination and board positions

Dear all, dear staff, thanks for the ICANN usb stick with documents. It was very interesting to look through them. I'd like to take this opportunity as a newbie to ask some questions to which I didn't find answers yet in the ongoing discussions on the mailinglist as well as in the documents I got. To introduce our ALS and myself, I am contact person for the newly recognized ALS Wikimedia CH, one of the national chapters of the Wikimedia Foundation, the non-profit organisation behind the Wikimedia projects such as Wikipedia, Wikinews, Wikibooks, Wiktionary etc. Myself is a studied IT engineer with an interest in free and open source software and corresponding social movements. As I am running a serverhosting business since eleven years I had to deal with ICANN's topics before, while I was never involved in ICANN before we decided to become an ALS with Wikimedia CH. Within Wikimedia I am working with Wikimedia Deutschland (as I am german) and am a founding member of Wikimedia CH (as I live on the boarder to Switzerland). Beside technical interest (hosting Wikimedia platforms for chapters in Switzerland, Austria and Israel) my main interest is the multicultural aspect of Wikimedia and running global projects be it organising conferences, spreading Wikimedia content in the global south or developing the Wikimedia organisation. As a newbie to ICANN I am still interested and curious in the mechanics, roles and goals of the different ALSes and holder of the various ICANN positions. So I am trying to follow the ongoing discussions, which is not very easy. These questions refer to both upcoming elections in the EURALO and ICANN board. * what are criteria to be nominated or elected into one of these board positions? Can someone point me to a document where they are described? * what kind of persons are supposed to be nominated / elected into these board positions? Are you looking for experienced ICANN / ALAC members or persons rooted in the community, defending interests of the users, like a counterweight to the commercial background of other board members? * how is a board mandate handled? Is this a political mandate which requires the feedback to and from the community or is it a personal position where board members represent themselves and are only accountable to their own conviction? * how are the selected candidates validated? How are nomination - self-nominations and such by other members - handled? Is there any difference, is there any consideration of RALO recommendations? What I wonder is how I as a newbie can choose a trustworthy candidate who represents my ALS and our community to which we feel accountable to. Maybe the answers to the questions above will shed more light on this process. White House invites ICANN, registrars and registries to meeting to discuss the illegal sale of counterfeit prescription medications online

Via Krebs on Security blog : The Obama administration is inviting leaders of the top Internet domain name registrars and registries to attend a three-hour meeting at the White House next month about voluntary ways to crack down on Web sites that are selling counterfeit prescription medications. The invitation, sent via e-mail on Aug 13 by White House Senior Adviser for Intellectual Property Enforcement Andrew J. Klein, urges select recipients to attend a meeting on Sept. 29 with senior White House and cabinet officials, including Victoria Espinel, the Obama administration’s intellectual property enforcement coordinator. “The purpose of this meeting is to discuss illegal activity taking place over the internet generally, and more specifically, voluntary protocols to address the illegal sale of counterfeit non-controlled prescription medications on-line,” the invitation states. There are a few issue mentioned here that are worth addressing: - As we can only pick one person to speak for At-Large on the Board, we don't have the luxury of affecting its gender, racial or regional diversity. The NomCom is already charged with this. It is critical that we pick the best possible advocate of user interests possible. Especially in this inaugural role, there is little opportunity for any secondary objective. - Not having an "insider" is a worthy idea, but the fact of the matter is that existing insiders have a provable public record of interest and skill in ICANN affairs and a track record of end-user advocacy. Those are, whether we like it or not, very strong qualities in a candidate. ICANN asks Demand Media for answers after report By Robert McMillan, August 20, 2010, Computerworld The group responsible for managing the Internet's domain name system is asking Demand Media's eNom division for answers following complaints from Internet security groups. ENom, the world's second-largest domain name registrar, came under fire last week in a report from HostExploit (http://hostexploit.com/) a volunteer-run anti-malware research group. According to HostExploit, eNom is host to an unusually large number of malicious websites and is a preferred domain name registrar for pharmaceutical spammers. ICANN now says that it is looking into the matter, according to Kurt Pritz, senior vice president of services with the Internet Corporation for Assigned Names and Numbers. Typically, ICANN advises people with information on illegal activity to take their complaints to law enforcement. "However, given the serious nature of some of the allegations made in the HostExploit report, we will ask eNom for their response and will follow up as appropriate," Pritz said in a statement, e-mailed to IDG News Service. HostExploit says that some eNom resellers are violating ICANN rules by allowing customers to provide false Whois database information, not following ICANN deletion policy and generally not complying with their obligations as resellers. Patrick, I'm generally sympathetic to what you're saying, and also with Khaled Koubaa's email to the At Large list (expect everyone's read) about the importance of regional balance. If we were able to select more than one Director and were able to select from a large pool of candidates (I'm guessing the number may not be so large, it will be nice to be wrong) then I think these kind of factors would play a more significant role. But with only one pick for the next three and a half years, from what might be a smallish pool of candidates, I would emphasize the candidate's skills to perform the tasks of a director and serve the interests of users over all other factors. Previous times similar mails were sent from providers from China, after following up, they offer you to register your existing name in various TLDs and ccTLDs. They don't seem to be mining WHOIS data, just scanning websites and writing to contact email addresses exposed on the website, and obviously "KCTMD company" or whatever name they use is a fake. What is the proper course of action in this case ? Yes I know, I already ignored and deleted the message, but what about people being framed by this type of abusive behavior. Registries and Registrars should not do any biz with this kind of people. BTW if the person sending the email is actually called Margaret, I'm Mother Teresa of Calcuta. Regards Jorge
