Dear friends, many of our partners, like our brothers in Africa, have fallen into disgrace that their visa has been denied, this is not only frustrating but also that puts our ATLAS in a difficult citation. I don't know why we chose a place to do an ATLAS where crossing the border of that country (Canada) is similar to obtaining a prize for belonging to a select minority. But now we are dancing so in the middle of this dance I ask Is there anyone who can do something so that our partners can travel to Montreal in just six (6) days? The selected candidate will serve a 3-year term starting at the end of ICANN69 (2020 Annual General Meeting - AGM). Background Seat number 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large community. This seat is currently occupied by León Sánchez, who assumed the position at the end of ICANN60 (2017 AGM). His 3-year term will be completed at the closing of ICANN69 (2020 AGM), and he will be eligible for re-appointment. Pursuant to Section 19 of the At-Large Advisory Committee (ALAC) Rules of Procedure<https://community.icann.org/display/atlarge/Rules+of+Procedure?preview=/226…> (RoP), the At-Large community began the selection process for the next Board Director in September 2019, with the appointment of the Chairs and Members of the BCEC and the Board Member Selection Process Committee (BMSPC). The BCEC is responsible for outlining candidate requirements and expectations, calling for, identifying, and evaluating applications, and compiling the initial slate of candidates. The BMSPC oversees the entire selection process, including the development of the selection timeline and the election process. Both groups have regionally balanced membership and operate in accordance with a strict code of conduct and confidentiality where applicable. Carlton, Greg beat me to it, but it is not an issue of travel as a "benefit". It is a resource, and all we are saying is that if we are to allocate that resource to a specific person, then we expect that it will be well used. The issue of electing/selecting someone for a position and then not having them deliver quite a different one, although again there *may* be travel funding involved. And yes, if we have someone who does not deliver and then select them again, there is a problem, and one I think that we need to address, but that sadly, many others feel that we should not, and simply heed the will of the electors who seem to at times reward the behaviour that some of us would like to punish (whether we have the tools or not). As you or someone said in a previous message, travel is a tool that facilitates volunteer contributions, nothing more or less. But it is a tool constrained by resources available and we should ALWAYS be paying attention to using our resources in a way that benefits At-Large and ICANN. That applies to travel, just as it applies to the extremely valuable resource of time donated (ie at no monetary cost to us or ICANN) by our volunteers. Neither should be squandered. That action reinforces that rather louche idea that travel is a benefit rather than the tool that it is to get a job done. And to hypothecate the tool as security for work to be done seems immoral to me. Value is assigned my time and intellectual capital by others; I sell them for fee. I got home less than 2 hours ago from Suriname. Most in this thread would likely not even know where that is. it is a hump to get to. And, somebody paid me for that. As a volunteer, my time, intellectual capital and my own coin have been placed in trust and in the service of the At-Large. An airplane ticket in steerage does not begin to compensate me as volunteer. It is no benefit to me or for me. It is rude and crude to suggest, must less legislate, that it is. My position has not changed in these many years because the same response offends reason and conscience. It is for the At-Large constituents to pick representatives. And this seemingly Pavlovian response proffered is and remains a bad policy idea. It is inimical to the spirit of volutarism - real voluntarism! - that premises the At-Large engagement. Work Track 5 Once it has finalized its Report, the Work Track will send its recommendations to the full Working Group for consideration. Recommendations will be subject to a consensus call in the full Working Group. The Work Track seeks to conclude prior to ICANN66. WHAT IS THIS ABOUT? In June 2014, the GNSO Council established a Discussion Group that was intended to evaluate the experiences of the 2012 round gTLD Program and to identify possible areas for future GNSO policy development. The Discussion Group’s deliverables <http://r20.rs6.net/tn.jsp?f=001qimUKY41_YqWPJFyGzr-T_M22ND7JRSWVM1Nyh9UWYQ6…> served as the basis for the GNSO Council request for a Preliminary Issue Report in June of 2015. Following the publication of the Final Issue Report <http://r20.rs6.net/tn.jsp?f=001qimUKY41_YqWPJFyGzr-T_M22ND7JRSWVM1Nyh9UWYQ6…>, the GNSO Council adopted the charter <http://r20.rs6.net/tn.jsp?f=001qimUKY41_YqWPJFyGzr-T_M22ND7JRSWVM1Nyh9UWYQ6…> for the PDP Working Group, which began its work in February 2016. The Working Group initially concentrated on a set of overarching issues. It later conducted deliberations on additional topics in its charter using five separate Work Tracks: Work Track 1 - Overall Process/Support/Outreach, Work Track 2 - Legal/Regulatory, Work Track 3: String Contention/Objections & Disputes, Work Track 4: Internationalized Domain Names/Technical & Operations, Work Track 5: Geographic Names at the Top Level. WHY IS THIS IMPORTANT? The Discussion Group identified a number of subjects that may require further analysis and possible formulation of policy language. There are existing policy recommendations adopted by the GNSO Council and ICANN Board, which will remain in place unless the PDP WG determines that changes are needed. ATLAS III vs NASIG travellers

Dear ATLAS travellers If you are NOT registered as a NASIG participant do not respond to their emails. Their programme has nothing to do with ICANN or with ATLAS III. While there are ATLAS participants attending the NASIG event it is important that they are kept separate. It is totally confusing for everyone if you are responding to an email that is not an official ATLAS III communication from At-Large staff (specifically Gisella). It would be helpful if you a little bit more attentive to where the email has come from. Thanks. Maureen
