I find it noteworthy that if an American or European travels to Japan and wants to either do business there, or simply be socially acceptable, they VERY QUICKLY absorb the need for some basic change to accommodate local standards and expectations. Even if only in such a simple way a saying thank you in Japanese (even bad Japanese), learning the importance of business cards and how to exchange them, bowing, the exchange of small token gifts. And when they return home, they still practice these when interacting with Japanese people even on their own turf. And there are equivalent examples between most any two dissimilar cultures going in both directions. It is not the inability to learn about other cultures. Dear Professor Hong Xue, I chair france@large which happens to be the oldest ALS (it was created by the French @large candidates to the only ICANN @large election in 2000). With other @larges, members of the largest ever self organised bottom-up ICANN community (icannatlarge.org) I incporated the ATLARGE organisation. We did not really activate it, not to confuse the parallel effort which permitted some other members to force their way into ICANN and create the ALAC. Last year france@large decided to join the ALAC to better welcome ICANN to its Paris meeting. Guess what? We were denied. Guess what? We were not surprised as we are interested in doing rather than in speaking (it seemed to worry ICANN?). Guess what? It helped us not to waste time with ICANN and work on issues of higher common interest. Our vision is that @larges actually are the Internet lead users. This means the users who have the technical, poltical, intellectual capacity to adapt the Internet to their needs; and this way to the needs of the other people. We adhere to the IAB RFC 3869 analysis that the internet is in a bad shape if it is only sponsored by merchants (we see it). We adhere to the WSIS vision of a people centered information society. We would love ICANN if was the secretariat of our common development. We are not really interested in what in became. We see what FLOSS did with computer software, and we suppose @larges can do it too at the network brainware level (organizing a better use together). For years our france@large priority was multilinguistics (understood as the cybernics of linguistic diversity). How to build a network system that: - (1) permits the existing 25.000 linguistic entities, and the 7 billions idiolects to use it with the same efficiency - (2) and due to that capacity, permits to 7 billions people to use their indivudal global internet the way they need and want it. For years, ICANN, NCUC and others prevented us from participating to their IDN related "work". So, we joined the IETF, created an @large "internet users contributing group" (IUCG) (http://iucg.org) in order to moderate the IETF linguistic policy and make possible a non-English biased and smart internet. Actually we need it to support the Semantic Internet we are interested in: the Intersem, the internet of thoughts - at brain to brain interintelligibility layers. Because we cannot leave it to merchants. Today, Vint Cerf, Chair of the WG/IDNABIS submitted the WG's produced documents over a long work of two years. The proposed solution is still "IETF English" language centric. However, different people contributed from different cultures. They helped us to smooth the "IETF technical Imperialism" (:-)) so much that I was able to just post an @large IETF Draft http://www.ietf.org/id/draft-iucg-punyplus-00.txt that (totally transparently to our everyday Internet) gives everyone exactly what we want at the DNS level. Now, we have to find a few developping teams to write prototypes in different environments and test them as IETF tests towards standardisation. On-line common @large work is not only made of the waste of time you suffer from. We wait for the end of next week, to know about the JPA renewal. Then we will decide if really new ICANN is possible or we must reactivate ATLARGE (http://atlarge.org) and call for help (not for committees, rules, Nomcoms, etc). There's a good discussion going on the GA. The GNSO is trying to shut us down. So what else is new :) The GA is the last bastion of ICANN democracy. (According to a cursory statement on the ICMRegistry.Com Web site, some sort of "hearing" is being conducted in Washington this week in response to ICM Registry's request for independent review of an ICANN decision. However, whatever is happening in that matter is not in accordance with ICANN's Bylaws on independent review. First, the proceedings are not being conducted with the maximum extent feasible of transparency, as required by the Bylaws. Second, the independent review provider and its procedures were not determined by ICANN in accordance with the procedural rules of ICANN's bylaws for such policy decisions. Instead, ICANN appears to have chosen the independent review provider and allowed it to determine procedures -- which procedures themselves do not comport with ICANN's Bylaws on transparency -- through completely improper secret, ex parte negotiations with the potential independent review provider while independent review requests with other parties were already pending.) Changing the bylaws on independent review will accomplish nothing unless those bylaws are