BACKGROUND: As you know, In its meeting of 27th August 2009, the ICANN Board of Directors unanimously resolved as follows: 'IT IS RESOLVED THAT the recommendation of the BRWG (Board Review Working Group) to add one voting director appointed from the At-Large Community to the ICANN Board of Directors, and removing the present ALAC Liaison to the Board, is approved in principle for implementation. Staff is directed to identify all steps required to achieve the implementation of this principle, after issuing of the BRWG Final Report.' The proposal that one or more voting Director seats on the ICANN Board should be selected by the At-Large community is a recommendation of the recently-completed At-Large Independent Review process. The other recommendations in the Final Report of the Board's At-Large Review Working Group were approved by the Board during their meeting at the Sydney ICANN meeting in June. As referenced in the final part of the resolution, the next step in the implementation of the resolution will be the presentation at the Seoul meeting of the full report of the BRWG (Board Review Working Group), as this element of change of the Board is a part of the broader Board review process. In the meantime, the At-Large community's ALAC has resolved upon drawing up a process to submit to the Structural Improvements Committee of the Board at the Seoul ICANN Meeting. Travel Funding

It has been about a month since the ICANN Board announced that the At-Large Community will be permitted to appoint a director to the Board, so one would have thought that there would have been an immediate flurry of on-line discussion in all of the regions in order to quickly turn this long-held dream of at-large representation into a reality. But there are no online discussions on this topic on the African list, nor on the European list, nor on the Latin American list nor on the Asia-Pacific list. It's just another ho-hum moment for those non-commercial organizations that are pretending to be the at-large in exchange for travel funding to ICANN sessions. These orgs obviously don't care about board-level representation and obviously don't care about the real at-large community -- they are pretenders; they can't be bothered to "do" anything other than to hold out their hands in anticipation of travel vouchers. Have we seen any notices posted at the local level about the upcoming at-Large director appointment? Of course not. ALS representatives can't be bothered to inform their own local communities. The whole process is a sham and always has been.

Dear Community Members, The Board has appointed the following individuals to serve as Non-Commercial Stakeholder Group (NCSG) representatives on the new GNSO Council: Mohammed Rafik Dammak – Tunisia Rosemary Sinclair – Australia Debra Hughes – United States Under the terms of the NCSG transitional charter approved by the Board on 30 July 2009, three of the six NCSG representatives on the new GNSO Council to be seated at the Seoul meeting were to be selected/appointed by the Board. The Board's Structural Improvements Committee (SIC) considered applications from a talented and diverse group of volunteers, conducted extensive due diligence, carefully reviewed the candidates, and recommended for full Board consideration a slate of three nominees to serve on the GNSO Council for the next two years. The individuals listed above were recommended by the SIC for Board appointment based on their combination of skills, experience, background, geographic location, knowledge and passion, with particular attention to their ability to help build non-commercial participation and contribute to the work of the GNSO. There is a Board meeting at 11:00 UTC today (2009-09-30). Hell will break loose at 14:00 UTC, when the communiqué is going to be released and the press conference will take place. This will be 10:00 EDT, as the event will take place in Washington, DC. As for whether "She" [uppercase in the original text ;>)] was right or not, as an international civil servant I would decline to comment. But you might compare the text of the press release with the proposals made in the last months, including the G-12, and draw your own conclusions. One thing is undeniable: if ICANN has to move towards more internationalization, as there seem to be consensus on, we need more collaboration among different stakeholders, including governments worldwide. So, right or wrong on one specific issue is, in the long run, not the main thing. What is important is that Europe (as all other countries and regions worldwide) engages in this internationalization process. Which, in my personal reading of the events, is indeed happening. Last but not least, I believe that ALAC has a role of the paramount importance in this internationalization process, as it has roots in the local communities. From my point of view, it would be a positive thing if ALAC analyses this document, when it will be public, and take a position on it, keeping in mind that the issue is not just a political statement, but active engagement in the territory to make ICANN more international in the facts, not only in the intentions. Posición de Internauta Argentina ante el intento del Gobierno Golpista de Honduras para tomar de forma repentina y abrupta la operación del cctld .hn La Asociación Argentina de Usuarios de Internet, quiere manifestar su repudio al acto criminal del que fueron objeto los compañeros integrantes de la Red de Desarrollo Sostenible de Honduras por parte de la dictadura de la Republica hermana de Honduras. Proseguimos con nuestra solidaridad con el pueblo Hondureño manifestada desde el primer momento que sucedió el movimiento destituyente en ese país, como hemos acompañado todo reclamo y lucha por la justicia y la democracia de todos los pueblos del mundo. Creemos que solo la autodeterminación de los pueblos y el respeto del sistema democrático son los únicos medios idóneos para la solución de los problemas dentro de un país. No debe de haber lugar a legitimar ninguna acción propuesta por movimientos destituyentes del sistema democrático, por ninguna de las estructuras de participacion o de toma de decision de ICANN. I just got off of the ICANN Webinar about the proposals Mitigating Malicious Conduct for New gTLDs (and in some cases for all gTLDs). Without describing the proposals (which will be posted on the ICANN web site in the near future) or trying to analyze or evaluate them in any depth, I must say how pleasing it was to listen to. There was an understanding of the issues, and a real attempt to address them which clearly demonstrated that a lot of work had been done (and is still to be done). But at the same time, I deeply regret that this work was only triggered by comments on the DAG2 and was not undertaken a LONG time ago. Although the details of malicious conduct have changed and probably expanded over time, much of the basic story has been around for a long time. Alan
