Can a ccTLD both claim to represent a geographical region such as
Columbia and operate as a two character TLD and promote itself as a
global entity according to ICANN? Wouldn't that be a conflict within
the space of gTLDs and ccTLD separation? Though I am well aware that
the whole domain system is generic and ccTLD or TLD are both simply
gTLDs and technically ICANN doesn't have to create another name space
layer and can issue gTLDs within the same name space layer but my
confusion currently is on the ethics of operation of a ccTLD that
whether it should state its the .co ccTLD of Columbia (the nation) or
is it a TLD called .co in competition to .com?