actually implemented (in accordance with, inter alia, the other provisions of the Bylaws with respect to policy development and decision-making procedures and transparency). ICANN has done nothing to give reason for any confidence whatsoever that ICANN will actually implement any accountability mechanisms, current or revised. As I have noted repeatedly in previous comments to ICANN, ICANN has failed to implement any of the three accountability mechanisms required by its current Bylaws. ICANN's Board of Directors has never held a publicly disclosed vote to appoint or reappoint an Ombudsman. The Reconsideration Committee of the Board of Directors has made decisions which, by its own declaration, were based on matters not permitted to be a basis for such decisions. And ICANN has never conducted a policy development process to designate an independent review provider or develop or approve procedures for independent review, just as it never appointed the members of the independent review body provided for by its previous Bylaws. (I also note that the ICANN's request for comments is materially false and misleading in its claim that, "ICANN has an Independent Review Process in place, as established at Article IV, Section 3 (1) of the bylaws". ICANN does not, in fact, have any process in place that has been established in accordance with ICANN's accountability and transparency Bylaws.) ICANN has knowingly and wilfully persisted in this failure, in flagrant violation of its own Bylaws. Members of ICANN's Board of Directors have tolerated this ongoing and flagrant violation of the Bylaws. Given ICANN's failure to establish any other means of accountability, the only remaining mechanisms for calling ICANN to account are for the United States Department of Commerce to revoke its contracts with ICANN for breach of contract (in that ICANN has made contractual commitments to the DOC to observe its Bylaws on accountability), and for the State of California to revoke ICANN's corporate charter for persistent failure to operate in accordance with its Bylaws, as required by that charter. Requests for independent review made under both the previous and present independent review Bylaws remain pending and have not been acted on by ICANN. The proposed revised independent review Bylaws are silent on what action, if any, will ever be taken on these outstanding requests. Rather than revise the independent review Bylaws yet again, ICANN should implement its existing Bylaws on accountability, including independent review, by (1) appointing an Ombudsman, (2)compelling the Reconsideration Committee to act in accordance with the Bylaws in new cases and to properly reconsider those cases previous decided on impermissible grounds, and (3) designating an Independent Review Provider, developing procedures for independent review, and considering the backlog of outstanding requests for independent review, all in accordance with the procedural rules in the Bylaws for such decisions and actions, and the general mandate of the Bylaws for the maximum extent feasible of transparency in the operations of ICANN and its subsidiary bodies. A Draft Job Description for ALAC members and Liaisons was distributed on July 28, and later made available in French and Spanish. Comments were received over the following 8 weeks and a revised version was published prior to this week's ALAC meeting. At the meeting, it was decided that the revised version should be open for comment for 5 days, and then revised, reformatted and voted upon. Herman known to the Netherlands police is a convicted felon who was arrested for drug trafficking and tax evasion. Administration at the school, one of Germany’s top ten high schools, confirmed today they are an INAIC approved reseller of Top-Level Domains (TLDs). The press release <http://inaic.com/index.php?p=news-01-06-2009>dated July 1 but published September 16 announced the distinguished German high school, recognized by the German government as one of the best in the country, launched GQnet. The school joins an impressive list of organizations on the INAIC victims list. Both the Government of Turkey and SITA (Societe Internationale de Telecommunications Aeronautique) participated in marketing stolen property through INAIC. When presented with the statement Mettin responded he did “not really care whether the address was correct or” where “INAIC is incorporated”. According to Mettin school administration were aware of the scandal and he did not rule out legal action. The legal departments of major multinational corporations like Hilton Hotels, Akzo-Nobel, KFC and Philips Electronics have all threatened legal action against INAIC to protect their identities and brand names. *Xennt – the wizard behind the curtain.* Herman Xennt the man behind INAIC first came to public attention in 2002 as the man behind the XTC bunker. The “bunker” is a former NATO base built in 1955. He also installed an XTC lab to manufacture the psychoactive and psychedelic drugs ecstasy and MDMA. On Saturday July 27th 2002 the XTC lab went up in flames and the dutch fire brigade was called. Herman became an infamous local celebrity overnight and was widely reported in the local papers. But at the local police station in the City of Goes Herman is best known as a commercial fraud artist.
