To follow on Frank's remarks calling for clear definitions for the words we use at the IETF/WGIDNABIS. We (france@large and related entities and experts as well as Members from the French Internet Governance) have identified a difficult (and politically sensible) translation problem of the Internet terms into French. This shows us that many terms that we commonly intuitively understand may not reasonably understood well in an other language (French is certainly one of the most difficult semantic filter for external pragmatics). Relations with other languages of Members of the involved entities (European languages, Arabic, African languages) make us understand that the most difficult part of the IDNA/ML-DNS issue is the user-guide and contract languistic interintelligibility. To interthink may be more difficult than to internet. We are therefore considering an Internet terminology project (ITP/TPI) everyone would be welcomed to participate into. It would articulated as follows: 1. to make a list of the Internet related words (technical and governance) and we would like some help from the IETF side to be sure we collect the largest number of terms, starting wih the very IDNA words, with their English definition. 2. to translate that list in French to come back with a Anglo/French glossary and all the definition clarifications we need/can propose. 3. to engage into a mutual relation with experts from every ISO 3166 listed scripts and languages in order to provide an Internet Ontology with reference links embeded and copnceptual, political, technical, managerial, and user oriented notes and comments. 4. to require Multilinc geocultural semantic addressing registry projects to contribute with their own language definition (corsican, breton, welsh, etc.) 5. as a common reference we plan to organise (based upon a wiki work through http://wikidna.org) a maintained unique document built after the existing and future RFCs (for the IDNA part) about the technical architecture, logic, formats, operations, databases, etc. supporting the Multilingual Internet. For compatibility with IETF and other works we would like this document to be at least bi-lingual. We will discuss this project more in detail during our france@large July 3rd quick-off meeting (hosting, leaders, methodology, support, etc.). The same as for the IGF process, we would certainly like that Internet based/related effort to serve as a practical example of intergovernance support that could be copied in other areas. Change of Time to Monday Opening of Paris ICANN Meeting - starts half an hour early

On Monday, Min. Eric Besson will be joining us to speak at the Welcome Ceremony for the Paris ICANN Meeting - to accommodate his schedule, there is a change in the morning schedule - the President's Report will open the day at 8:30 am and the Welcome Ceremony is scheduled to start at 9:30am. ALAC Review / Comment Periods

I thought I would make a point here which might be helpful with respect to the timing of making statements about the draft ALAC Review report. The consultation going on now is so that the draft may be publicly discussed in Paris, for those who feel that something is missing (as in you said something to the review which you believe has been left out), and this text hasn't been reviewed by the Board, the ALAC Review Committee, or anyone else. This is not to say that comments aren't welcome - on the contrary, as you know I'm always asking for the community to comment more, not less :). I just want to make sure everyone understands that the report will have a full comment period after it is finalised. This is the first of two comment periods on the report and I'm sure any next steps after the report will similarly be posted for public comment too, just as you have seen with the GNSO Review. I've also made a request that this comment period be lengthened, as translations will not be ready until only a few days before the present comment period is meant to end, and without translations many in AFRALO and LACRALO will be unable to respond on an equal basis to everyone else. If you feel that the comment period is too short - do comment in that vein to the comment address and let Westlake know in Paris (for those of you who are going to be in Paris). Of course, the point made that any NARALO perspectives which are made clear can only help NARALO members attending Paris is IMHO entirely relevant, FWIW. Is this reasonable? Is a statement desirable? I find it very unnerving that there has been ZERO reaction on the global ALAC list except for Izumi's brief comment. If ALAC is not interested in staking out a membership-based position then I think NARALO needs to step up. What does everyone else think? Feel free to reply privately, if that is appropriate for you, and I can incorporate your comments anonymously. JFC and all, It is clear to me, and most of our members that ICANN still does not yet understand or doesn not wish to understand that an @large comprised of users of many sorts is. It is becomming clear that the same is true of the ALAC and seemingly several of the RALO's. What is becoming clear is that the ALAC and the RALO's are willing to do the ICANN staff and Bod's bidding even if that means limiting to a great degree active participation of users from whatever nationality they are from.
