Extension of Comment Period on Telnic Proposal 7 June 2007 On 11 May 2007, ICANN opened a public comment period on a proposal from Telnic Ltd. to amend the terms in the .TEL Registry Agreement concerning the public display of Whois information, wwwicann.org/ announcements/announcement-11may07.htm. In accordance with requests, ICANN is extending the public comment period through 28 June 2007. A copy of the proposed amendment is available at http://www.icann.org/ tlds/agreements/tel/tel-amendment-30may07.pdf [PDF, 25K] and provides for changes to Appendix 1, Appendix 5 and Appendix S, Part VI of the .TEL Registry Agreement. ICANN has added a comparison document showing the proposed changes to the registry agreement appendices. ICANN has also created a dedicated comment forum on the Telnic proposal. As part of the development of these principles, ICANN commissioned the One World Trust (OWT) organisation (http:// www.oneworldtrust.org) to review ICANN’s transparency and accountability as one of a number of initiatives aimed at further improvements in this area. The terms of reference for the report were designed to allow a wide-ranging review. In March this year, during the ICANN Lisbon meeting, ICANN released the review by OWT . The report says that overall ICANN is a very transparent organisation, noting that it shares a large quantity of information through its website, probably more than any other global organisation. The report contained an action plan with 39 recommendations intended to further improve standards of accountability and transparency within ICANN. The report is also being used as an input for the development of the management operating principles in addition to input from the community received so far. The attached document outlines ICANN’s response to each of the recommendations in the OWT report. The bulk of the recommendations are accepted and are in the process of being implemented; some others have been referred to the Nominating Committee and Board reviews which will take place this year, or to the GNSO Improvements Working Group, for further consideration.

Danny: The Protection of the Rights of Others Working Group should not only address issues raised by the IP constituency, but also "user" related issues - such as the registration of individual names. Definitely would support that at-large take this up. Would be good to have a comment drafted in response to the report on or by the San Juan meeting. IDN Liaison Report

IDN Liaison Report for the Conference Call on June 5 General Briefing: 1) On May 2, 2007, ICANN published IDN Glossary, which is to ensure that discussions regarding IDNs take place in a consistent manner. The glossary terms can be used freely and is expected to be expanded over time. 2) On 11 May 2007, ICANN published the Draft IDN Guidelines (v.2.2) for Public Comments. This is the first version of the IDN Guidelines to make specific reference to IDN in top-level labels. It is anticipated to be amended and supplemented in subsequent drafts in preparation for the release of internationalized top-level labels in the production environment. 3) The Draft IDN Guidelines (v.2.2) was published in six languages. The Liaison, in coordination with the CDNC, translated the draft into Chinese.
